The Trusteeship Council held its 30th session comprising its 1203rd–1224th meetings from May 29 to June 26, 1963. At the 1203rd meeting Mr. Barnes (Liberia) was elected President of the Council and Mr. Corner (New Zealand) was elected Vice President.

This issue covers the work of the Security Council from its 569th meeting on December 19, 1951 to its 572nd meeting on January 31, 1952. During December the President of the Council was the representative of Ecuador (Quevedo) and during January, the representative of France (Chauvel). While the India-Pakistan question was being discussed the representative of India was present'at the meetings. In addition to its other work the Council officially terminated the Conventional Armaments Commission in view of the Assembly's sixth session decision to establish a Disarmament Commission.

The fifteenth session of the Trusteeship Council, which had opened at Headquarters on January 25, 1955, ended on March 28, 1955Cameroons under French administration: The Council considered the report of its drafting committee2 on conditions in French-administered Cameroons on February 24 and 25. On the basis ofthe draft report and clarifying amendments, the Council requested the administering authority totransmit a concise statement evaluating the effects of the association of the Cameroons with the French Union on the future political development of the territory. The administering authority was further asked to inform the Council of the results of studies being undertaken concerningthe status of the inhabitants of the territory and to consider the possibility of establishing a Cameroonian citizenship. By a vote of 7 to 1 with 4 abstentions, the Council, noting that thebill providing for the extension of the powers of the Territorial Assembly and the establishment of an Executive Council had not as yet been submitted to the French Parliament for adoption, recommended that steps be taken as soon as possible to realize these goals and, in particular, that the Territorial Assembly be given powers to discuss political questions and to take decisions on all matters internal to the territory. Unanimous approval was given a recommendation expressing the hope that the French National Assembly would put into effect as soon as possible the proposed legislation converting Douala, Yaoundé and N'Kongsamba into communes de plein 1 For information on the early part of the fifteenth session, exercice. Continued development of elected municipal institutions throughout the territory was also recommended. A recommendation by the drafting committee on the question of the reorganization of the traditional chiefdoms, concerning which a bill was awaiting action in the French Parliament, was amended by theCouncil to delete any inference that the Council was not reaffirming its earlier view that universal suffrage should be achieved. The Council, in the amended recommendation, expressed the hope that the bill would be adopted and implemented before the next elections, if necessary.

The Trusteeship Council held its twentieth session at UN headquarters from May 20 to July 16, 1957, under the presidency of Mr. John D. L. Hood (Australia). The provisional agenda, amended and subsequently adopted by the Council, included the examination of annual reports on the administration of Tanganyika, New Guinea, Nauru, the trust territory of the Pacific Islands, Somaliland under Italian administration, and Western Samoa, as well as the consideration of matters referred to the Council by the General Assembly, petitions relating to the trust territories, and reports from the Council's various committees.

The ninth session of the Trusteeship Council met from June 5 to July 30, 1951. On the opening day of the session the Soviet representative proposed that the Central People's Government of the People's Republic of China be invited to participate in the meetings of the Council; a motion by the representative of the United States (Sayre) to postpone indefinitely a discussion of the Soviet proposal was adopted by 11 votes to I. The Council then elected Sir Allan Burnes (United Kingdom) President and Mr. Khalidy (Iraq), vicepresident and adopted an agenda of sixteen items.

The Trusteeship Council held its 29th session at UN Headquarters in New York from June 5 to July 25, 1962. At its opening meeting, the 1180th, the Council adopted its provisional agenda, which included consideration of the most recent annual reports of the administering authorities on the trust territories of Ruanda-Urundi, the Pacific Islands, Nauru, and New Guinea, as well as examination of petitions and the reports of the UN Visiting Mission to Nauru and New Guinea. It also contained reports on the attainment of self-government or independence by trust territories pursuant to Trusteeship Council Resolution 1369 (XVII) and General Assembly Resolution 1413 (XIV); and it included reports on the situations in trust territories with regard to the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, as well as reports of various committees of the Council.

During the period under review, the India-Pakistan question was before the Security Council during six sessions. On May 5 and 6, 1948, India and Pakistan respectively replied to the Security Council resolution of April 21, 1948. Mr. Nehru, Prime Minister and Minister of External Affairs, stated that the Government of India regretted that it was "not possible for them to implement those parts of the Resolution against which their objections were clearly stated by their delegation" but that if the Council should still decide to send out the Commission, the Indian Government "would be glad to confer with it." Sir Mohamed Zafrullah Khan, for Pakistan, pointing out the differences between the resolution of April 21 and Pakistan's original proposals, stated that the Security Council action was "not acceptable," but "under protest and without prejudice" designated Argentina as Pakistan's nominee for the Commission.

The eighteenth session of the Trusteeship Council was held at Headquarters from June 7 through August 14, 1956, under the presidency of Mr. Asha (Syria). The Council adopted an agenda of nineteen items, and devoted the greater part of the session to an examination of the annual reports on the administration of the trust territories of Togoland under United Kingdom administration, New Guinea, Nauru, the Trust Territory of the Pacific Islands, Somaliland under Italian administration, and Western Samoa. The Council also dealt with a number of questions referred to it by the General Assembly, including the Togoland unification problem and the future of Togoland under United Kingdom and under French administration. Before concluding the session the Council also took action on petitions relating to trust territories, and decided to hold its sixth special session for the purpose of considering the report of the International Bank for Reconstruction and Development on Somaliland under Italian administration.

The Trusteeship Council held its 22d session at UN headquarters from June 9 to August 5, 1958, under the presidency of Mr. Claeys Bouuaert (Belgium). The provisional agenda which the Council adopted included the examination of the annual reports on the administration of Togoland under French administration, New Guinea, Nauru, the Pacific Islands, Somaliland under Italian administration, and Western Samoa, as well as petitions relating to trust territories, arrangements for periodic visiting missions to trust territories in West Africa and in the Pacific in 1958 and 1959 respectively, matters referred to the Council by the General Assembly, and other matters.

The fifteenth session of the Trusteeship Council opened at Headquarters on January 25, 1955, under the presidency of Miguel Rafael Urquia (El Salvador). The Council decided to postpone consideration of plans for economic development in Italianadministered Somaliland and of the visiting mission's report on this territory until its sixteenth session.

At the request of the United States the Council began consideration on March 26, 1956 of the extent of compliance by Israel and the Arab states with the Armistice Agreements and with the Security Council's resolutions of March 30, 1955, September 8, 1955 and January 19, 1956. The representatives of Egypt, Israel, Jordan, Lebanon and Syria took part in the Council's discussions. The Council had before it a draft resolution submitted by the United States in the preambular part of which the Council recalled the three earlier resolutions; noted that in each of these resolutions the Chief of Staff of the Truce Supervision Organization and the parties to the General Armistice Agreements concerned had been requested by the Council to undertake certain specific steps for the purpose of ensuring that the tensions along the armistice lines should be reduced; and noted with grave concern that despite the efforts of the Chief of Staff the proposed steps had not been carried out. Under the terms of the operative part of the resolution, the Council 1) considered that the situation currently prevailing between the parties concerning the enforcement of the Armistice Agreements and the compliance given to the above-mentioned resolutions of the Council was such that its continuance was likely to endanger the maintenance of international peace and security; 2) requested the Secretary-General to undertake, as a matter of urgent concern, a survey of the various aspects of enforcement of and compliance with the four General Armistice Agreements and the three earlier resolutions;
