Effective regulation goes hand in hand with a normatively effective enforcement regime. In the context of sea-fisheries law, it is crucial that the law is fit for purpose and that it is enforced effectively in order to meet sustainability and conservation objectives under the Common Fisheries Policy. Therefore, it is essential that Ireland is compliant with its enforcement obligations under EU fisheries law. Although regulation and enforcement has been researched extensively worldwide, sea-fisheries law and its enforcement in Ireland has been almost entirely neglected in the literature. Fisheries are a politically contentious issue and yet this intensely regulated area has never been the subject of dedicated academic research in Ireland. To the author's knowledge, this research is the first comprehensive analysis of the sea-fisheries enforcement regime in Ireland. As the author is employed in the legal division of the national enforcement agency for sea-fisheries, the Sea-Fisheries Protection Authority, the research benefits from unique insights into how enforcement operates in practice, which would not otherwise be accessible. Therefore, the research takes a distinctly practical view of regulation and enforcement of sea-fisheries law in Ireland, with the benefit of a practitioner focus based on professional experience. The thesis undertakes a review of the key pieces of legislation governing sea-fisheries law which is enforced exclusively by criminal prosecution without any alternative sanction options. The effectiveness of this reliance on criminal prosecution is considered with a view to determining whether administrative sanctions could be introduced to supplement or replace the existing enforcement system. This may also have implications for other areas of regulation in Ireland, many of which are also reliant on criminal prosecution to enforce regulatory norms. In this article, I discuss two roles of documents in the creation and enforcement
of public health laws in early colonial Vanuatu and their implication in colonial
attempts to transform ni-Vanuatu societies and subjectivities. Colonial officials
of the British-French Condominium based their projects on their admittedly
partial knowledge in reports generated by experts studying depopulation. This
knowledge, I argue, produced a 'population' by categorizing people according
to their relationship with a reified notion of culture. The Condominium
enforced health laws by sending letters to people categorized as Christian who
would, the Condominium hoped, adhere to the regulations as self governing
subjects. Officials would engage in persuasive conversations when they
enforced the regulations in 'bush' villages. I conclude by reflecting on ni-
Vanuatu knowledge of well-being and illness that could not be represented or
documented and its centrality for subjectivities that might elude, if not subvert,
the modern subject presumed by colonial strategies of governance.

ABSTRACTExpert systems offer promise for decision‐making support in stressful circumstances such as those that occur when law enforcement officials respond to hostage‐taking incidents. These are life‐or‐death situations in which the costs of decision error are enormous.This paper reports on an expert system being developed and tested to aid police decision makers in hostage‐taking incidents. Knowledge is represented by rules embedded in an incident‐based decision‐tree network. Four different decision makers who have similar but distinct information needs are supported and their efforts are coordinated by the system, which must function in real time as the crisis unfolds. Clear, concise, highly focused dialogue is required at the user interface since frequently only seconds are available in which to make a decision and implement it.

Automation and advanced data analy-sis capabilities are required to supersede traditional manual work processes and legacy information silos by automatically acquiring information from a range of sources, analyzing it in the context of on-going investigations, and linking it to other pieces of knowledge pertaining to the investigation. This paper outlines a modular architecture for management of linked data in the law enforcement domain and discusses legal and policy issues related to workflows and infor-mation sharing in this context.

Proposes an interpretation of intercultural processes that take place in the exchange of traditional knowledge between ethnic groups and different kinds of agents in modern societies. Guidelines for a regulatory framework protecting vernacular knowledge and simultaneously providing incentives for modern scientific research are suggested. Under this scheme, communities might improve their ability to defend their rights and demand the enforcement of certain rules conditioning the use of traditional knowledge by firms, laboratories, and research institutes. ABSTRACTThe real-life failures of others provide opportunities to learn. Audit failures and rule infractions stemming from Public Company Accounting Oversight Board (PCAOB) inspections represent the few instances for which detailed information about financial statement audits is made publicly available. The PCAOB enforcement reports contain key information and offer greater transparency in regard to the audits of SEC registrants. This project uses these reports to teach real-life lessons in the context of the complex regulatory environment in which registered audit firms operate. Students examine the information from these enforcements, and craft and present stories of the related audit failures. This approach has a proven impact on learning, and students who completed the project reported enhanced knowledge of the regulatory process and audit standards. The student presentations can be used in a professional environment for CPAs to earn CPE. We provide advice to faculty who wish to pursue a similar option.
