In recent years, the European Union (EU) has become more prominent and effective as a crisis manager. This paper argues that the idea of the Comprehensive Approach and the European External Action Service (EEAS) institutional project have been substantially shaped by High Representative Ashton. A focus on the newly created Crisis Response and Operational Coordination Department within the EEAS is employed for analysing the recent post‐Lisbon changes in the EU crisis management architecture. Based on a series of in‐depth interviews with EU and national officials, the paper contemplates the role for the EU in complex crises, in particular the potential contribution of the EU's Crisis Response System.

Summary: Adolescents struggling against anorexia nervosa or bulimia nervosa often experience self-punishing thoughts and behaviors, including self-mutilation, and suicidal ideation and attempts. These arise out of the profound anguish and despair frequently experienced by these young people. This paper outlines four particularly salient clinical themes underlying this despair that have significant implications for treatment. A practice perspective is discussed which emphasizes empathic listening and the development of a strong therapeutic alliance with the adolescent. Treatment recommendations draw from narrative theory and practice, and from feminist perspectives. The paper also draws on cognitive therapy and on recent developments in the areas of spirituality and motivational enhancement. Involving the distressed adolescent's family is also addressed.

Summary: Since the changeover in the gas used in domestic appliances, the prevalence of acute carbon monoxide (CO) poisoning has been dramatically reduced. In suicide attempts with car exhaust fumes lies the most common cause of the disorder. As a consequence, patients are more complex to manage as they often have other associated diagnoses such as substance use disorder, depressive disorder, or long-standing personality disorder. This report details such a case. The medical treatment was based on the carboxyhemoglobin (COHgb) levels at the time of admission. The patient developed permanent cognitive and functional deficits consistent with the observed brain scan changes. The author discusses the importance of an appropriate early diagnosis of the condition, the difficulties associated with it, and the validity of using the carboxyhemoglobin levels as a guide to treatment.
El presente artículo expone el ejercicio del planeamiento estratégico y la prospectiva como una herramienta imprescindible en el ejercicio de la gerencia moderna esto dado por los escenarios de incertidumbre y complejidad que se vislumbran en los diferentes sectores económicos. AbstractCombining machine learning with social network analysis (SNA) can leverage vast amounts of social media data to better respond to crises. We present a case study using Twitter data from the March 2019 Nebraska floods in the United States, which caused over $1 billion in damage in the state and widespread evacuations of residents. We use a subset of machine learning, deep learning (DL), to classify text content of 11,982 tweets, and we integrate that with SNA to understand the structure of tweet interactions. Our DL approach pre‐trains our model with a DL language technique, BERT, and then trains the model using the standard training dataset to sort a dataset of tweets into classes tailored to crisis events. Several performance measures demonstrate that our two‐tiered trained model improves domain adaptation and generalization across different extreme weather event types. This approach identifies the role of Twitter during the damage containment stage of the flood. Our SNA identifies accounts that function as primary sources of information on Twitter. Together, these two approaches help crisis managers filter large volumes of data and overcome challenges faced by simple statistical models and other computational techniques to provide useful information during crises like flooding.
