The historical legacy in South Africa of apartheid and the resulting discriminatory policies and power imbalances are critical to understanding how water is managed and allocated, and how people participate in designated water governance structures. The progressive post-apartheid National Water Act (NWA) is the principal legal instrument related to water governance which has broadly embraced the principles of Integrated Water Resources Management (IWRM). This translation of IWRM into the South African context and, in particular, the integration of institutions related to land and water have faced many challenges due to the political nature of water and land reforms, and the tendency of governmental departments to work in silos. The paper explores the dynamics surrounding the implementation of IWRM in the Inkomati Water Management Area, and the degree of integration between the parallel land and water reform processes. It also looks at what these reforms mean to black farmers' access to water for their sugar cane crops at the regional (basin) and local levels. The empirical material highlights the discrepancies between a progressive IWRM-influenced policy on paper and the actual realities on the ground. The paper argues that the decentralisation and integration aspects of IWRM in South Africa have somewhat failed to take off in the country and what 'integrated' actually entails is unclear. Furthermore, efforts to implement the NWA and IWRM i n South Africa have been fraught with challenges in practice, because the progressive policy did not fully recognise the complex historical context, and the underlying inequalities in knowledge, power and resource access. ; publishedVersion

For the past two decades, IWRM has been actively promoted by water experts as well as multilateral and bilateral donors who have considered it to be a crucial way to address global water management problems. IWRM has been incorporated into water laws, reforms and policies of southern African nations. This article introduces the special issue 'Flows and Practices: The Politics of IWRM in southern Africa'. It provides a conceptual framework to study: the flow of IWRM as an idea; its translation and articulation into new policies, institutions and allocation mechanisms, and the resulting practices and effects across multiple scales – global, regional, national and local. The empirical findings of the complexities of articulation and implementation of IWRM in South Africa, Zimbabwe, Mozambique, Tanzania and Uganda form the core of this special issue. We demonstrate how Africa has been a laboratory for IWRM experiments, while donors as well as a new cadre of water professionals and students have made IWRM their mission. The case studies reveal that IWRM may have resulted in an unwarranted policy focus on managing water instead of enlarging poor women's and men's access to water. The newly created institutional arrangements tended to centralise the power and control of the State and powerful users over water and failed to address historically rooted inequalities. ; publishedVersion

"This book is the first comprehensive effort to bring together Water, Food Security and Nutrition (FSN) in a way that goes beyond the traditional focus on irrigated agriculture. Apart from looking at the role of water and sanitation for human wellbeing, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the amount of land under irrigation in order to feed the world's growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalised and disenfranchised groups upfront. The book highlights how accessing water for FSN can be challenging for small holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people's informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalised women and men. As calls for climate action gain momentum, governments and international organisations are committing to ambitious climate targets and scaling up their climate action. In this article, we argue that to address climate change, 'just' climate action is required which moves away from portraying local communities as 'victims' and/or 'beneficiaries' and focuses on investing in their social and material capabilities so that they determine their futures and pathways of change. Climate action will have little meaning or will produce counterproductive results unless it is mobilised to question deep-seated inequalities and unjust framings that feed into epistemic closures and foreclose possibilities of plural pathways towards radical social change. Drawing on our research with front-line communities in India, we emphasise the importance of processual aspects of addressing climate (in)justice. We underline why climate action must be steered from 'below' for transformative change, and why this requires attention to more 'vernacular' forms of action.

Rural roads are built to improve people's mobility and to enhance access to markets, administrative centres, schools and health posts, and are credited with important socio-economic changes. A less studied aspect is the impact of roads on hydrological resources, as roads interact with existing surface and groundwater flows, redistributing water-related hazards and resources across space with significant consequences on people and their livelihoods. In Ethiopia, the government has embarked on a massive road construction programme over the last decade, mainly to serve the needs of an essentially rural population and agrarian economy. In parallel, the government has also been investing significantly in water harvesting and conservation measures and irrigation to serve the needs of a population whose livelihoods depend heavily on rain-fed agriculture. Based on fieldwork conducted in 2014 in the semi-arid region of Tigray, Ethiopia, this article explores the opportunities and potential for multifunctional infrastructures. We argue that the two distinctive objectives of improving road connectivity and water availability for irrigation are interlinked and can be served by the same infrastructure, which we call multifunctional roads.

This paper provides some of the conceptual and methodological underpinnings being developed in the ongoing TAPESTRY project which is part of the Transformations to Sustainability (T2S) Programme. We debate how the notion of transformation may be conceptualized from 'below' in marginal environments that are especially marked by high levels of climate-related uncertainties. We propose the notion of transformation as praxis — where the focus is on bottom-up change, identities, wellbeing and the recovery of agency by marginalized people and explore how 'patches' and the 'marginal' offer critical conceptual templates to examine whether and how systemic transformative changes are being assembled and effected on the ground by hybrid and transformative alliances. The article concludes by discussing potential challenges of such engagements, alongside pursuing a normative and political approach to T2S.
