The main purpose of the Handbook of Utility Theory is to make more widely available some recent developments in the area. The editors selected a list of topics that seemed ripe enough to be covered by review articles. Then they invited contributions from researchers whose expert work had come to their attention. So the list of topics and contributors is largely the editors' responsibility. Each contributor's chapter has been refereed, and revised according to the referees' remarks. Whereas Volume I of the Handbook of Utility Theory is largely concentrated on basic theory, the present volume is concerned with extensions and applications to other branches of economic theory. Taken together, these first two volumes contain all the purely theoretical material that the editors planned to cover. The chapters on experimental and empirical research on utility and the chapters on the history of utility theory will appear in Volume III

Under an Act of 1926, a 'public interest' corporation, the CEB, was empowered to build a national transmission grid and rationalize UK electricity generation. A constrained cost model estimates the gains from this re‐regulation of the electricity generating industry. The new regime reduced costs by one‐third, radically improving the utilization of capital and boosting the average scale of operations. It did so by persuading private and municipal enterprises to accept central direction of the extent and timing of their electricity generation. This voluntarism saved on enforcement costs, but perhaps one‐half of the industry cost reduction the CEB actually achieved by 1937 was apparently forgone.

The extent of post-Soviet democratic transformation in Moldovia is analyzed, arguing that the legacy of authoritarianism has hindered the development of democracy. The authority of the National Security Ministry is considered an example of the problematic transition. The ruling Agrarian Democratic Party has prevented fair elections, interfered with the functioning of opposition political parties, restricted the media, & discriminated against clergy & adherents of the Metropolitan Church of Bessarabia. In addition, the right to private property is limited, & peasants have been denied private ownership of their land. In the context of the philosophical foundations of a democratic state, it is concluded that the preconditions for a democratic state do not yet exist in Moldovia. J. Ferrari
