Die Analysen des Sammelbandes "Das Europa der Europäer" basieren im Gegensatz zu den meisten anderen Untersuchungen zu den Grundeinstellungen europäischer Bürger auf qualitativen Untersuchungsmethoden. Der Beitrag erläutert die methodischen Grundlagen. Zunächst werden die Forschungsfragen und -hypothesen vorgestellt, die die Analysen geleitet haben. Um herauszufinden, was die europäischen Bürger über Europa denken, wurden vertiefte leitfadengestützte Interviews durchgeführt, deren Ziele, Organisation und Durchführung näher erläutert werden. Weiter geht der Beitrag auf die Auswahl der Befragten und deren Beziehung zu den Interviewpartnern ein und fragt nach der Repräsentativität und Gültigkeit der Ergebnisse. Außerdem werden in dem Beitrag Probleme von Meinungsforschung aufgeworfen, so z. B. die Frage: Wurde die Grundeinstellung beobachtet oder ein Artefakt erzeugt? (ICB2)

Die Analysen des Sammelbandes "Das Europa der Europäer" basieren im Gegensatz zu den meisten anderen Untersuchungen zu den Grundeinstellungen europäischer Bürger auf qualitativen Untersuchungsmethoden. Mit Hilfe leitfadengestützter Interviews wurde die Einstellung der Bürger zu Europa erhoben. Die Analyse der Grundeinstellungen und Meinungen lässt sich schematisch in zwei Ansätze einteilen: solche, die eher soziologische Variablen zur Erklärung benutzen und Ansätze, für die der nationale Kontext wichtig ist. Der vorliegende Beitrag betrachtet den nationalen Kontext nicht als etwas, dass außerhalb von Individuen liegt und sich einheitlich auswirkt, sondern interessiert sich dafür, wie unterschiedliche soziale Gruppen sich die Vergangenheit aneignen. Es geht darum, zu analysieren, ob und wie Kollektiverfahrungen wie Krieg, Kommunismus und die Transformation in Osteuropa auf die Meinungsbildung über Europa Einfluss nehmen. Die Analyse erfolgt anhand eines Vergleichs zwischen Polen und Deutschland. (ICB2)

Mit Hilfe leitfadengestützter Interviews wurde die Einstellung der Bürger zu Europa erhoben. Aus dem vorliegenden Interviewmaterial wurden Idealtypen gebildet, die sich methodisch an Max Weber orientieren, auch wenn sie aus empirischer Beobachtung entstanden sind. Der vorliegende Beitrag überträgt das Konzept des Idealtypus, das auf Befragungen in Frankreich basierte, auf die deutschen Verhältnisse. Bei der Einstellung der deutschen Bürger zur EU finden sich alle Typen wieder, die auch in Frankreich beschrieben wurden. Die Autoren widmen sich den deutschen Besonderheiten und betrachten dafür insbesondere die Argumente deutscher Bürger. (ICB2)

International audience ; In this contribution we analyse, on the one hand, how historical references and nationally defined cognitive frames are mobilised in discourses on Europe in various national contexts, and on the other hand, how the mobilisation of these references varies from one social group to another. More precisely, we examine how collective experiences such as war, communism, democratic and economic transitions – or cognitive categories that are more or less specific to a national context – are reproduced, understood and integrated (or not) in opinions on Europe.

The article seeks to understand the contemporary uses of the concept of civil society in labor market reforms in Germany. By first studying the three dominant readings of the constitution of collectives during the 19th century (civil, civic & social), the article aims to specify the semantics & categories available to describe & order a political society. In the second part, the article examines the expansion of "organized modernity" & the demise of civil society semantics under the Kaiserreich as a path to understanding the contemporary erosion of these century-old institutions. This historical excursion sheds new light on the reasons for the ability of civil society to subvert existing collective categories but questions the ability of new institutions & arrangements based on civil society grammar to provide stable & viable alternatives to the institutions of organized modernity. This paper seeks to explore the problems and potentialities of asymmetrical historical comparison by examining visits by heads of State to the provinces in Germany and France at the eve of WW I. This act of political legitimation and representation is analysed through the lenses of the practical organization of the event understood as an administrative routine, thereby bringing into question many of the categories routinely mobilized to describe and to oppose two models of national integration.

Our paper seeks to understand the current success of "civil society" semantics by first studying the historical conditions of its demise in the late 19th and 20th century. By studying the successive reordering of the social to the political and economic spheres in the fields of employment and housing policy, the paper seeks to engage a critical appraisal of the current uses of "civil society" placing the accent on the potentialities of this procedural reordering of the individual to the collective, but identifying limits, and in particular the risk of ignoring the reality of an uneven distribution of power and resources.

Les bureaucraties d'État des pays de l'ancien bloc soviétique sont généralement données comme les exemples paroxystiques de la lourdeur et de l'intensité du contrôle réglementaire plus généralement prêtées à toute organisation bureaucratique. Plus encore, le poids oppressant de cette bureaucratie est généralement donné comme une caractéristique du mode de domination des régimes politiques du " bloc soviétique ". Les travaux empiriques présentés dans ce dossier invitent à une vision plus complexe, abandonnant la représentation d'une bureaucratie monolithique à l'organisation implacable, pour montrer qu'ici comme ailleurs le fonctionnement bureaucratique intègre et implique toujours des concurrences internes et des marges de jeu. Ce faisant, ils souhaitent apporter une double contribution : une première, d'ordre général, à la sociologie du fonctionnement des organisations bureaucratiques ; une seconde, propre aux systèmes étudiés, à la connaissance des modes de domination politique caractéristiques des régimes communistes d'Europe de l'Est.
