AbstractThe administrators of the state should be obliged to carry out their duties with a sense of responsibility and do not commit disgraceful acts, without strings attached either for personal, family, crony or group interests and do not expect compensation in any form that is contrary to the provisions of the legislation in force. However, Sri Hartini as the state organizer as the Regent of Klaten did it against the law. For this reason, the purpose of this research is how is the role of Sri Hartini as the Regent of Klaten Related to Corruption in Klaten Regency. This research uses descriptive qualitative research methods and data analysis techniques using the Nvivo 12 Plus software and secondary data sources from the Putusan Mahkamah Agung Nomor 55/PID.SusTPK/2017/PN.SMG. And the result is that Sri Hartini's role as a state organizer as Klaten Regent has a very dominant role in committing criminal acts of corruption, gratuity, bribery, and abuse of authority with the new SOTK changes in the Klaten District Government Environment. This can be proven by the percentage generated from the analysis using Nvivo 12 Plus, namely Gratification with a percentage of 35.27%, Network with a percentage of 45.95%, Bribery with a percentage of 38.08%, and Abuse of authority with a percentage of 37.82%.Keywords: Regents, Corruption, Gratification, Bribery, Abuse of Authority AbstrakPenyelenggara negara seharusnya berkewajiban untuk melaksanakan tugas dengan rasa tanggung jawab dan tidak melakukan perbuatan tercela, tanpa pamrih baik untuk kepentingan pribadi, keluarga, kroni maupun kelompok dan tidak megharapkan imbalan dalam bentuk apapun yang bertentangan dengan ketentuan peraturan perundang-undangan yang berlaku. Namun, Bupati Klaten sebagai penyelenggara negara melakukan yang bertentangan dengan hukum. Untuk itu tujuan dari penelitian ini adalah bagaimana peran Bupati Klaten terkait tindak Pidana Korupsi di daerahnya. Penelitian ini menggunakan metode penelitian deskriptif kualititatif dan teknik analisis data menggunakan Software Nvivo 12 Plus serta sumber data sekunder dari Putusan Mahkamah Agung dengan Nomor 55/PID.SusTPK/2017/PN.SMG. Hasil penelitian menyatakan bahwa Bupati Klaten sebagai penyelenggara negara memiliki peran yang sangat dominan dalam melakukan tindak pidana korupsi, gratifikasi, suap, dan menyalahgunaan wewenang dengan adanya perubahan SOTK yang baru di Lingkungan Pemerintah Kabupaten Klaten. Hal itu dapat dibuktikan dengan adanya presentase yang dihasilkan dari analisis menggunakan Nvivo 12 Plus, yakni Gratifikasi dengan presentase 35.27%, Jejaring dengan presentase 45.95%, Suap dengan presentase 38.08%, dan Penyalahgunaan wewenang dengan presentase 37.82%.Kata Kunci: Bupati, Korupsi, Gratifikasi, Suap, Penyalahgunaan Wewenang. АннотацияГосударственные служащие должны выполнять свои обязанности ответственно и не совершать противоправных актов, без скрытых мотив в личных, семейных, дружеских или групповых интересах и не ожидать какой-либо компенсации, противоречащей постановлениям положений действующих законов. Однако регент Klaten как государственный служащий нарушил этот закон. По этой причине целью данного исследования является определение роли Регента Klaten по отношению к коррупции в его районе. В этом исследовании используются описательные качественные методы исследования и методы анализа данных с использованием программного обеспечения NVivo 12 Plus, а также вторичные источники данных из Постановления Верховного Суда № 55/PID.SusTPK/2017/PN.SMG. Результаты исследования показали, что Регент Klaten как государственный служащий играл очень доминирующую роль в совершении коррупционного преступления, денежного предоставления, взяточничества и злоупотребления властью с новыми изменениями SOTK в Правительстве Регентства Klaten. Это может быть доказано процентом, полученным в результате анализа с использованием Nvivo 12 Plus, а именно: денежное предоставление - 35,27%, использование личных связей и знакомств - 45,95%, взяточничество - 38,08% и злоупотребление властью - 37,82%.Ключевые слова: Регент, коррупция, денежное предоставление, взятка, злоупотребление властью.

The purpose of this essay is to provide a conceptual mapping of human resource management (HRM) functions in line with governance. The objectives of the review are to trace, determine and draw fresh insights from the literature on human resource management, particularly on the influence of Information Technology (IT), citizen governance, and advocacy-oriented human resources. This paper employs a literature review to draw new perspectives on HRM functions. It focuses on a thematic review of human resource components such as Information and Communication Technologies (ICT), governance models related to citizens-led and people-centered human resource management, and advocacy to return the "human" to HRM. This essay seeks to contribute to human resource literature through a conceptual mapping of HRM functions tracing the development of human resource functions with the following three components: Information technology (IT) in the process of upgrading HRM, accountability through citizen governance as an outcome of data-driven and efficient sharing of information from the human resource institutions, and advocacy-oriented human resources management by focusing on the human capital as a partner towards socio-economic and political development in the governance era of new public management. ; Šio straipsnio tikslas - pateikti konceptualų žmogiškųjų išteklių vadybos (HRM) funkcijų atvaizdavimą valdymo kontekste. Atliktos apžvalgos tikslai yra atsekti, nustatyti ir pateikti naujausios mokslinės literatūros apie žmogiškųjų išteklių vadybą įžvalgas, ypač apie informacinių technologijų, piliečių valdymo ir orientavimo į paramą žmogiškiesiems ištekliams įtaką. Šiame darbe pateikiama literatūros apžvalga siekiama atskleisti naujas žmogiškųjų išteklių vadybos funkcijų perspektyvas. Straipsnyje pagrindinis dėmesys skiriamas tokiems žmogiškųjų išteklių komponentams, kaip informacinės ir ryšių technologijos, pilietiškas ir į žmones orientuotas žmogiškųjų išteklių valdymo modelis, "žmogiškojo faktoriaus" grąžinimo į žmogiškųjų išteklių vadybą propagavimas. Šia publikacija siekiama prisidėti prie tyrimų žmogiškųjų išteklių srityje, konceptualiai apibūdinant žmogiškųjų išteklių funkcijas, siejant jų plėtrą su šiais komponentais: informacinės technologijos (IT) žmogiškųjų išteklių modernizavimo procese, atskaitomybė piliečių valdyme, kaip veiksmingo, duomenimis grįsto žmogiškųjų išteklių institucijų keitimosi informacija rezultatas ir į paramą orientuotų žmogiškųjų išteklių, sutelktų į žmogiškąjį kapitalą, kaip į socio-ekonominės ir politinės plėtros partnerį, veikiantį naujosios viešosios vadybos viešojo valdymo eroje.

PurposeThis study aims to examine the association of technology acceptance variables with the intention of adopting e-government transformation, as defined by four dimensions, namely, using new technology systems, redesigning of governmental processes, restructuring of governmental organization and changing the organizational culture and behavior, from the perspective of city government employees in Indonesia and the Philippines.Design/methodology/approachQuantitative approach was used in the conduct of this research. Variables were operationalized into indicators, which were transmuted into a self-reported survey questionnaire. Survey data obtained from purposively sampled city government employees were analyzed using structural equation modeling.FindingsFindings suggest that attitude is a pivotal predictor of intention to adopt e-government transformation across all four dimensions, while performance expectancy, social influence and facilitating conditions also positively influence the intention to adopt process redesign, organizational structuring and cultural and behavioral change in the city government. Respondents' length of work experience appears as a significant moderating variable.Research limitations/implicationsThis study reports only on the findings from two cities in two countries, Surabaya in Indonesia and Davao in the Philippines. The determination of the sample size was done through purposive sampling, so the application of results should be done with prudence. The constructs used for the research model were chosen because of their prominence in the literature. This study made use of a simple linear regression model in hypothesizing the relationships of the constructs.Practical implicationsFor e-government transformation to be adoptable and efficacious, supporting and facilitating conditions are necessary. Structural, technical and financial support, as well as legal framework, for local e-government transformation should be in place. Maintaining and sustaining the positive attitude toward it should be done.Originality/valueAlthough many studies have been conducted on adoption of ICT-enabled government services from the citizens' viewpoint, little has been done from the local government employees' perspective, and no prior cross-country study has been made. This study fills those gaps in the e-government adoption literature. Further, this study has shown that technology acceptance variables' roles as predictors of behavioral intention can be extended to other dimensions of e-government.

Purpose
This paper aims to check the E-Government Development Index (EGDI) of South Asian countries and then highlight the main challenges they are facing right now, which are causing South Asian countries to do good in the e-government sector.


Design/methodology/approach
The authors will be getting the EGDI data for South Asian countries through the United Nations website, and to visualize it for understanding, the authors will be taking the help of an Online Business intelligence tool. After successfully fetching data and presenting it in a proper format, the authors will be doing an analysis of the South Asian country's EGDI score overall and also will check on individual indicator levels of EGDI.


Findings
Finally, the authors will be sharing the common improvement points which South Asian countries' governments need to focus on to make their EGDI score better and get included in the list of top E-Government. With its help, countries will progress and get hand-in-hand with the world by providing the best governance practices to their citizens.


Originality/value
It is important to understand for South Asian countries that the e-government initiative is not just about transforming governance or providing quality services to citizens but also it is about being in sync with the world and competing with other countries in the development progress. So, they have to follow the e-government trends to get their country aligned with the world and attain progress country in a faster speed.

Advances in information and communication technology, in the provision of public services, have affected all aspects of electronic governance. This widespread use has resulted in vast amounts of data, which governments and other entities can collect and analyse to measure, assess and improve service interoperability. Interoperability is the ability of software to collaborate. Currently, studies on the interoperability of e-government applications are the focus of research by previous researchers to develop information and communication technology to realize the smooth exchange of information in all elements of government. This study aims to determine the development of research on interoperability in e-government by conducting an in-depth analysis of research trends and dominant themes in e-government interoperability. This research is a systematic review using VosViewer and Nvivo Qualitative Software Analysis, and both are used to uncover trending issues and research themes on e-government interoperability. This research data was obtained through the Scopus database using a search strategy to find relevant documents. The results show that research trends related to e-government interoperability issues have declined recently. In addition, this study also presents the highest citations, funding sponsors, and research connectivity between countries. Furthermore, this study also produces six dominant themes related to e-government interoperability, namely Interoperability, E-government, Systems, Technology, Data, and Services. Some of the findings produced in this study are expected to provide a comprehensive picture of research trends in e-government interoperability for researchers in the future.

This paper tries to analyze utilizes qualitative document content analysis as a means of understanding rent-seeking practices in fiscal policymaking processes. This study revealed that rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City, Indonesia, involved the practices of bribery, corruption, collusion, lobbying, negotiation, and transactional politics between regional leaders, bureaucrats, private actors, and political brokers. Rent-seeking practices trought the informal policymaking have strong positive correlation to corruption. It shows that corruption resulted from rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City. Transactional politics, negotiations, bribery, collusive relations, and lobbying were also involved in rent-seeking, ultimately resulting in corruption.Therefore, the new thesis of this research is that transactional relations, negotiation, collusion, bribery, and political lobbies between regional heads, bureaucracy, parliamentary politicians, brokers, and businessmen trigger corruption in the formulation of regional budget policies. This thesis confirms that the practices of rent-seeking take place through informal budget policy formulation are, namely transactional relations, negotiation, collusion, bribery, and political lobbies that result in acts of corruption in budget policies.

The new autonomous regions have been seen as a burden because many have not developed into areas that can build inclusive societies. The upstream area of the Mahakam River in 2013 bring forth a new autonomous region called the Mahakam Ulu Districts, and the study aims to describe development planning in the region. This research adopts a descriptive qualitative approach using secondary data. The research results show that the newly autonomous region of Mahakam Ulu Districts is a breath of fresh air for the people of the ideals of equitable development in their regions. Development planning has also upheld the SDGs' goals; this can be seen from the programs that have been carried out, aiming to bring the Mahakam Ulu District prosperity and justice. The transformation of the values contained in the pillars of the SDGs has also felt to be present in the annual priority programs that have been carried out by Mahakam Ulu Districts, including in terms of social development, environmental development, economic development, and legal and governance development which continue to be pursued by all parties upstream of the Mahakam River, Mahakam Ulu Districts.

The rise of corruption cases in Indonesia at this time every year is always increasing, this causes the community to feel uneasy with corruptors who are still rampant everywhere. The percentage and network of corruption Edy of the supreme court judge's Decision no.23 /Pid.Sus-TPK/2019/Pn Mks is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Edy corruption case in the supreme court's decision no.23/Pid.Sus-TPK/ 2019/Pn Mks. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the supreme court decision no.23/Pid.Sus-TPK/2019/Pn Mks and previous research relating to the corruption of edy. the results of this discussion the conclusions that the author can take from the presentation of the analysis above are based on the decision of the supreme court no.23 / Pid.Sus-TPK/2019/Pn Mks analyzed with nvivo12 Plus in general from the four processes above can be seen corporate 44%, Government 52%.

This paper explores corruption patterns and networks in Malang City, Malang Regency, and Batu City, Indonesia. It applies a qualitative approach to analyze secondary data regarding corruption from the Supreme Court of Indonesia, as well as data from five popular and trusted media sources. Nvivo 12 Plus was used to analyze data. The Ncapture feature was used to explore case directories and online media websites. Crosstab analysis was then used to analyze and tabulate the nodes, while group analysis was used to map corruption patterns and networks. This study finds that budget corruption in Malang City, Malang Regency, and Batu City has occurred in the planning and execution of budget policy through abuse of power, bribery, negotiations, project fees, and fundraising activities. Corruption in these three regions has involved elite groups: regional leaders, bureaucrats, entrepreneurs, and political communities. Duomenims analizuoti buvo naudojamas "Nvivo 12 Plus" bei "Ncapture" funkcija, kurios pagalba buvo tiriami bylų katalogai ir internetinės žiniasklaidos svetainės. Kryžminės lentelės analizė buvo naudojama mazgų analizei ir lentelių sudarymui, o grupinė analizė buvo naudojama korupcijos modeliams ir tinklams apibūdinti. Šiuo tyrimu nustatyta, kad biudžeto korupcija Malango mieste, Malango provincijoje ir Batu mieste įvyko planuojant ir vykdant biudžeto politiką, piktnaudžiaujant valdžia, kyšininkaujant, derybomis, per projekto mokesčių ir lėšų rinkimo veiklą. Korupcija šiuose trijuose regionuose apėmė elito grupes: regionų lyderius, biurokratus, verslininkus ir politines bendruomenes. Tolesniuose tyrimuose turėtų būti taikomi mišrūs metodai ir politinio tinklo požiūris.

This article analyses the polarisation of Islamic groupings in Indonesia which have taken place since 2017. It reviews the situation from the 2017 gubernatorial elections in Jakarta and the incident of the Ahok Video, during which the various Islamic factions were united, up to the 2019 elections, during which they polarised around the different presidential candidates and were unable to present a united front. This article analyses the division of Islamic groupings in Indonesia into traditionalist, fundamentalist and modernist, and looks at the interactions within them and between them on social media towards the 2019 campaign to better understand their positioning. This paper aims to explain the forms of Muslim immigrant strategies in Papua in the era of special autonomy. After the implementation of special autonomy in Papua, migrants feel the increasing tension or competition in the economic and political fields. Data obtained through the method of observation, interviews, and literature studies. Observations focused on the economic practices of Muslim migrants in places such as the market in Jayapura, Papua. Interviews were conducted with a number of parties, both Muslim migrants and local Papuans, to obtain information on many things including their response to the presence of Muslim migrants. In addition, data was also obtained through the documentation of literature related to the topic of this paper. The data obtained were then analyzed through the steps of qualitative analysis, namely data reduction, data presentation, drawing conclusions/verification. This paper confirms that Muslim migrants made various efforts to deal with various obstacles in the era of Special Autonomy in Papua in three ways. First, Muslim migrants strengthen the economy, especially the informal sector. Secondly, the political sector is not the main objective of the existence of Muslim migrants. Third, Muslim migrants are not exclusive, especially in establishing communication with indigenous people.

Greenhouse gases are gases trapped in the earth's atmosphere that cause the earth's surface temperature to become hot, when during the day the sun emits rays that can penetrate into the earth's atmosphere and warm the earth while at night the earth's surface becomes cold and can release the earth's heat back into the air, with the presence of these gases so that they can reflect the earth's heat back to the earth again because that is called greenhouse gases. Greenhouse gases that occur due to excessive human activity resulting in the release of a number of greenhouse gases into the earth's atmosphere. Greenhouse gases are caused by excessive human activity that results in the release of a number of greenhouse gases into the earth's atmosphere. Greenhouse gases increased in 2020 due to factors such as the burning of coal, oil and natural gas produced from Indonesia's industrial energy sector. Then there was a decrease in gas emissions, due to Covid-19 in the use of fuel in the transportation sector, but in 2021 until now there has been an increase caused by the energy sector and industrial activities. Based on this, this analysis focuses on government efforts to reduce greenhouse gases. In this analysis, using bibliometric analysis as a method used to analyse how trends and developments regarding research on greenhouse gases. The results of this analysis refer the government's real steps by using renewable energy such as solar energy and geothermal energy to reduce the effects of greenhouse gases.
