In dem Aufsatz wird davon ausgegangen, daß die britische Erfahrung mit Regierungswechseln im internationalen Vergleich interessant ist, weil die Umstände, die einen erheblichen Parteieffekt erzeugen, in Großbritannien besonders stark vorhanden sind. Die politischen Parteien sind ideologisch polarisiert, was die These nahelegt, daß ein Regierungswechsel einen Einfluß auf politische, ökonomische, soziale und kulturelle Verhältnisse ausübt. Untersucht werden die Folgen des Regierungswechsels auf die Regierungspolitik. In der Analyse wird nachgewiesen, daß die Radikalität und Wirksamkeit der Regierung Thatcher in der Regel übertrieben wird, daß sich auch in den achtziger Jahren die "Kontinuität im Wandel" betonende These vom dynamischen Konsens der Weitergabe von Innovationen und der Wahrung des "Erbes" aufrechthalten läßt. Als Beleg werden die Regierungsmaßnahmen in Beziehung gesetzt zu Themen und Trends der Regierungspolitik in den siebziger Jahren unter der Labour-Regierung. Außerdem wird darauf hingewiesen, daß eine neue Labour-Regierung keineswegs alle Maßnahmen der Thatcher-Regierung rückgängig machen würde. Die Analyse kommt zu dem Ergebnis, daß die Prägung einer Regierungspartei zweifellos einen Effekt auf den Charakter der Regierungspolitik ausübt, daß dieser aber oft überschätzt wird. (ICA)

The internationalization of political science makes it especially difficult to identify a distinctive British approach to comparative politics. While there is certainly evidence of a distaste for cross-national comparison in Britain, this is no more marked than in other countries. In fact, on the evidence of a survey of major journals, Britons make relatively heavy use of the comparative method. British comparative research is less likely to use statistical indicators and methods than that found in other countries. Apart from this, the distinctions between comparative politics here and elsewhere are more matters of style and less matters of substance.
