Abolishing the 5-percent threshold clause for municipal elections in the state of North Rhine-Westphalia in 1999 was driven by a weighting between the norms of an equality of votes and equality of chances on the one hand, the need for the councils to be able to perform on the other. The effects on the composition and working capacities of the municipal councils were considerable: The number of fractions, groupings and individual members in the municipal parliaments of the large cities increased; in the smaller municipalities this fragmenting effect is smoothened by a "natural threshold". The increase in the number of groupings and fractions caused a considerable negative impact on parliamentary working capacities. This manifests in longer debates, instable majorities and redundant discussions due to disturbances in the division of work between committees and the council plenum. Hence, a moderate threshold of 2.5 percent should be (re-)established which does not affect the equality of votes and chances in the smaller municipalities, but will facilitate the working conditions in the councils of larger cities. This article evaluates the results and impacts of administrative modernization in Germany after more than 10 years of New Public Management experience, concentrating on the most advanced level of public sector reform: local authorities. Drawing on a broad empirical basis, the authors pursue the following questions: Do "Weber‐ ian" administrative structures and processes continue to characterize the German public sector, or have the reforms left behind lasting traces of a managerial administration? Are local authorities performing better today, and if so, can this be attributed to the New Public Management modernization? The presented results show that no paradigm shift from the "Weberian" bureaucracy to New Public Management has occurred so far. Performance improvements notwithstanding, the new mix of steering instruments causes numerous unintended consequences, causing "Weberian" administration to reemerge.

"Etwas mehr als zehn Jahre nach dem Beginn der New Public Management-Bewegung in Deutschland unternimmt der Beitrag den Versuch einer Zwischenbilanz der Verwaltungsmodernisierung auf kommunaler Ebene. Mittels intensiver Fallstudien sowie einer bundesweiten schriftlichen Umfrage werden die Einführung des 'Neuen Steuerungsmodells' und dessen Auswirkungen auf das Verwaltungshandeln evaluiert. Die vorgestellten Befunde zeichnen ein ambivalentes Bild: Einerseits gibt es in den deutschen Kommunen eine breite Verwaltungsmodernisierungsbewegung. Zahlreiche Maßnahmen wurden in die Wege geleitet, z.T. erfolgreich, aber auch mit deutlichen Rückschlägen. Andererseits ist keine einheitliche Entwicklung vom weberianischen Bürokratiemodell zum New Public Management auszumachen. Vielmehr ist der neue Instrumentenmix, der sich zu etablieren beginnt, mit zahlreichen Inkompatibilitäten und unbeabsichtigten (negativen) Folgen verbunden. Diese haben inzwischen schon eine Reihe von Anpassungs- und Korrekturmaßnahmen erforderlich gemacht, die ebenfalls in die evaluative Bilanz einbezogen werden." (Autorenreferat)

Die internationale Debatte um "Social Entrepreneurship" und ein neues Sozialunternehmertum ist mittlerweile auch in Deutschland angekommen. Angeregt und finanziell unterstützt durch Stiftungen und Mittlerorganisationen erregen Begriff und Konzept vermehrt die Aufmerksamkeit in Fachmedien, sozialwissenschaftlichen Veröffentlichungen und neuerdings auch der Politik. Zur empirischen Fundierung dieses Phänomens wird auf der Grundlage vorliegender Befragungsergebnisse von ca. 2.000 Organisationen die Relevanz und organisatorische Ausgestaltung dieser neuen Akteure dargestellt. Ausgehend von der traditionellen Ausgestaltung deutscher Wohlfahrtsarrangements und der Debatte um deren Leistungsgrenzen wird darüber hinaus diskutiert, welchen Mehrwert diese "neuen" Formen sozialer Aktivitäten generieren und analysiert, ob und inwiefern sich die "neuen Spieler" in etablierte Strukturen der Wohlfahrtsproduktion einpassen und Innovationsanstöße jenseits ihrer eigenen "Mission" zu geben vermögen. The international debate about 'Social Entrepreneurship' and new social enterprises has also reached Germany. Financially and conceptually supported by foundations and connector organizations, the term and concept increasingly gains attention from professional media, social sciences publications and recently even from politics. In this publication the relevance and organizational design of these new actors are described based on empirical evidence gained from questionnaires of 2,000 organizations. Based on traditional design of German social welfare arrangements and the debate about their limits, the additional value of these new forms of social activities is analyzed and discussed. Germany is a classic example of a conservative welfare state. The production of social services is characterized by a deeply rooted tradition of corporatist governance, in which the "market" has wielded only marginal influence. Since the late 1990s, these corporatist arrangements have been challenged by the growing pressure for marketization; at the same time, a new discourse on social entrepreneurship and innovation has gained importance. This article examines the empirical impact of the social entrepreneurship movement in two domains: old-age care and youth welfare. We discuss the potential role of social entrepreneurship in these fields and argue for a realistic view of the potential for new actors in established governance arrangements. Our observations lead us to conclude that social innovation has developed not primarily as the result of challenges from new actors but rather from intrapreneurship: social innovations originating from within the established organizational field.
