AbstractIn this article, we seek to rectify the absence of political analysis characterizing most literature on innovation and development. Although existing research is careful to note the lack of any single recipe or model of innovation, most scholars identify a range of institutions and policies influencing innovative performance. But such explanations beg the question of where institutions, so critical to policy implementation, actually come from. We argue that the answer lies in (1) the desire of political leaders to promote innovation and related institutions, and (2) the structure of political arrangements—especially the number of actors with the power and interest to block or promote reform—through which leaders must operate. We argue that both of these variables are strongly influenced by the threats facing leaders and the resources available to address such threats.

The political, technical, social, and economic challenges related to climate change are well documented. As policy makers are increasingly experiencing the reality of rising sea levels, they are also confronting a fragmented and sometimes fractured intergovernmental system. State and local governments face a delicate balancing act, especially, when it comes to infrastructure and climate change. They must respond to citizens, avoid losing their autonomy, maintain fiscal stability and health, provide a high quality of life, and ensure public safety. The reality of anthropogenic climate change has compounded many of these difficulties, perhaps, most acutely in America's coastal states and communities. Recognizing these challenges, this article examines the challenges facing coastal communities as they seek to adapt to and build more resilient infrastructure that can mitigate the impacts of rising sea levels.

Sexual difference combines various aspects, ranging from the biological to the social, which, once delimited, reduce people to two political categories: woman and man. Although these categories are not naturally watertight, most societies reject diversity (understood as deformity) in favour of a binary sexual system. This article aims to deconstruct this binarism, suggesting that it is not coherent to speak of two sexes, but rather of a multiplicity. Based on feminist theory, queer theory and philosophy, the text develops a reflection on intersex, showing how it has been considered at different times. It also addresses the history of sexual regulation and discusses its causes and effects. Reflection on the concept of human being, which till now excluded intersex – by and large placed beyond the limits of the possible – leads to the interconnection of Butler's definition of the livable life with Derrida's notion of unconditional hospitality, which may be the key to the recognition of intersex as a human category.

So far, most published results from clinical trials using various avian influenza virus vaccine formulations have been disappointing. Should the pandemic strike, we still do not have the ability to provide an efficacious pandemic vaccine in time and in sufficient quantities for the world. The H5N1 enzootic could potentially give rise to a pandemic at any time. Transcontinental air traffic could seed the pandemic virus to most corners of the globe within a few weeks/months. We still have a unique window of opportunity to stimulate and support academia and the pharmaceutical industry to accelerate the urgently needed vaccine research. The political inertia is surprising, particularly as politicians, if and when a pandemic eventuates, will be asked why, despite repeated warnings, they did not take appropriate action in time. It is a governmental obligation – and not that of the WHO or the pharmaceutical industry – to protect their nationals. Moreover, when the poorer nations of this world realize that equitable quantities of the scarce supplies of vaccines, drugs and medical essentials will not come their way, the post‐pandemic international scene will be one of even more deep distrust for many years. This scenario is not acceptable.
