In the present-day Balkans, the conflicting desires for self-determination & for recognition of the legitimate rights of the new states constitute a potential source of regional upheavals. The conflict in the territory of former Yugoslavia has affected the specific attitude profiling of the Balkan states & reconfirmed the necessity of the Balkan security community, which makes it impossible to view national security outside the regional Balkan framework. After WWII, new countries emerged in three waves: the first immediately after the war was a result of the activities of the allied coalition; the second wave was the result of decolonization; & the third, newest wave was the result of the fall of communist federations. The author analyzes the consequences of greater numbers of countries for diplomacy. Bilateral diplomacy & organization of diplomatic services in individual countries have been faced with a series of problems: an increase in employees in ministries of foreign affairs; the need to expand the network of diplomatic missions & selection of countries in which missions are to be set up; & the difficulties of financing diplomacy services & the need for greater specialization & employment of regional experts. In international diplomacy, the work of the UN, its membership, & its security council are all hampered. In his examination of the basic coordinates of Croatian foreign policy, the author points to the need for good neighborly relations -- through the mechanism of the Conference on Security & Cooperation in Europe -- with the countries that were, until recently, parts of the former Yugoslavia as well as with those that became independent long ago. He stresses the need to develop relationships with the great powers, especially with the US, & to develop bilateral relationships with nonaligned countries. One of the aims is to develop good relations with Europe through economic & political links as well as cooperation in matters concerning security. The subregional frameworks of international cooperation in which Croatia participates appear to be insufficient for solving political & security questions. Special consideration ought to be devoted to NATO as a mechanism that could protect the security of Croatia. As a new state, Croatia must demonstrate that, in both its internal development & its international activities, it is ready to fulfill the obligations imposed by its membership in the UN. Nach sowjetischer Ansicht ließe sich am Beispiel einer kernwaffenfreien Zone auf dem Balkan zeigen, wie durch kleine Länder der Abrüstungsprozeß gefördert und durch Bildung mehrerer derartiger Zonen ein größeres Territorium von Atomwaffen freigehalten werden könnte. Die amerikanische Seite sieht darin angesichts der Nähe der sowjetischen Truppen kein geeignetes Mittel, um ein Kräftegleichgewicht herzustellen. Griechenlands Bindungen an die NATO könnten sich verringern und die Türkei in die Isolation geraten. (RY)
