Politische Freiheit im Zeitalter der "Niemandsherrschaft" -- Die Autonomie des Politischen -- Das Ethos der Demokratie -- Gibt es einen "demokratischen Konstitutionalismus"? -- Parlaments- oder Verfassungssouveränität? -- Das Spannungsverhältnis von Demokratie und judicial review

Revisionist studies have shown that stories about International Relations' (IR) supposed disciplinary birth in 1919 function to obfuscate the history of international thought. 1919 has nonetheless cast a long shadow over how the usefulness of professional scholarship in International Relations has been conceptualised. In this article, I trace how the 1919 birthstory orientated disciplinary constructions of the usefulness of the field as they relate to pluralist approaches to truth-seeking in IR. I argue that the centenary of 1919 reminds us of the publicist as well as pluralist scholarship of the inter-war years. Our discipline's supposed centenary should therefore foster a drive towards better communication with global IR's publics and, in this way, ensure that we are better equipped to deal with the so-called post-truth era.

The article deals with the question of whether or under which circumstances it is reasonable to interpret some forms of illegal state action as civil disobedience and whether republican political theory can make a difference to the justification of those actions. It is argued that the theory of freedom as non-domination and the interpretation of the right to participation as the "right of rights" in a legitimate state provide a better justificatory scheme for cases in which developing or emerging countries break international trade laws for the purpose of protecting constitutional rights than Rawls' theory of civil disobedience, because it takes the problem of power asymmetries in international relations and the status of social rights more seriously. However, these republican standards do not offer different practical solutions for a specific type of state disobedience, humanitarian intervention, because transferring the standards of non-domination and the fundamental right to participation to international relations would lead to a "maximalist" interpretation of human rights, which would undermine the function of such interventions as an instrument of last resort against oppressive governments.

Entgegen der verbreiteten Rezeption von Arendts Idee der Fortführung des Gründungsmoments als radikaldemokratisches Konzept zeigt der Beitrag, dass ihre Adaption des römischen Gründungsbegriffs sie zu einem eher konservativen Verfassungsverständnis führt, das die Aufgabe der "Vermehrung" der Gründungsprinzipien primär der Judikative anstelle des Volkes überantwortet. Daher bleibt unklar, welche Legitimitätskriterien aus Arendts Gründungskonzept für eine Theorie der Verfassungsrevision abgeleitet werden können, was auch daran liegt, dass ihre Auseinandersetzung mit Thomas Jeffersons Antworten auf die Frage, wie eine Verfassung für Revisionen durch nachfolgende Generationen offen gehalten werden kann, lückenhaft ist. Es wird argumentiert, dass Jeffersons Idee 'periodischer Amendments', das von Arendt nicht diskutiert wird, wertvolle Impulse für eine republikanische Theorie der Kontinuierung des Gründungsmoments bietet, dass seine Verfassungstheorie jedoch insgesamt nicht geeignet ist, um Arendts Befürchtung, die Autorität des Rechts werde durch die Möglichkeit des Zugriffs des Volkes auf die Verfassung unterminiert, zu zerstreuen.

Um die energie- und klimapolitischen Ziele der Bundesregierung zu erreichen, müssen im Bereich der Raumwärme mittel- und langfristig große Energieeinsparungen erzielt werden. Vor diesem Hintergrund erhebt das DIW Berlin gemeinsam mit der ista Deutschland GmbH jährlich den Wärmemonitor, der auf einem umfangreichen Datenbestand jährlicher Heizenergieabrechnungen von Mehrfamilienhäusern in Deutschland basiert. Wie bereits im Vorjahr ist der Heizenergiebedarf auch im Jahr 2015 zurückgegangen: gegenüber 2014 sank er um gut sechs Prozent. Erneut kam es durch die weiter gesunkenen Energiepreise zu einer Entlastung der privaten Haushalte bei den Heizkosten. Eine Analyse von Energieausweisen zeigt darüber hinaus, dass die Wohnungswirtschaft insgesamt eine wichtige Rolle bei der Umsetzung der Energiewende einnimmt. Große Wohnungsunternehmen tragen bereits heute maßgeblich zur energetischen Sanierung des Gebäudebestands in Deutschland bei. Für den Erfolg der Energiewende ist es aber ebenso wichtig, auch kleine Unternehmen und private Einzeleigentümer verstärkt in die Sanierungsaktivitäten einzubinden und ihre Vorhaben zu unterstützen. Der Sanierungserfolg indiesen Segmenten könnte beispielsweise durch eine Bündelung von Sanierungsvorhaben und Contractingmodelle ermöglicht werden. Der Ansatz des Quartierskonzepts beziehungsweise des Sanierungsmanagements wären an dieser Stelle vorteilhaft. Dies würde auch größeren Wohnungsanbietern zugutekommen, die eine Führungsrolle in solchen Gemeinschaftsprojekten übernehmen und von den Größenvorteilen der Sanierungsprojekte profitieren könnten. ; In order to achieve the government's energy and climate policy goals, major energy savings in space heating are needed in the medium and long term. To this end, DIW Berlin, in partnership with ista Germany GmbH, conducts an annual heat survey based on a comprehensive database of annual heating bills from German apartment buildings. Heating demand fell between 2014 and 2015 by just under six percent. Once again, the drop in energy prices translated into lower heating costs for private households. As well, an analysis of energy certificates shows that housing companies also play an important role in the implementation of the energy transition. Large housing companies are already making significant contributions to the energy rehabilitation of existing buildings in Germany-but of equal importance is a stronger integration of small compa¬nies and individual owners intothe renovation process and more support for their projects. Successful rehabilitation in these segments could be achieved through the use of contracting models and a bundling of renovation projects. Instead of refurbishment incentives on the individual level, an approach that encourages renovation on the neighbourhood level and rehabilitation management would be beneficial at this point. This would also benefit larger housing providers, who could take on lead roles in these joint projects and benefit from the economies of scale of the rehabilitation projects.

This article examines what it means to write a genealogy of the strategy of 'resilience'. The paper notes that scholars writing critically about resilience tend to operate under the influence of Foucauldian method. It begins by asking to what degree genealogy forms the coherent method or set of methods in three Foucauldian analyses of resilience thinking. Identifying some questions for the literature in this context, the paper examines the place of strategies in Foucault's work, and how this relates to the genealogical method. Having suggested that genealogy must not ignore the history of strategies of confrontation, I illustrate my argument by looking at the role of resilience thinking in revolutionary strategy. This paper argues that lack of clarity about genealogy's key methodological principles has meant that reification is a recurrent problem in Foucauldian scholarship in this specific context, and has constrained study of the radical political potentialities of resilience.

Public regulations can result in improved environmental performance of products. In this paper eco-efficiency is used to assess the most likely outcome of potential new regulations. The paper presents a case study of furniture production in Norway where different scenarios for improving the environmental performance of the products are presented. Four regulatory options for imposing environmental improvements are assessed; (1) an introduction of a tax on emissions, (2) an increase of the tax on landfills, (3) an introduction of a tax on raw material consumption, and (4) introduction of take-back legislation. ; This is an open access article distributed under the Creative Commons Attribution License (CC BY) which permits unrestricted use, distribution, and reproduction in any medium, provided the original work is properly cited.
