U.S. interest in secure access through the Pacific region (i.e. Australia, New Zealand and the Pacific island countries) has become seriously complicated by recent developments in the region that pose difficult policy choices for the USA. After reviewing the evolution of U.S. interest in secure access through Oceania to allies and major trading partners throughout the Asia-Pacific basin, the paper notes recent developments of issues in U.S. relations with countries in the region that have complicated this U.S. interest. Recent improvements in Sino-Soviet relations are reviewed, continuing strong differences between the two powers are assessed and likely prospects examined. In assessing the implications of changes in Sino-Soviet relations for U.S. interests, the author traces why recent official U.S. policy has been generally sanguine in the face of a steady trend of improved Sino-Soviet relations in recent years.
