"Since the beginning of the 21st century, a state-led urbanization has evolved into a "city management" in China: a large number of villages were demolished; cultivated land was centralized; and peasants went to live in apartments, which led to the widespread emergence of "village-turned-communities". China and the Soviet Union, first published in 1950, is written by a Chinese former diplomat and university professor, and calls on his many years of experience to provide an even-handed analysis of Sino-Russian relations. This book aims to understand public diplomacy by examining its practice. Implementation is the focal point of this study and is utilized both as a practical process and a methodology. It refers to the process of translating a public diplomacy policy goalthe specific order given to a governmental institution in order to achieve a general foreign policy objectiveinto public diplomacy practices and impact. In addition, it refers to a research method that centers implementation and accepts the prerequisite of discretion from studies of policy implementation.
