For many there is little to celebrate after 35 years of military rule. Could this be the year of change, asks a Polish observer who finds much in Rangoon to remind him of Poland's own confrontation with dictatorship

Originally presented as a forum on Ira Katznelson's book, Liberalism's Crooked Circle, dealing with the scope & ambition of democratic politics in Eastern/Central Europe, it is argued that crooked democracy is not a utopian order, but a system of government dedicated to the articulation of particular interests. It survives best not within the ideological fervor of any particular belief system, but in the competition between them. Because it is fragile, democracy requires the rule of law, a respect for basic human rights, & the institutions of civil society. In a Response, Katznelson questions whether such a vision of democracy can succeed without a brand of socialism. Because Michnik has conflated totalitarian & liberal socialism, he is accused of failing to mark a distinctive space for his gray democracy. Katznelson concludes that liberal democracies require ideology if they are to maintain the support of the masses, & if policy debates are to be motivated by more than technocratic jargon. D. M. Ryfe

On 3 June 1992, Poland's interior minister, Antoni Macierewicz, sent lists of politicians and officials suspected of being former security police agents to parliamentary deputies. The list was drawn up on the basis of secret police files, with no other evidence against those named. In the bitter row that followed, President Lech Walesa was accused of being an alleged Communist informer. Within days the government was dismissed
