Examines presidential populist rhetoric & compares its usage in the 19th vs 20th centuries. An analysis of the presidency over time & attention beyond the modern-traditional divide illuminates the relationship between past practice & contemporary governing issues. Populism is considered linked to state-building goals of presidents & their parties, & the goals of various presidents & political parties through history are scrutinized. Due to changes in the relationship between presidents & governing institutions, contemporary presidential populist rhetoric is primarily embraced by Republicans & in a more constrained form than was the case in the 19th century. 5 Tables.
