4 types of data were employed in a study of the effect of local party leadership upon the electorate in the Detroit area: (1) both Republican & Democratic precinct leaders were interviewed at length about their activities & practices, (2) election statistics were obtained for the precincts in question, (3) interviews were conducted with a cross-section of the electorate, (4) demographic characteristics of the precincts were obtained through a census type enumeration. 2 methods were used to measure the effect of precinct leadership: partial is were computed for factors related to voting behavior, & the discrepancy between the actual vote for Stevenson in a precinct & the expected vote based upon its demographic characteristics was compared with the relative strength of the Republican & Democratic local leadership. The first method of partial is showed that with all other relevant factors held constant the strength of Republican leadership was signif'ly r'ed with voting behavior; Democratic leadership was not. In precincts were Democratic org was much stronger than Republican however, there was a 5% increase in the Stevenson vote over that which would have been predicted on the basis of the characteristics of the precinct. Similarly in precincts where the Republican org was considerably stronger than the Democratic, the vote for Stevenson fell some 5% under expectations. This 10% effect of leadership is partly the result of a clustering effect. In general org'al activity at the precinct level has an even greater potential for influencing the electorate in Wayne county in that few of their precinct leaders carried out consistently all the necessary tasks for mobilizing the vote.
