'Globalisation führt zu weitreichende Strukturen gegenseitiger Abhängigkeiten im internationalen System. In vielen Bereichen sind lokale nationale Lösungen nicht mehr realisierbar. Dies gilt für divergierende Bereiche wie dem internationalen Frieden und der internationalen Sicherheit, dem Umweltschutz sowie für die internationale Wirtschaft und dem Schutz der Menschenrechte. Ohne Global Governance können weder die allgemeinen Menschheitsprobleme noch viele nationale Probleme gelöst werden. Erste Anstrengungen, einen Institutionen- und Gesetzesrahmen zu entwickeln, um Globalisierung in ihren unterschiedlichen Formen bewältigen zu können, haben begonnen worden. Die Strukturen der Global Governance sind jedoch noch unterentwickelt. Ein gemeinsames nachhaltiges Engagement von staatlichen und nichtstaatlichen Akteuren ist dringend erforderlich. Ein Nord-Süd Dialog zu Global Governance, gemeinsam organisiert durch die Friedrich-Ebert-Stiftung (FES) und der Stiftung Wissenschaft und Politik (SWP), soll diese Anstrengungen unterstützen. Diese beiden Stiftungen haben eine Reihe internationaler Konferenzen organisiert, die die wichtigsten Forschungseinrichtungen auf dem Gebiet der internationalen Politik aus den Ländern des Südens sowie des Nordens miteinbeziehen. Ziel des Dialogs ist es, konkrete Maße und Probleme von Global Governance zu erforschen. Was muß getan werden, um wirksame Normen für Global Governance, politische Systeme und Organisationen aufzubauen? Wie wirken sich vorhandene Richtlinien und Einrichtungen in diesen unterschiedlichen Bereichen hinsichtlich Global Governance aus? Wie können sie verbessert werden? Die erste Konferenz, am 6-8 April 2000 in Ebenhausen, Deutschland, thematisierte vor allem die Sicherheitslage der Weltzentren sowie die Frage, wie Universalorganisationen wie die UNO und regionale Organisationen zusammen arbeiten können, um Global Governance hinsichtlich des Friedens und der Sicherheit zu verbessern.' In der Disziplin der Internationalen Beziehungen gab es bislang nicht viele Themen, die derart im Zentrum intensiv und kontrovers geführter Auseinandersetzungen standen wie "Globalisierung". Ziel des Beitrags ist es, einige der in den Internationalen Beziehungen relevanten konzeptionellen Zugriffe und thematischen Aspekte der Globalisierungsforschung darzustellen und bezüglich ihrer Bedeutung für den wissenschaftlichen Globalisierungsdiskurs hervorzuheben. Daran anschließend werden kursorisch zwei zentrale und stark umstrittene Fragestellungen der Globalisierungsforschung aufgegriffen: Die Auswirkungen der Globalisierung auf die (globale) Gerechtigkeit einerseits sowie auf nationale wohlfahrtsstaatliche Arrangements andererseits. Der zweite Teil des Beitrags widmet sich dem Thema Global Governance. AbstractThis article aims to contribute to the third generation of global governance research by unfolding the concept of a global governance system consisting of normative principles and patterns of authority relationships and legitimation. The goal is to formulate a positive theory that goes beyond the negative descriptions of global governance as post‐internationalist and helps to move global governance beyond its embryonic state. The major theoretical claim is that the features of the current global governance system have endogenously produced the politicization and counter‐institutionalization of international authorities. Internal tensions of the system fuel legitimation problems and demands for change, which in the end lead – in some cases – to the decline of global governance arrangements or – in other cases – to its deepening via appropriate institutional responses.

In seiner "Theory of Global Governance" argumentiert Michael Zürn, Staaten seien gegenwärtig in ein globales politisches System eingebettet, das eine Vielzahl internationaler Institutionen umfasst. Dieser Forumsbeitrag unternimmt den Versuch einer Annäherung an die Gestalt des von Zürn identifizierten globalen politischen Systems. Er schlägt vor, global governance als ein polyzentrisch strukturiertes System zu konzeptualisieren, das aus vielen Entscheidungszentren besteht, die formal voneinander unabhängig sind, sich aber faktisch wechselseitig beeinflussen. Der Beitrag verdeutlicht zunächst, worin die zentralen Merkmale der polyzentrischen Struktur des von Zürn identifizierten globalen politischen Systems bestehen. Anschließend skizziert er, wie die polyzentrische Struktur staatliches Verhalten beeinflusst und das Problem politischer Ordnungsbildung jenseits des Nationalstaates akzentuiert. Abschließend wird vor dem Hintergrund gegenwärtiger Herausforderungen für zwischenstaatliche Kooperation angedeutet, worin die institutionellen Stärken einer polyzentrischen Regelungsstruktur liegen.
Global Governance Futures addresses the crucial importance of thinking through the future of global governance arrangements. It considers the prospects for the governance of world order approaching the middle of the twenty-first century by exploring today's most pressing and enduring health, social, ecological, economic, and political challenges. Each of the expert contributors considers the drivers of continuity and change within systems of governance and how actors, agents, mechanisms, and resources are and could be mobilized. The aim is not merely to understand state, intergovernmental, and non-state actors.
