An attempt to review one of the ways the issue of racial imbalances in the public & security services was dealt with in British Guiana (Guyana) by reference to be Report of the Internat'l Commission of Jurists (ICJ) entitled Racial Problems in the Public Services. Guyana is described as a plural society, & the concept of apanjaht (vote for your own race) pol as it influenced the elections of 1957 & 1961 is discussed. The positions of the 2 main contenders, Cheddi Jagan (Indian) & Forbes Burnham (Negro), are defined. The work of the ICJ re amassing race statistics & the collection of all available facts & figures on the racial composition of the public services is presented. This included historical, econ, & demographic data which helped to explain local patterns of occup'al specialization. The Gov's memorandum rejected the idea of `imbalance' as being such to make participation in strict proportion desirable. But it invited the Commission to suggest any arrangements that might be usefully introduced with a view to allaying fears of discriminatory or otherwise unfair treatment. The anatomy of the public service & the testimony of various related groups is presented. In its conclusions, to rectify the imbalance, the Commission asked for a system of recruitment of 75% Indians & 25% 'Other' for the next 5 yrs, as constables or cadet officers. It was stated that while the Police Force was basically in good condition, the 'abnormal & quasi-military demands placed on it in the lawless conditions of the last few yrs proved too much for it on occasion.' The Gov accepted the report with alacrity not only because it indicated local means of removing sources of racial disharmony, but because the Commission went on to support the early grant of independence which was one of the Gov's major objectives. This paper looks at the impact of military technology diffusion on military assistance operations (MAO), in the United States known as Security Force Assistance or SFA. The discussion looks conceptually at the role of technological change and how it interacts with martial cultures in military assistant operations. I argue that growing trends in science and technology suggest potential conflicts between culture and technology. Relying on a culture-technology model drawn from anthropology, the paper contends that new technologies will present increasing challenges for the emerging MAO landscape. The paper will illustrate that the techno-science gap will continue to grow as innovations such as robotics, sensors, and networks continue to develop. Finally, the paper will look at ways to overcome this conflict between culture and technology.
