German law and order policies have been described as exceptional compared to other Western industrialized countries in that they seem to have been immune to a general trend toward increased toughness. However, recent studies have cast some doubt on this finding. The present article addresses this divergence and contributes to the literature in two respects. First, drawing on a new dataset on German federal legislation on law and order (1994‐2013), we show that a slight trend toward tougher legislation is visible although talking about a "punitive turn" would be largely exaggerated. Second, we find that the explanation of this pattern is to be found in the peculiarities of the German political system which seems to have constrained any attempts to implement tougher policies: strong institutional veto points have hindered far‐reaching proposals from being adopted and have pushed German law and order policies toward a middle way.Related ArticlesButz,Adam,Michael P.Fix, andJoshua L.Mitchell.2015. In the context of the completion of the common financial market and historically low real interest rates, the recently founded European Insurance and Occupational Pensions Authority (EIOPA) has been assigned the task to develop a regulatory "2nd regime" for private pensions. Issuing a detailed discussion paper, EIOPA invited feedback from stakeholders and received more than 1,300 comments. Based on an analysis of these positions, our paper examines arguments justifying or criticizing the creation of such a single market and on the—sometimes surprising—emergent advocacy coalitions. Unlocking potential economies of scale is attractive to certain large providers; yet it is hindered by member states' widely differing tax rules and raises various distributional questions. Furthermore, we assess EIOPA's own emerging position vis‐à‐vis both the Commission and national regulators, especially its strategic shift toward consumer protection. 2nd regime regulation as one of EIOPA's first and foremost tasks proves formative regarding its institutional role perception and the legitimacy of its activities.

Although the attitudes towards homosexuality have become more liberal, particularly in industrialized Western countries, there is still a great deal of variance in terms of the worldwide levels of homonegativity. Using data from the two most recent waves of the World Values Survey (1999-2004, 2005-2009) this article seeks to explain this variance by means of a multi-level analysis of 79 countries. We include characteristics on the individual level, as age or gender, as well as aggregate variables linked to specificities of the nation-states. In particular, we focus on the religious denomination of a person and her religiosity in order to explain her attitude towards homosexuality. We find clear differences in levels of homonegativity among the followers of the individual religions

"Die Analyse wohlfahrtsstaatlichen Wandels mithilfe von Daten zu standardisierten individualisierten Leistungen ist en vogue. Der Grund liegt in der Hoffnung, viele Schwierigkeiten früherer makroquantitativer Untersuchungen mit den leistungsbezogenen Daten umgehen zu können - insbesondere das Problem, dass sich der Rückbau wohlfahrtsstaatlicher Generosität nicht zwangsläufig in einer Verringerung der Sozialausgaben niederschlägt. Der vorliegende Aufsatz hinterfragt diese Entwicklung und analysiert die zentralen Datengrundlagen für die leistungsbezogene Untersuchung. Wir vergleichen die zwei wichtigsten Datensätze - Scruggs' CWED (1 und 2) sowie Korpi/Palmes SCIP - und leiten aus den Unterschieden sowie den jüngsten Stellungnahmen der Urheber zu diesen Differenzen wichtige Schlüsse für die vergleichende Wohlfahrtsstaatsforschung ab. Der Beitrag steuert wesentliche Erkenntnisse in dreierlei Hinsicht bei: Erstens zeigen unsere Analysen, dass die Unterschiede bei der Behandlung der Besteuerung der Sozialleistungen, der Berücksichtigung der föderalen Strukturen und dem Umgang mit bedürftigkeitsgeprüften Programmen zu Validitätsproblemen führen; zweitens klopfen wir die jüngste Fachdebatte auf die Frage hin ab, inwieweit konzeptionelle Unterschiede zwischen den Datensätzen bestehen, welche die Divergenzen erklären; und drittens beziehen wir die neueste, kürzlich veröffentlichte und korrigierte Version von Scruggs' Datensatz (CWED 2) in die Untersuchung ein und zeigen, dass einige der ursprünglich vorhandenen Fehler tatsächlich behoben werden konnten." "Das politikwissenschaftliche Wissen über Seiteneinsteiger in die Politik ist lückenhaft und speist sich hauptsächlich aus qualitativen Einzelfallstudien oder aus breiter angelegten Analysen von Karriereverläufen, die die Frage des Zugangs von Quereinsteigern in die Politik nur als Seitenaspekt betrachten. Eine systematisch-quantitative Analyse aller Seiteneinsteiger in den Bundestag zwischen 1949 und 2009, die die Besonderheiten dieser Gruppe von Abgeordneten im Vergleich zu den Nicht-Seiteneinsteigern herausarbeitet, schließt die Forschungslücke. Dabei zeigt sich, dass Seiteneinsteiger im Vergleich zu den übrigen Bundestagsabgeordneten höher gebildet (und besonders häufig habilitiert) sind, vor allem in der Nachkriegszeit und in den 1970er Jahren in den Bundestag einzogen sowie häufiger in kleinen Parteien (und hier insbesondere in der PDS/Linkspartei) anzutreffen sind als in den großen Volksparteien CDU, CSU und SPD, wobei die SPD ein besonders ungünstiges Umfeld für Seiteneinsteiger bietet." Most literature on political careers has been pre-occupied with analyzing standard political careers whereas the knowledge on career changers into politics is rather limited. The present contribution addresses this gap by quantitatively examining the peculiarities of non-standard careers in the German Bundestag (1949 to 2009). Comparing the group of career changers to "standard" members of Parliament, the analysis yields some important results: career changers (1) have reached a higher degree of education (and are often professors) than their colleagues, (2) became often members of parliament directly after the foundation of the Federal Republic or during the 1970s and (3) are more frequently members of small parties (and especially the PDS/Left Party) than of the two catch-all-parties CDU and SPD.
