Governments around the world restricted movement of people, using social distancing and lockdowns, to help stem the global coronavirus (COVID-19) pandemic. We examine crime effects for one UK police force area in comparison to 5-year averages. There is variation in the onset of change by crime type, some declining from the WHO 'global pandemic' announcement of 11 March, others later. By 1 week after the 23 March lockdown, all recorded crime had declined 41%, with variation: shoplifting (− 62%), theft (− 52%), domestic abuse (− 45%), theft from vehicle (− 43%), assault (− 36%), burglary dwelling (− 25%) and burglary non-dwelling (− 25%). We use Google Covid-19 Community Mobility Reports to calculate the mobility elasticity of crime for four crime types, finding shoplifting and other theft inelastic but responsive to reduced retail sector mobility (MEC = 0.84, 0.71 respectively), burglary dwelling elastic to increases in residential area mobility (− 1), with assault inelastic but responsive to reduced workplace mobility (0.56). We theorise that crime rate changes were primarily caused by those in mobility, suggesting a mobility theory of crime change in the pandemic. We identify implications for crime theory, policy and future research.

A key part of the evidence base for practitioners and policymakers includes the costs of interventions and the returns yielded from incurring those costs. However, to date crime reduction work economic analyses have been uncommon and even when undertaken have been partial, technically weak and insufficiently informed by economic theory. This book explains what economic analysis is, why it is important, and forms it can take. Costs are important in all forms of economic analysis although their collection tends to be partial and inadequate in capturing key information. A practical guide to the collection is therefore also provided. The book will be of great interest to students in economics and advanced students in policing and crime reduction as well as to analysts and decision makers in policing and crime reduction.

AbstractKnife crime remains a major concern in England and Wales. Problem-oriented and public health approaches to tackling knife crime have been widely advocated, but little is known about how these approaches are understood and implemented by police practitioners. To address this knowledge gap, this article draws on semi-structured interviews and focus groups with 44 police personnel to consider the processes and challenges of applying problem-oriented and public health approaches to knife crime. Findings show that knife crime was seen as a complex social problem which would not be solved by 'silver bullets'; prevention was prioritised and the limitations of enforcement were widely acknowledged; there was an emphasis on understanding and responding to vulnerability and risk; discussion of 'holistic' and 'whole systems' approaches was evident (but these concepts were rarely defined); and the problem of serious violence was viewed as a shared, multi-agency issue that the police could not tackle alone. Various challenges were also evident, most notably around analysis of the drivers and patterns of knife crime and the evaluation of knife crime interventions. The article concludes by discussing the implications of the findings for knife crime prevention and the implementation and advancement of problem-oriented and public health approaches to policing.

AbstractThis article analyses and critically reflects on the position of problem-oriented policing within England and Wales. Problem-oriented policing is a framework for improving police effectiveness. Its adoption has consistently been shown to be associated with sizable reductions in a wide range of crimes and public safety issues. However, many studies also find that problem-oriented policing is difficult to embed and sustain within police organisations. This article draws on the experiences and perspectives of 86 informed stakeholders to critically examine the position and practice of problem-oriented policing 40 years after its original formulation by Herman Goldstein in 1979. We argue that despite evidence of renewed interest in problem-oriented policing, the approach is not habitually conducted within police organisations in England and Wales. Where it is conducted, the practice of problem-oriented policing is found to lack discipline, the processes tend not to be faithfully followed, and there are weaknesses at all stages of the process. Implications of the findings for future research and police practice are discussed.
What counts is what works - but how can we actually tell what works? And what can we do with such knowledge to influence policy and practice? As all parts of the public sector embrace 'evidence' as a means of providing more effective and efficient public services, this book provides a timely and novel contribution to such debates.
