Important changes in the USSR's agricultural policies are described. The Food Program adopted in May 1982 was intended to provide the country with a more reliable food supply. Greater material incentives were being offered to agricultural workers for increased production. In 1983, the prices paid to collective & state farms were raised, & additional payments introduced for production under favorable conditions. By these means, together with the improvement of food distribution, the USSR hopes to increase the food supply for its own population, expand its export potential, & improve its position in world food production. 2 Photographs, 8 References.
