Although scholars have discussed in depth about the evaluation content and the construction of evaluation index system of emergency management and crisis management, a unified and standardized interpretation of system construction concepts and empirical research on the performance evaluation of urban emergency management is still lacking. In view of this, this paper is based on the theory of the crisis life cycle, with the four phases of urban emergency management and the content of the task as a clue, constructed a performance evaluation index system containing 12 primary indicators and 44 secondary indicators, and centered on the emergency management work situation of S city. The study reveals that emergency management underperforms in S city, with a score of 5.948, qualifying as the "defined level". The "prevention and preparedness stage" receives poor evaluation, indicating a significant bias for crisis response instead of prevention. The report suggests the improvement of emergency material stockpile planning, the formation of grassroots emergency response teams, the emergency management publicity, and special emergency drill plans, etc., with a view to providing reference for city managers to comprehensively review and evaluate the emergency management system, and to promote the construction of a more systematic, complete and scientific urban emergency management system.

AbstractRural collective‐owned cooperatives (RCOCs) have received significant attention for rural development, alleviating rural poverty, and achieving common welfare in China. Using the Social‐ecological system (SES) framework as a conceptual and analytical lens, this paper clarifies the determinants and the influence mechanism for the economic performance of RCOCs. A mixed method, PLS‐SEM combined NCA approach is applied to 420 smallholder farmers in rural China. The results reveal that rural collective property‐rights system reform (RCPRSR), leadership, social capital, and collective action positively affect the economic performance of RCOCs. Moreover, leadership and social capital also operate through their mediating effect on collective action amongst collective members. Our results further show that RCPRSR, leadership, and social capital are necessary conditions for the high economic performance of RCOCs.

The background of the big data era makes enterprise tax management face many opportunities and challenges, in order to improve the management of enterprise capital operation risks and promote the enterprise to take the road of sustainable development. This paper firstly indexes risk names with the help of web crawler technology, establishes data sources, and then circulates the crawler to obtain the required information. Secondly, a hashing algorithm is applied to compress the massive data into a unique and extremely compact section of hash values by means of constant mapping. Then association rules are used to determine the set of frequent risk items, and the values of the two are continuously changed to derive the final predictive analysis. Finally, a capital operation risk prediction and analysis platform is built by combining the above processes. In this paper, the effectiveness of the proposed platform is verified, and the practical results show that the accuracy of the proposed platform for risk prediction discovery is as high as 97%, and the time spent for risk discovery is controlled within 30 minutes. The relevant data results verify that big data technology improves the accuracy of enterprise capital operation risk prediction and analysis while accelerating the speed of risk discovery.

AbstractResilience is essential for students to resist adversity, and low academic achievers (LAA) may experience more challenges in resilience development than high academic achievers (HAA). This study aimed to compare resilience between LAA and HAA and to analyse the effects of protective factors in order to inform social work practices. This study analysed 1125 school‐aged subjects derived from a large survey conducted in 23 districts/counties in eight provinces in mainland China. We ran independent sample t‐tests to compare resilience between LAA and HAA, ran linear regression models to analyse the effects of internal and external protective factors on resilience, and tested the mediation effects of the protective factors. This study found that LAA were less resilient and more vulnerable to adversity than HAA. Internal protective factors helped to explain resilience, two main subfactors of which—self‐efficacy and confidence—fully mediated the effects of academic performance and resilience. External protective factors did not significantly impact resilience. We propose service strategies to enhance self‐efficacy and confidence in LAA in order to improve their resilience in social work practices.
