Pour établir un bilan du débat théorique sur la défense européenne dans le champ des sciences sociales, toujours dominé par la science politique, il faut analyser la primauté des approches empirico-descriptives. En ce sens, une normalisation des paradigmes et des outils théoriques s'avère nécessaire pour étudier l'objet « défense européenne ». Cette démarche se place alors à l'encontre d'une posture s'appuyant sur la nature sui generis de l'intégration européenne pour promouvoir un paradigme de l'exception européenne. Elle permet enfin de développer des perspectives de recherche pluridisciplinaires autour des problématiques de l'institutionnalisation de l'Europe de la défense et de l'européanisation.

Dans cet article, nous proposons un état de l'art des politiques de recrutement militaire au Royaume-Uni et aux États-Unis pour illustrer leur transformation au prisme du processus de libéralisation économique et de leur affirmation comme puissance militaire. Nous abordons la question des instruments de la politique de recrutement des forces armées américaines et britanniques sous l'angle des politiques publiques mais aussi des études de sécurité afin de mieux comprendre la logique de changement à l'œuvre depuis une dizaine d'années. En s'appuyant sur un travail documentaire exhaustif, nous illustrons les points de convergence et divergence d'action des ministères de la Défense dans la gestion d'une ressource humaine militaire enchevêtrée entre logique économique d'efficacité et logique de transformation du rôle de l'État. Si l'emploi d'instruments de nature incitative (salaires bonifiés, primes de reconversion, d'éducation) et le recours aux sociétés militaires privés caractérisent le mieux la politique de recrutement des armées américaines et britanniques, ces dernières se démarquent par une appréciation différente d'une approche en termes de qualité et de quantité des recrues.
Transformation of recruitment policies among American and British armed forcesIn this paper, we propose a state of the art of military recruitment policies in the United Kingdom and the United States to illustrate their transformation regarding the economic liberalization process and the will of these two countries to act as military powers. We address the issue of policy instruments to recruit American and British armed forces through a public policy approach but also in terms of security studies to better understand the logic of change at work for a decade. Based on an extensive documentary work, we illustrate the points of convergence and divergence of both Ministries of Defence in the management of military human resource entangled between economic logic of efficiency and transformation of the role of State. If the use of incentive instruments (subsidized salaries, retraining bonuses, education) and the use of private military companies best characterize the recruitment policy of the U.S. and British armies, the latter display different outcomes in terms of quality and quantity of recruits. ; Dans cet article, nous proposons un état de l'art des politiques de recrutement militaire au Royaume-Uni et aux États-Unis pour illustrer leur transformation au prisme du processus de libéralisation économique et de leur affirmation comme puissance militaire. Our article focuses on the likely impact of France's return to NATO's integrated military command on the future of the European security and defense policy (ESDP). First, we describe the triangular relationship between France's defense, NATO and European defense policies that dominated the era of the Gaullist-Mitterrandist consensus (1958-95) and its gradual erosion under Jacques Chirac's tenure (1995-2007). Second, we explain the context in which President Sarkozy made the decision in 2007 to rejoin the Allied military command. Relying on interviews with French foreign and defense policy-makers, we address the extent to which ESDP considerations really played a role. Finally, we develop four scenarios for the future of European defense: (1) ESDP gets a new lease of life; (2) France becomes a normal player in a NATO-dominated Europe; (3) NATO and ESDP work out of a division of labor; and (4) France becomes the Trojan horse of European cooperation inside NATO. To develop each scenario, we rely on rationalist and constructivist mechanisms drawn from International Relations theory.

This paper identifies how defense issues emerge in society and whether or not they are transformed into public policies by public decision-makers, parliamentary institutions, and more generally the political system. Starting from a framework of a theoretical analysis of agenda setting, we study and compare the attention given to defense policy in the parliamentary arena of the United Kingdom and France between 1997 and 2007. Despite small differences in the parliamentary agendas in this respect, France and the United Kingdom show consistencies as regards the external dimension of defense policy and considerable differences within it. ; Cet article propose d'identifier comment les questions de défense émergent dans la société et sont transformées ou non par les décideurs publics, les institutions parlementaires et plus généralement le système politique, en politiques publiques. À partir d'un cadre d'analyse théorique de l'agenda-setting, nous étudions et comparons l'attention de la politique de défense dans l'arène parlementaire du Royaume-Uni et de la France entre 1997 et 2007. Malgré de faibles ponctuations des agendas parlementaires de défense, la France et le Royaume-Uni présentent des régularités au niveau de la dimension extérieure de la politique de défense et de fortes divergences dans son volet interne.
