Awareness raising for the inclusion of the citizen with Trisomy 21 has been increasing slowly thanks to a series of measures and actions taken at national and European level. The European Parliament adopted a declaration on children with Down syndrome in 2012, encouraging the Commission, the Council and the Member States to contribute to their social inclusion through awareness-raising campaigns. The EU also promotes its inclusion in society through the European disability strategy, but much more can and must be done. The work in this area is still mainly carried out by non-profit organizations and social entities with very few resources. Thus, the project T21 aims to make a positive difference in the area of support for children such as Down syndrome. ; A sensibilização para a inclusão do cidadão com Trissomia 21 tem vindo a aumentar lentamente graças a uma série de medidas e ações adotadas a nível nacional e europeu. O Parlamento Europeu adotou uma declaração sobre as crianças com síndrome de Down em 2012, encorajando a Comissão, o Conselho e os Estados-membros a contribuírem para a sua inclusão social através de campanhas de sensibilização. A UE promove também a sua inclusão na sociedade através da estratégia europeia de incapacidade, mas pode e tem de ser feito muito mais. O trabalho nesta área é ainda, principalmente, realizado por organizações sem fins lucrativos e entidades sociais com muito poucos recursos. Deste modo, o projeto T21 visa fazer uma diferença positiva na área de apoio a crianças como síndrome de Down.

The purpose of the article is to reveal the historical evolution tendencies of the professional competence in the political and ideological formation process. The methods used were the historical logical, the analysis-synthesis and the critical analysis of sources. A bibliographical revision was carried out in relation to how the assessment of the referred subject has passed from 1959 to 2016. Its evolution is showed by four fundamental indicators: teachers' level of preparation to evaluate students´ preparation; characterization of the assessment approaches applied; assessment commitment with the acting of the Party leader, and how the didactic principle on the relation between school and life in the assessment carried out by the School of the Party is materialized. ; El propósito del artículo es revelar las tendencias de la evolución histórica de las competencias profesionales en el proceso de formación política e ideológica. Se utilizaron los métodos histórico lógico, el análisis-síntesis y análisis crítico de fuentes. Se realizó una revisión bibliográfica en relación a cómo ha discurrido en Cuba, la evaluación del asunto referido desde 1959 hasta 2016. Se aprecia su comportamiento con cuatro indicadores fundamentales: nivel de preparación de los docentes para evaluar la preparación de los estudiantes; caracterización de los enfoques de evaluación aplicados; compromiso de la evaluación con el desempeño del cuadro del Partido, y cómo se concreta el principio didáctico de la vinculación de la escuela con la vida en la evaluación que realiza la Escuela del Partido.

This paper discusses the issues related to the political and ideological perspective in the lessons taught at the Municipal School of the Communist Party in Guantánamo, Cuba, focusing on the analysis of some of the didactic and methodological grounds of the process of teaching and learning there. For the research several investigative methods were employed, such as the theoretic induction- deduction, analysis ""synthesis, hermeneutical and documents´ analysis; the empirical methods interview and observation were used as well. ; En el presente trabajo se atiende el problema del enfoque político ideológico de las clases que se imparten en la escuela municipal del Partido de Guantánamo, Cuba, con el objetivo de analizar algunos fundamentos didáctico-metodológicos que aseguran dicho enfoque en el proceso de enseñanza-aprendizaje. Para su realización se emplearon como métodos teóricos el análisis y la síntesis, la inducción y la deducción, la hermenéutica y el análisis documental; y como empíricos la entrevista y la observación.

This work is approached the problem of the political communication in the leaders of such a character. It is analyzed how other authors have assumed the approach to the reference matter. They are had they used theoretical methods as: analysis-synthesis, induction-deduction, hermeneutic, documental analysis. These allowed to study some theoretical references. Also, to interpret what some authors express in this respect. Also, to propose personal approaches in this respect. On the other hand you could reach the conclusion that the political communication is a matter that has not been approached sufficiently by what requires of more systematic studies. ; En el presente trabajo se aborda el problema de la comunicación política en los dirigentes de tal carácter. Se parte de cómo lo han asumido otros autores para generalizar en el criterio de los que escriben aquí. Se emplearon métodos teóricos como: análisis-síntesis, inducción-deducción, hermenéutico, análisis documental. Estos permitieron estudiar algunos fundamentos teóricos, interpretar los abordajes de diferentes autores y llegar a proponer criterios personales al respecto. Por otra parte se pudo llegar a la conclusión de que la comunicación política es un asunto que no se ha abordado suficientemente por lo que requiere de estudios más sistemáticos.

How to manage the process of reflection in collective learning spaces within the political and ideological trainingof the subjects who receive courses in the Municipal School of the Guantánamo Party poses a problem; this paper aims topropose a methodological alternative for the development of this ability, organized gradually in five complex phases andlevels. The results of the research are evidenced in an improved preparation shown by teachers in the management ofpedagogical communication, especially in pondering, as well as by the increased level of reflection achieved by the trainees. ; Atendiendo a que constituye un problema cómo conducir el proceso de reflexión en los espacios de aprendizajecolectivo dentro de la capacitación política e ideológica de los sujetos que reciben cursos en la Escuela Municipal del Partidode Guantánamo, este trabajo tiene como objetivo proponer una alternativa metodológica para el desarrollo de dicha capacidad,organizada en cinco fases complejizadas gradualmente por niveles. Los resultados de su aplicación se evidencian en la mejorpreparación que demuestran los profesores en la dirección de la comunicación pedagógica, especialmente la reflexión, asícomo por el creciente nivel reflexivo alcanzado por los cursistas.

This article discusses the role of argumentation as a tool for communication to be used by the politic leaders of the Communist Party of Cuba at the Yateras municipality, with the aim of proposing a system of actions to contribute to a better use, and a consequent qualitatively superior result of the political and ideological work. Several investigative methods and analysis techniques of synthesis, induction-deduction, hermeneutics, and observation were used for the research. The proposal aims at raising the need for self-learning and performance assessment. ; En este artículo se aborda la argumentación como herramienta de comunicación de los cuadros políticos del Partido Comunista de Cuba en el municipio Yateras con el propósito de proponer un sistema de acciones que contribuya a su mejor utilización y la consecuente obtención de  resultados cualitativamente superiores en el trabajo político- ideológico. Se emplearon como métodos y técnicas el análisis- síntesis, la inducción-deducción, el hermenéutico, la observación. La propuesta que se realiza potencia la necesidad del autoaprendizaje y la evaluación del desempeño.

#Uptake_ICT2life-cycle: digital literacy and inclusion to learners with disadvantaged background# is an Erasmus + project that aims at enhancing digital literacy among adults with disadvantaged backgrounds. The partners have produced didactic materials and pedagogical guidelines to meet this aim. Based on these materials, and their didactical exploitation, a network of stakeholders was formed and trained in order to subsequently be able to teach citizens that both have disadvantaged backgrounds and are digitally illiterate or quasi-illiterate. This paper relates how this experience was undertaken in Portugal in what concerns the creation of the Stakeholders' network and presents its results. The reality that has boosted the creation of this project was the shocking situation portrayed in 2013 Eurostat statistics, according to which one in every three Portuguese had never used the Internet. Uptake ICT was then conceived and designed in order to engage synergies to counter this problem, aiming at a variety of focus groups (but paying special attention to learners of various ages that have never used Internet, like adults with disadvantaged backgrounds), in line with the transversal priorities for education, training and youth of the European Commission and seeking to assist in the meeting of the aims of Europe 2020. To add up, it also intended to enhance and to develop ideas that answer to the Societal Challenges' needs, by sharing and creating scientific, social, technological and policies impact. The main aspects that the project focused on were digital literacy inclusion, re-qualification and employability of disadvantaged citizens, in order to help them to face the present process of civilizational change (social, political, economic, and cultural). The addressed priorities were to contribute towards a reduction of the number of low-skilled adults (re-skilling and up-skilling of adults thanks to lifelong-learning and training), and to strengthen the links between education and employment in the area of ICT | New technologies | digital literacy and digital competences | basic skills. After having identified both the most preeminent needs and ways of integrating ICT in daily life, and a set of good practices already tested in the areas of digital literacy, inclusion and employability, the project team has built a number of educational contents addressing the issues that were considered most relevant in three main levels of knowledge (Basic, Intermediate, and advanced) , and in the four languages of the project (Portuguese, Italian, English and German). The decision to work on the three levels was due to the fact that in the various partner countries there were groups of target audiences that were positioned differently with respect to their level of digital expertise. The teachinglearning materials that were conceived were afterwards reworked in order to fit in a variety of contexts and formats (e-modules, ebook, MOOC). This option for multi-format was taken having in mind different learning profiles, and the need to provide flexible and attractive materials in order to avoid any kind of rejection. Finally, a number of didactical guidelines were produced in order to provide an interface of suggestions to the stakeholders that would use these materials in their classes or workshop sessions. ; info:eu-repo/semantics/publishedVersion
