Politically-driven corruption is a pervasive challenge for development, but evidence of its welfare effects is scarce. Using data from a major rural road construction programme in India we document political influence in a setting where politicians have no official role in contracting decisions. Exploiting close elections to identify the causal effect of coming to power, we show that the share of contractors whose name matches that of the winningpolitician increases by 63% (from 4% to 6.4%). Regression discontinuity estimates at the road level show that political interference raises costs, lowers quality, and increases the likelihood that roads go missing.

A long-standing research tradition on political culture argues that greater support for core liberal values leads to a rejection of destructive political activities and reduced support for violent politics. In this vein, many contemporary analysts of security policy contend that a lack of democratic values in the Middle East promotes the development of violent political organizations. Unfortunately, there have been few direct tests of the hypothesis that an individual's rejection of democratic values correlates with support for militant groups. We conduct such a test in Pakistan using an original 6,000-person provincially representative survey. We find that strong supporters of democratic values are actually more supportive of militant groups and that this relationship is strongest among those who believe that Muslim rights and sovereignty are being violated in Kashmir. This is consistent with the context of Pakistani politics, where many militant groups use the principle of azadi (i.e., freedom and self-determination) to justify their actions. These results challenge the conventional wisdom about the roots of militancy and underscore the importance of understanding how local context mediates the influence of civic culture on political stability and violence. AbstractWhy do modern states allow parts of their territory to be governed by non‐state actors? We study this question using the Frontier Crimes Regulation (FCR) in Pakistan, a British Colonial law abrogated only in 2018, which left governance to pre‐colonial tribal councils in large parts of modern day Pakistan. In areas where the FCR did not apply, the British and then Pakistani state built modern political and bureaucratic institutions. Using primary legal documents, we build a dataset of when and where the FCR applied between 1901 and 2012. The territorial extent of the formal state is both cleanly demarcated by this law and varies substantially over time, permitting an empirical examination of the determinants of state control. The data reveal that the Green Revolution's potential to transform agriculture played a major role in extending the formal state. The law was repealed first from areas where agricultural productivity benefited the most from the Green Revolution. This is consistent with a model in which technological changes that shift the returns to control influence where states choose to govern.
We study how easy it is to distinguish influence operations from organic social media activity by assessing the performance of a platform-agnostic machine learning approach. Our method uses public activity to detect content that is part of coordinated influence operations based on human-interpretable features derived solely from content. We test this method on publicly available Twitter data on Chinese, Russian, and Venezuelan troll activity targeting the United States, as well as the Reddit dataset of Russian influence efforts. To assess how well content-based features distinguish these influence operations from random samples of general and political American users, we train and test classifiers on a monthly basis for each campaign across five prediction tasks. Content-based features perform well across period, country, platform, and prediction task. Industrialized production of influence campaign content leaves a distinctive signal in user-generated content that allows tracking of campaigns from month to month and across different accounts.

Exploiting spatial variation in the Green Revolution's impact in the 1960s, we show that governance was preferentially extended to places where the state stood to benefit the most in terms of land revenue. Our results show that technological changes which shift the returns to control influence where states choose to govern.
