Federal advisory committees, a part of government since Washington's presidency, are governed under various statutes, including the Federal Advisory Committee Act (FACA). Since its 1972 passage, FACA's ambiguity and various judicial interpretations have made it difficult for agencies to determine if many government initiatives comply with FACA. The Clinton administration has found this to be a problem while implementing several initiatives, including health care reform and ecosystem management plans. This article briefly examines FACA and its judicial interpretations; its potential application to a leading administration initiative, the Common Sense Initiative; and the problems FACA may pose to other administration efforts.

Since the mid 1970s, many local governments have begun using state‐run local government investment pools for their cash management needs. Some pools operate under statutory limitations on investment instruments known as "legal lists," other pools operate either under a "Prudent Person Rule" standard, while others use a combination of the two. This article examines the potential dangers of an investment pool relying too heavily upon a legal list fiduciary standard, by examining the West Virginia Consolidated Investment Fund, which lost nearly 25 percent of its principal in a financial scandal during the 1980s.

IN OPPOSITION TO THE ORTHODOX PLURALIST THEORY OF INDIRECT PARTICIPATION AT THE GOVERNMENTAL LEVEL, CONTEMPORARY THEORISTS ECHO AN EARLIER, ENGLISH, BRAND OF PLURALISM IN PROPOSING DIRECT PARTICIPATION IN SOCIAL AND ECONOMIC INSTITUTIONS. THE RELATIONSHIP BETWEEN PARTIAL AND GENERAL CONCERNS IS A CENTRAL PROBLEM FOR BOTH THE NEW AND OLD SCHOOLS OF PLURALISM.
This thorough exploration of the major types of family violence details the range of abusive behaviors perpetrated within family systems. Case vignettes effectively illustrate these events, and the victims' experiences and perceptions of the abuse. Chapters delineate: the reasons why various types of abuse continue to occur; how different types of violent behavior may be treated; and suggestions for prevention. In addition, the author provides definitions of terms, summaries, valuable references and additional suggested readings
Often excused by parents as `kids will be kids' behaviour, sibling abuse remains largely unrecognized. Symptoms of such abuse and its devastating effects on victims go undetected, victims do not receive appropriate therapeutic intervention, and transgressors do not come to the attention of the courts.
