Social policy based on assets: The impact of Singapore's central provident fund

Singaporeans' use of the Central Provident Fund (CPF) and views on CPF are presented in this article, which draws on data from a multi-method research project. Macro program data summarize patterns of withdrawals, i.e. use of CPF assets by members. Focus group data illustrate how Singaporeans view CPF and its effects on individuals, families and the society as a whole. Survey date report on members' plans for using the CPF lump sum and impacts of CPF. Overall, CPF is very popular among Singaporeans and its effects are viewed as positive. Some of the greatest impacts are in home ownership, stakeholding and providing a sense of security. (AJPS/DÜI)
