Power and the use of force are central concerns in liberal political theory. Yet, it is claimed that liberal theory fails to account for the power that is exerted through, for example, personalised nudging based on Big Data. We dispute this claim and through a reappraisal of the concept of negative liberty we show how psychological interference can be both coercive and manipulative. This reappraisal is partly achieved through an examination of psychological equivalents of physical interference, in order to highlight the arbitrariness of excluding the non-physical from consideration. The liberal understanding of liberty and interference here provided enables us to see how power is exerted through technology. It thus provides a novel contribution to the analysis of the liberty reducing effects of new technologies combined with a lack of privacy and a will to manipulate, based on an individualist liberal theory argued to be incapable of just that.

By analyzing the wave equations, the coincidence of the energy reflection and transmission coefficients for the s- and p-polarization waves is herein substantiated when they are incident on the interference coating from opposite directions. The coating can be characterized by an arbitrary spatial profile of the refractive index, the limiting condition is the absence of optical losses in it. Reciprocity relations are obtained for the energy reflection and transmission coefficients of natural light for a structure in the form of a plane-parallel dielectric plate with interference coatings on its opposite sides. It is shown that when a structure with an absorbing plate is illuminated in opposite directions, the energy reflection coefficients can differ, while the energy transmission coefficients always coincide. Reciprocity relations are applied to the calculation of broadband antireflective interference coatings consisting of alternate layers Nb2O5 and SiO2 deposited on a polycarbonate plate. As a result, their correctness is confirmed and it is shown that the optimized antireflection two-sided interference coating provides approximately a five times lower averaged energy reflection coefficient compared to the optimized one-sided coating.

AbstractIn response to the Trump trade war, China, the EU, and other countries enacted politically-targeted trade retaliation (PTTR) against swing states and Republican strongholds in the United States. We argue that PTTR increases public concerns about foreign election interference and assess the effects of such retaliation across partisan affiliations. We test our predictions using a national survey experiment in the United States fielded before the 2020 election. In contrast to findings about sanctions and foreign endorsements, we find strong evidence that PTTR increases fears of election interference among both Republicans and Democrats. Partisan double standards in reaction to PTTR were strongest for retaliation targeting swing states and smaller for retaliation targeting the President's base. Overall, the evidence shows that economic policies which are not primarily intended to influence elections may nevertheless come to be viewed by the public as foreign election interference.
Autonomiaa pidetään modernin länsimaisen journalismin kulmakivenä ja edellytyksenä sille, että journalismi voi menestyksekkäästi toteuttaa demokraattista tehtäväänsä yhteiskunnassa. Vakaissa demokratioissa ammattimaisella journalismilla on tyypillisesti ollut vakiintunut yhteiskunnallinen asema, ja tätä asemaa sekä journalistien mahdollisuutta tehdä työtänsä ilman pelkoa vakavista uhista on totuttu pitämään itsestäänselvyytenä. Yhteiskunnalliset, poliittiset, taloudelliset, kulttuuriset ja teknologiset kehityskulut vaikuttavat kuitenkin jatkuvasti journalismin toimintaympäristöön ja tätä asemaa tukeviin tekijöihin. Siirtymä analogisesta joukkoviestintäympäristöstä nykyiseen hybridiin mediamaisemaan on tuonut mukanaan uusia uhkatekijöitä, ja nykypäivän mediaympäristössä journalisteihin ja heidän työhönsä kohdistuu vaikutusyrityksiä ja uhkaa lukuisissa eri muodoissa. Nämä vaihtelevat poliittisesta ja taloudellisesta painostuksesta aina verkkohäirintään ja lisääntyvään journalisteihin kohdistuvaan vihamielisyyteen. Väitöskirjassani tarkastelen ulkopuolisten toimijoiden journalismiin kohdistamia vaikutuspyrkimyksiä sekä niiden vaikutuksia ammattijournalisteihin ja heidän työhönsä Suomessa. Kenttäteoriasta lainaten hahmotan ammattimaisen journalismin kenttänä, joka pyrkii suojelemaan kentän autonomiaa ja sen toimintaa ohjaavia periaatteita, käytäntöjä ja normeja ulkopuolisten toimijoiden suoralta puuttumiselta. Käsitteellistän ja operationalisoin tämän puuttumisen ulkoisen vaikuttamisen käsitteen avulla. Ulkoinen vaikuttaminen kattaa laajasti kaikki sellaiset aktiiviset ja/tai invasiiviset menetelmät, joiden avulla toimitusorganisaation ulkopuolinen taho pyrkii oikeudetta vaikuttamaan journalistiseen prosessiin ja/tai journalisteihin ja tätä kautta journalismin sisältöön ja autonomiaan. Tämän käsitesateenvarjon alla on mahdollista tarkastella samanaikaisesti useita erilaisia ja intensiteetiltään vaihtelevia vaikuttamisen menetelmiä aina sanallisesta painostamisesta uhkailuun ja henkiseen ja fyysiseen väkivaltaan. ...
