Decentralised EU agencies stand for solutions to European problems assisting in designing and implementing Europe´s future. An often neglected feature is the growing outreach of EU agencies towards third countries as a ´participatory form of external differentiation´. To showcase the dynamic and potential of EU agencies for accession countries this contribution focuses on Turkey´s role across EU agencies assessing its working arrangements with EU agencies (1999- 2021). We find that Turkey engages with 18 EU agencies in different forms, covering various policy areas and driven by different logics of action.

Although we know a lot about why citizens vote or abstain in elections, the social inequality of low turnout in European elections has attracted little attention. This paper focuses on voter turnout in the last 2019 European elections and examines whether low voter turnout in second-order elections is automatically associated with high social inequality, using Tingsten's law as inspiration. By contrasting a second-order election with other high and low turnout elections, the paper deepens our understanding of the mechanisms behind low turnout in European elections. Following the argument that the macrolevel social imbalances of low turnout can best be analysed at the neighbourhood level, we develop a small-scale analysis of turnout across nine capitals of the European Union for the 2019 European Parliament (election and perform a regression model with interaction effects to examine the effects between different types of elections. Our results do not find differences in the effect of neighbourhoods' social context on voter turnout between these elections. Although turnout in all cities is socially biased across all types of elections, jeopardising the ideal of political equality across Europe, we find no evidence that the 2019 European Parliament elections were more socially unequal than other elections – regardless of their second-order nature.

The history of comitology – the system of implementation committees that control the Commission in the execution of delegated powers – has been characterised by institutional tensions. The crux of these tensions has often been the role of the European Parliament and its quest to be granted powers equal to those of the Council. Over time this tension has been resolved through a series of inter-institutional agreements and Comitology Decisions, essentially giving the Parliament incremental increases in power. This process came to a head with the 2006 Comitology reform and the introduction of the regulatory procedure with scrutiny (RPS). After just over three years of experience with the RPS procedure, and having revised the entire acquis communautaire, the Treaty of Lisbon made has made it redundant through the creation of Delegated Acts (Article 290 TFEU), which gives the Parliament equal rights of oversight. This article aims to evaluate the practical implications that Delegated Acts will entail for the Parliament, principally by using the four years of experience with the RPS to better understand the challenges ahead. This analysis will be of interest to those following the study of comitology, formal and informal interinstitutional relations, and also to practitioners who will have to work with Delegated Acts in the future. ; EUDO - European Union Democracy Observatory

AbstractThe aim of this article is to explain the speed with which Member States transpose EC directives in the maritime sector. By discussing earlier work, the focus is on explanatory factors related to the contents of the directive that needs to be transposed and the context within which national transposition takes place. The authors' expectations have been tested using data across seven Member States and 32 maritime directives. Using survival analysis based on Cox regression, several political‐administrative and legal factors are identified that have an impact on the speed of transposition. The political sensitivity of the directive and the total number of national implementing measures lengthens the duration of transposition, while the degree of specialisation of the directive, the use of package law and experience speed up transposition. The authors also find that the impact of some of these explanatory factors changes over time. This underscores the importance of taking time seriously and to explore time dependency in further theoretical work on explaining policy‐making processes.
