Der Sozialstaat in Deutschland verfolgt das Ziel, den Wohlstand aller Bürgerinnen und Bürger zu fördern, indem er individuelle Lebensrisiken sozial absichert und die gesellschaftliche Teilhabe aller ermöglicht. Er legitimiert sich unter anderem aus einer breiten, überparteilichen und über die Zeit unverändert hohen Akzeptanz durch die Bevölkerung, die auch in bisherigen Umfragen nachgewiesen wurde. Allerdings könnte dieser Befund möglicherweise auch darauf zurückzuführen sein, dass sowohl Einstellungen bezüglich der Leistungen des Sozialstaats als auch normative Vorstellungen über seine Zuständigkeit für den Schutz vor Risiken in bestimmten Lebensbereichen in diesen Umfragen nur in relativ allgemeiner Form erhoben wurden. Vermutlich konnten deshalb Konflikte um die Aufgaben des Sozialstaates, die aus unterschiedlichen Interessenlagen und Werthaltungen verschiedener Bevölkerungsgruppen resultieren, in empirischen Untersuchungen bisher nicht ausreichend berücksichtigt werden. Im Rahmen des 'International Social Justice Project' (ISJP) wurde Ende 2000 eine deutschlandweit repräsentative Umfrage durchgeführt, in der einige sozialpolitisch relevante Einstellungen differenzierter erhoben wurden. Die Ergebnisse zeigen, dass sich Ost- und Westdeutsche in ihren sozialpolitischen Einstellungen auch noch zehn Jahre nach der Vereinigung deutlich unterscheiden und dass darüber hinaus auch Einstellungsunterschiede zwischen Bevölkerungsgruppen zu beobachten sind.

This article tests the linkage between institutional configuration and social trust, highlighting the role of the welfare states in coordinating interests among different labor market actors. This study initially builds a theoretical framework distinguishing training-supplemented welfare regimes from transfer-based welfare regimes. Evidence from descriptive and multivariate analyses of World Values Survey based on 17 advanced industrial democracies supports my argument that public investment in skill provision prevalent in training-supplemented welfare states leads to higher accumulation of social trust, whereas passive social transfers result in lower social trust. Especially, high investment in public skill provision leads to a decreased gap in social trust between employers and low-skilled workers, as well as among different occupational groups. In addition, the negative effect of passive social transfers on trust is greatly ameliorated when it is jointly configured with high active labor market policies. The findings lend credibility to my claim that specific social policies aiming to upgrade citizens' skill levels provide employees with better prospects for managing life chances (and risks) and therefore building higher social trust. الخدمة الاجتماعية مهنة إنسانية وليدة القرن العشرين، ولها مهمة أساسية تتمثل في السعي لتحقيق العدالة الاجتماعية لجميع افراد المجتمع ، خاصة الفئات الضعيفة في المجتمع والتي غالبا ما تكون ضحية الأنظمة الاجتماعية الظالمة ، وهي تسعى الى تحقيق التغير الاجتماعي ومواجهة المشكلات الناجمة عن التحولات الاجتماعية والسياسية وتحاول التعامل مع كافة التحديات التي تقف بوجه النهوض بالمجتمع ، وقد أدت السياسات الاقتصادية الجديدة للاقتصاد الليبرالي الى موجات من الفقر والبؤس والفوضى وفي مختلف دول العالم وقد شملت حتى الدول التي تتبنى سياسات الرفاه حيث اثبتت عدم فاعليتها في الحد من التفاوت واللامساواة الكبيرة بين شرائح المجتمع ، وبالتالي يحتاج المجتمع اليوم الى اتباع نهج وسياسة جديدة قائمة على أساس من التضامن والتكافل ورعاية الفئات المحرومة .

This book makes the case for the welfare state. Nearly every government in the developed world offers some form of social protection, and measures to improve the social and economic well-being of its citizens. However, the provision of welfare is under attack. The critics argue that welfare states are illegitimate, that things are best left to the market, and that welfare has bad effects on the people who receive it. If we need to be reminded why we ought to have welfare, it is because so many people have come think that we should not. This chapter presents 26 reasons for the provision of welfare. The paper analyses the interaction between economic incentives and work norms in the context of social insurance. If the work norm is endogenous in the sense that it is weaker when the population share of beneficiaries is higher, then voters will choose less generous bene.ts than otherwise. We also discuss welfare-state dynamics when there is a time lag in the adjustment of the norm in response to changes in this population share, and show how a temporary shift in the unemployment rate may cause persistence in the number of beneficiaries.
