Im Vergleich zu der ersten und zweiten Direktwahl zum Europäischen Parlament lag die tatsächliche Wahlbeteiligung 1989 deutlich höher. Während die Sozialisten als klare Wahlsieger aus der Wahl hervorgingen, mussten Christdemokraten und Konservative deutliche Stimmenverluste hinnehmen. Klare Gewinne erzielten auch Grüne und die Europäische Rechte, während die Ergebnisse von Liberalen, Europäischen Demokraten und Kommunisten uneinheitlich waren. (ICE2)

In the West German general election of 1983 the newly formed Green Party received 5.6 per cent of the popular vote and was (at only its second attempt) able to send 27 delegates to the federal Parliament (Bundestag). It was the first time since the 1950s that a new party had joined the three major parties (SPD, CDU-CSU, FDP) in the federal Parliament. In the 1987 federal election the Green Party achieved an even better result: it received 8.3 per cent of the popular vote and 42 seats in the federal Parliament. Because of this remarkable success the analysis of the Green Party in Germany has become a major research object in political science. Several studies have described the development of the Green Party, its social bases, its organizational structure and its ideology.1 However, these findings have not been related to the role as well as the function of the Green Party in the West German party system. This research note represents such an attempt. The debate on 'realignment' and 'dealignment' of West European party systems is the most useful in this respect.2 Is the Green Party vulnerable and consequently likely to disappear from the political scene or will it become a stable component of the party system? It is hypothesized that the Green Party will consolidate its position as the fourth party in the German party system because it is a 'new type of party' that differs significantly from the established parties and hence can mobilize its own voter clientele.

Abstract. The institutional changes, working mode and the composition of cabinets in West Germany are analysed over time. From the findings a classification is developed which identifies the broader parameters of cabinet decision‐making in the Federal Republic. The evidence suggests that the important factors are the formal structure of cabinet and the behaviour of actors in cabinet, most particularly the leadership style of the Chancellor.

"Im Verhältnis von Politikwissenschaft und praktischer Politik ist in jüngster Zeit wieder einiges in Bewegung geraten. Die gegenwärtigen Strukturprobleme, z. B. in der Arbeitsmarkt-, der Umwelt-, der Freizeit- und der Medienpolitik, zeigen, dass die traditionellen staatlichen Steuerungsmechanismen nicht mehr hinreichend funktionieren. Bedingt durch diese Entwicklung ist die Nachfrage nach neuen Lösungsmöglichkeiten und Entscheidungshilfen nicht nur im staatlich-administrativen Bereich, sondern auch in Parteien, Wirtschaftsunternehmen, Gewerkschaften und anderen Verbänden deutlich gewachsen. Auch in den Landesverbänden und im Parteivorstand der SPD ist man seit der Regierungswende 1982 wieder vermehrt an sozialwissenschaftlichen Forschungsergebnissen interessiert, um konkrete Hilfestellungen für das eigene politische Handeln zu erhalten. Gerade in diesem Zusammenhang haben Politologen eine wichtige Aufgabe zu erfüllen: Sie müssen politikwissenschaftliche Forschungsergebnisse in verständlicher Sprache und Form den politisch Handelnden vermitteln." This study is an initial comparative exploration of the green party phenomenon. The principal objective of this article is to provide a general overview of the historical development, the electoral results, and the nature of the electorate of green parties in western Europe. A preliminary classification on green parties is offered, and it is demonstrated that the value orientation and ideological composition, as well as socio- demographic composition, of green parties' electorates differ across countries and party types.

Ziel des Beitrags ist es, die Regenbogenfraktion - ein Zusammenschluß von Grünen, Radikaldemokraten, Regionalisten und EG-Gegnern im Europäischen Parlament (EP) - hinsichtlich ihrer Interaktionsfähigkeit, ihrer Integrationsfunktion sowie ihrer Transmissionsfunktion zu analysieren. Dabei soll die Frage beantwortet werden, welche Unterschiede zwischen den etablierten Parteien und der neuen Fraktion im EP bestehen. Dazu wird zunächst die Entstehungsgeschichte dieser Fraktion skizziert. Anschließend werden Kurzprofile der Bündnisparteien aus der Bundesrepublik, den Niederlanden, Belgien, Italien und Dänemark gezeichnet. Im vierten Abschnitt wird das Sozialprofil der 19 Parlamentarier der Regenbogenfraktion untersucht. Dabei geht es um Altersstruktur, Schulbildung und Berufsstruktur der Abgeordneten. Anschließend werden die politischen Forderungen skizziert und die zur gemeinsamen programmatischen Plattform zählenden Punkte aufgezählt. Der Beitrag schließt mit drei Thesen: (1) Die Interaktion innerhalb der Regenbogen-Fraktion funktioniert nicht immer optimal und wird durch zahlreiche Faktoren gehemmt. (2) Die Regenbogenfraktion erfüllt - im Gegensatz zu einigen anderen Fraktionen im EP - keine Integrationsfunktion. (3) Eine Transmissionsfunktion kann die Regenbogen-Fraktion allenfalls auf außenparlamentarisch-europäischer Ebene erfüllen. (RW)
