The economic imbalances that characterize the world economy have unequally distributed costs and benefits. This raises the question how countries could run long-term external surpluses and deficits without significant opposition against the policies that generate them. We show that economic ideas, and their emphasis in the public discourse , help to secure mass political support for these policies and the resulting economic outcomes. First, a content analysis of 32,000 newspaper articles finds that the dominant interpretations of economic outcomes in Australia and Germany concur with very distinct perspectives: external surpluses are seen as evidence of competitiveness in Germany, while external deficits are interpreted as evidence of attractiveness for investments in Australia. Second, survey experiments in both countries suggest that exposure to these diverging interpretations has a causal effect on citizens' support for their country's economic strategy. Economic ideas, thus, are crucial to provide the societal foundation of national growth strategies.
The field of biodiversity informatics has developed rapidly in recent years with broad availability of large-scale information resources. However, online biodiversity information are biased (Boakes et al. 2010, Stropp et al. 2016) as a result of the relatively slow capture and digitization of existing data resources. The West African Plants (WAP) initiative approach to data capture is a prototype of a novel solution to the challenge of the traditional model, in which the institutional "owner" of the specimens is responsible for digital capture of associated data. The WAP Initiative is a consortium of West African researchers in botany, in coordination with six institutions across Europe and North America; its goal is to digitize and mobilize available, high-quality, primary biodiversity occurrence data resources for West African plant diversity (http://jrsbiodiversity.org/grants/university-of-ghana-herbaria/). Here, we developed customized workflows for data capture in formats directly and permanently useful to the "owner" herbarium, and digitized significant new biodiversity records adding to the information available for the plants of the region. Data records were captured strictly in accordance with DarwinCore standards, achieved either by (a) capturing data records from existing images (e.g., images supplied by Naturalis Bodiversity Centre), or (b) capturing data from images taken quickly and efficiently by project personnel in West African Herbaria. Digitization of images and data began in 2015 in West African partner institutions, and by middle of 2018 resulted in 190,953 records of species in 1965 genera and 331 families from 16 West African countries (Fig. 1). Our approach is cost-effective, allows development of information resources even for regions in which political situations make it impossible, and it provides a historical context against which to compare newer data as the latter become available (Peterson et al. 2016). Further measures of success of the initiative will center on whether the institutions "owning" the specimens follow through and put the new data records online. Already, several project institutions have put initial project data online as part of their GBIF data contributions, but—of course—success would consist of all project-generated data being completely available online. Note that this model is the reverse of the traditional model, in which the institutions holding the specimens create the information resources that are used by the rest of the world. This new paradigm in specimen digitization has considerable promise to accelerate and improve the process of generating biodiversity information, and can be replicated and applied in many biodiversity-rich, information-poor regions to remedy the oft-cited massive gaps in information availability.

It would be preferable to consider impact in relation to general arguments about strengthening societal culture by generating greater respect for knowledge and clarifying its relationship with society; and by knowledge based arguments in that a specific evaluation of impact would allow us to know more about the nature of the research-practice interface.
Pedagogies about and for civic engagement are not clearly defined. We consider how these understandings have been constructed and how these pedagogical developments reveal a gradual yet fundamental shift from more transmission-oriented learning intentions and practices to more transformative orientations. We examine how particular broad and interrelated pedagogical considerations and experiences appear to enhance civic engagement learning (e.g. a focus on real-life and relevant political questions and issues, classroom to community, local to global). We review experiences that allow for the practice of different forms of civic engagement; varied ways of knowing and active involvement in the process of constructing knowledge in relation to these political questions and issues rather than simply receiving information passively; and building capacities for decision-making, public issue investigation, ethical thinking, peace-building and conflict management. We recognize that these matters are approached differently in the literature and in classrooms, schools and communities with varying degrees of emphasis and levels of sophistication. We contend that these contrasting approaches and practices reflect differing cultural and historical traditions and contexts, pressures being experienced locally and globally, and the guidance of educational policies and study programmes. The enactment of these developing understandings of civic engagement pedagogy is nominal and uneven in classrooms, schools and community sites within and across countries. Most forms of civic engagement pedagogy for youth tend to occur randomly in their communities, while school-based programmes are limited and most often involved in forms of civic action that are perceived as safe and minimal. We highlight – in the form of questions – some of the persisting challenges that face educators in developing appropriate pedagogies for civic engagement. This work originated from a three-year (2016–19), six-country project, 'Youth Activism, Engagement and the Development of New Civic Learning Spaces', undertaken by an international network of researchers (based in Australia, Canada, England, Hungary, Lebanon and Singapore) and funded by a Leverhulme Network Grant. We explore key ideas and issues about the ways in which young people participate in society and discuss what implications there are for education.

A level playing field is key for global participation in science and scholarship, particularly with regard to how scientific publications are financed and subsequently accessed. However, there are potential pitfalls of the so-called "Gold" open-access (OA) route, in which author-paid publication charges cover the costs of production and publication. Gold OA plans in which author charges are required may not solve the access problem, but rather may shift the access barrier from reader to writer. Under such plans, everyone may be free to read papers, but it may still be prohibitively expensive to publish them. In a scholarly community that is increasingly global, spread over more and more regions and countries of the world, these publication access barriers may be quite significant. In the present paper, a global suite of colleagues in academe joins this debate. The group of colleagues, a network of researchers active in scholarly publishing, spans four continents and multiple disciplines in the natural sciences, humanities, and social sciences, as well as diverse political and economic situations. We believe that this global sampling of researchers can provide the nuance and perspective necessary to grasp this complex problem. The group was assembled without an attempt to achieve global coverage through random sampling. This contribution differs from other approaches to the open-access problem in several fundamental ways. (A) It is scholar-driven, and thus can represent the 'other side of the coin' of scholarly communication. (B) It focuses on narrative report, where scholars were free to orient their responses as they saw fit, rather than being confined to binary or scalar choices. Finally, and perhaps most importantly, (C) it distinguishes among institutions and countries and situations, highlighting inequalities of access among wealthy and economically-challenged nations, and also within countries depending on the size and location of particular institutions.
