CORRUPTION AND INSTITUTIONS IN ECONOMY ; KORUPCJA A INSTYTUCJE W GOSPODARCE
Socio-economic transformation as profound and thorough reform of the system and institutions promotes corruption practices and can be the mean to fight against one, too. Two kinds of understanding of corruption may be indicated: narrow (pathologic and functional interpretation) and wider underlined the neo-institutional argumentation, pointing out to systemic and structural causes of corruption. A theoretical and practical problem remains, whether corruption are of systemic nature (fundamental institution), or are secondary (consequence institutuion). The analysis of corruption, may be done by means of the new institutionalism and consequence theories: transaction costs, theory of property rights, theory of clubs, principal-agent theory, theory of asymmetry information, capture theories, rent seeking theory, theory of games and theory of public choice. The dynamics of the polish economy and wide researches of corruption (the differences between perceiving and experiencing) indicates that the corruption factors which paralyse the economic development have not dominated the economic system in Poland as yet, and that system maintains its autonomy. Still, typical corruption-clientelistic societies are contemporary not common, in Poland too. The above problems do not change the fact that corruption are a major problem and in the long run would causes loss of competitiveness polish economy on the global market. ; Społeczno-ekonomiczna transformacja jako głęboka reforma systemu i instytucji przyczynia się do korupcyjnych praktyk, ale może być też narzędziem w walce z tym zjawiskiem. Występują dwa rozumienia korupcji: węższe (patologiczna i funkcjonalna interpretacja) i szersze podkreślające argumentację neoinstytucjonalną (systemowe i strukturalne źródła korupcji). Teoretycznym i praktycznym problemem pozostaje więc, czy korupcja ma naturę systemową (fundamentalna instytucja), czy drugorzędną (instytucja pochodna). Narzędziem badań może być nowy instytucjonalizm i zawierające się w nim teorie: kosztów transakcyjnych, praw własności, klubów, pryncypała-agenta, asymetrii informacji, .zawłaszczenia, pogoni za rentą, teorii gier i teorii wyboru publicznego. Dynamika polskiej gospodarki i szerokie badania korupcji (różnice między jej postrzeganiem a doświadczeniem) wskazują, że korupcyjne czynniki, które ograniczają wzrost ekonomiczny nie zdominowały jeszcze polskiej gospodarki i zachowuje ona swoją autonomię. Typowe społeczeństwa klientelistyczno-korupcyjne nie są obecnie zjawiskiem powszechnym, także w Polsce. Nie zmienia to jednak tego, że korupcja pozostaje głównym społecznym problemem i dłuższym horyzoncie czasowym może powodować utratę konkurencyjności polskiej gospodarki na globalnym rynku.

Zmiany stosunków własnościowych w Polsce po roku 1989 ; Changes in ownership relationships in Poland after 1989
Artykuł przedstawia zmiany systemowe wprowadzone w Polsce po 1989 r., które umożliwiły przejście z gospodarki centralnie sterowanej do wolnorynkowej. Podjęcie głębokich i szerokim reform o charakterze prawnym, gospodarczym i społecznym pozwoliło na ukształtowanie demokratycznego ustroju po wielu latach sprawowania władzy komunistycznej. Transformacja systemowa była możliwa dzięki znaczącym przemianom podstaw prawnych, począwszy od zmian w ustawie zasadniczej, określającej istotę prawa własności i obowiązek jego poszanowania, poprzez uchwalenie innych aktów prawnych koniecznych do zmiany stosunków własnościowych (takich jak ustawy o komercjalizacji i prywatyzacji przedsiębiorstw państwowych, prawa o działalności gospodarczej czy ustawy o gospodarowaniu nieruchomościami rolnymi). Równoległe reformy systemu bankowego oraz polityki pieniężno-kredytowej umożliwiły napływ kapitału zagranicznego i pozwoliły na rozwój prywatnej przedsiębiorczości. W wyniku przemian ustrojowych, jakie zaszły w ostatnich 25 latach, Polska jako demokratyczne państwo prawa jest członkiem Unii Europejskiej, a polska gospodarka rynkowa staje się coraz bardziej konkurencyjna. Niestety, mimo głębokich przekształceń w sferze własnościowej, Polska przez ostatnie ćwierćwiecze nie rozwiązała kwestii zwrotu prawowitym właścicielom własności przejętej bezprawnie przez władze komunistyczne. ; This paper presents structural changes that took place in Poland after 1989, and which enabled its transition from a centrally planned economy to a market economy. The deep and thorough legal, economic and social reforms undertaken in that period made it possible, after years of communist rule, to shape a new, democratic system. The systemic transformation was possibleowing to some basic amendments to the Constitution, including the articles defining the essence of ownership and the duty to respect it, as well as the adoption of other legal acts necessary to re-define ownership relationships (such as the law on commercialisation and privatisation of state-owned enterprises, or the law on the management of agricultural property). The concurrent reforms of the banking system and the monetary and credit policy enabled inflow of foreign capital and development of private entrepreneurship. As a result of the transformations of the past 25 years, Poland is now a democratic state and a member of the European Union, while Polish economy is getting increasingly competitive. Sadly enough, despite these substantial structural transformations in the ownership sphere, in the last quarter of the century Poland has continued to be unable to resolve the problem of returning to the lawful owners the property taken by the communist regime.

Integration Processes In The Global Economy: Current State And Prospects. The Cases Of The European Union, ASEAN Economic Community, And NAFTA ; Procesy integracyjne w gospodarce światowej: stan obecny i perspektywy. Studium przypadku Unii Europejskiej, Wspólnoty Gospodarczej ASEAN i NAFTA
The aim of the paper is to determine the current state of the integration processes in the global economy and prognosticate on the foreseeable changes in this phenomenon in the upcoming. Will they be divergence from or continuity with the past trends in the global economy in this field? The article examines three regional integration groupings, i.e. the European Union, ASEAN Economic Community, and NAFTA. The analysis makes it possible to conclude that all of these groupings/organizations are encountering some problems. In the case of the EU, these are mainly: the two – speed integration process as far as a monetary union is concerned; serious negative consequences of the global financial crisis for the socio-economic cohesion of the EU-28; as well as a worsening position in the world trade in goods and services and in the total global gross capital inflows. The problems of the ASEAN Economic Community seem to be connected with some discrepancies between the political will in favour of deepening integration among member states and the real economic difficulties involved in attaining higher stages of integration among a group of countries extremely differentiated in their economic development. NAFTA's problems also lie in the asymmetrical development between member states, as well as in the lessening importance of the integration within the organization for the member states, which results from the putting into effect numerous other FTAs. The growing openness of all the analyzed integration groupings, being in line with the globalization process, seems to be a future characteristic of integration processes in the global economy. ; Celem artykułu jest odpowiedź na pytanie, jaki jest obecny stan procesów integracyjnych w gospodarce światowej oraz jakie zmiany tego zjawiska mogą być spodziewane w następnych latach. Czy będzie to odejście od dotychczasowych trendów, czy też ich kontynuacja? Przedmiotem analizy są trzy ugrupowania integracyjne, tj. Unia Europejska (UE), Wspólnota Gospodarcza ASEAN oraz NAFTA. Przeprowadzona analiza pozwala wnioskować, iż wszystkie te ugrupowania napotykają na problemy. W przypadku UE są to: integracja o dwóch prędkościach w odniesieniu do unii monetarnej, poważne negatywne konsekwencje globalnego kryzysu finansowego dla spójności społeczno-gospodarczej UE-28, jak również pogorszenie pozycji w światowym handlu dobrami i usługami oraz światowym napływie kapitału. Problemy ugrupowania ASEAN wydają się wiązać z rozbieżnością między polityczną wolą pogłębiania integracji pomiędzy krajami członkowskimi a realnymi ekonomicznymi możliwościami osiągania wyższych etapów integracji przez grupę krajów poważnie różniących się poziomem ekonomicznego rozwoju. Problemy NAFTA sprowadzają się także do asymetrii w rozwoju między krajami członkowskimi i zmniejszającym się znaczeniu integracji w ramach tego ugrupowania dla jego członków. Powodem jest wchodzenie w życie licznych innych stref wolnego handlu, których członkami są kraje NAFTA. Postępujące otwieranie się ugrupowań integracyjnych, zgodne z procesami globalizacji, wydaje się cechą charakterystyczną współczesnych procesów integracyjnych w gospodarce światowej.

The Polish community is an organic and inalienable part of Ukrainiansociety, citizens of Ukraine, is involved in the development of Ukrainianstatehood, in all areas of life, significant impacts on domestic andinternational policy. Understanding of the ethnic and political aspectsconnected with Polish national minority is impossible without consideringthem in the context of the Bolshevik experiment in economic and socialspheres, without analyzing their consequences for the Polish population.This article analyses tragical result of repressions and violentassimilation of polish population in the 1930s using the works of theukrainian scientists and own researches of the author.To make the Polishpopulation «Soviet» and the socialist in socio-economic aspect, thegovernment attracted it to participate in the declared plan of buildingsocialism. One of the points of the plan was collectivized of village.Ukrainian party leadership planned to complete the campaign by theend of 1930. But ethnic minorities were not prepared for such socioeconomic strategy of the Government of the USSR. Spontaneous rallies ofPolish peasants began in Shepetivka, Tulchin, Kamenetz-Podilsk, Mogilev-Podilsk and other districts. Most of the rallies were suppressed by force.Since 1934 the policy of displacement and deportation to Siberia andKazakhstan acquires the planning character. In general, about 45 thousandpeople had to move toKazakhstan. First of all, all Poles who lived in the 800-kilometer strip along the border with Poland were moved. In two stages(June and September 1936) from the border of the USSR 14,048 families(63,976 persons) were evicted, of which Poles amounted to – 75.7%. Cuttingoff from national and family values, schools, places of worship, cemeteriesPoles scattered in exile among small groups of other nationalities and theywere doomed to ethnic, physical extermination, forcible assimilation.Under pressure of Moscow the USSR party organs have adopted anumber of decisions on which the survey was carried out and «cleansing» of«anti-Soviet elements, Poles .» in schools, colleges, institutes. Teacherswork was under constant supervision of party organizations, and publicsafety, they first subjected to political filtering check on loyalty to theregime. For involvement in the «Polish Military Organization» and otherPolish counterrevolutionary organizations in Zhytomyr region 2 370 people(including 32 women) were shot, 19 people were imprisoned in labor camps(ITL), one person was sent to the North. From all these repressed – 1821people were of Polish nationality.In Zhytomyr region in «Polish Line» according to protocols «two» in1937-1938 8027 people were convicted, 7140 people of them were shot,«special troika» – 2830 people, 2785 people of them were shot. ; Polityka społeczno-gospodarcza wobec mniejszości narodowych, wtym polskiej społeczności była skierowana na zniszczenie tradycyjnychdziałań gospodarczych, masowe represje, deportacji, przymusowe «fuzjinarodów» w 30-tych. rr. XX w. ; Наприкінці 1920 – початку 1930-х рр. національна програмабільшовиків вступила в пряму суперечність із встановленнямтоталітарної політичної системи, яка спиралася на карально-репресивніоргани. Соціально-економічна політика влади щодо національнихменшин, в тому числі й польської спільноти, була цілеспрямована наруйнування їхньої традиційної господарської діяльності, масові репресії,депортації, насильницьке «злиття націй». Processes of transformation in companies or more broadly the economic transformation is a part if a wider process of the systemic transformation. Within this process, a special place is held by the political system, although it should be remembered that these are changes in the economic system which will ultimately determine a success or failure of occurring changes. Parallel, there must be taking place changes in the social structure. These must both consolidate new structures or force out a slowdown in the speed of occurring changes, as well as demand a restoration of old solutions. In a longer time perspective, the preserving of political power will depend on the remodeling of economic system in accordance with the assumed conception, because any significant changes in this system may pave the way for the strengthening of political system. Hence, the speed of occurring transformations plays also an important role here. All this shows that the speed of changes. in the economy must be particularly well balanced and adapted to a concrete situation. Changes in social structures will be taking place at a similar speed enlarging various groups of persons interested in transformation processes. The transformation process will be successful if the main part of the society accepts the system of values corresponding to the new social system. The success of the deep restructuring of economic relations in our economy depends primarily on the effectiveness of the reform aimed to restructuring of ownership in all sectors. This requires a new approach to the prospects of private property growth, i.e. an approach unbiased by any doctrinal prejudices, as well as suggestions glorifying private property as a panacea to cure Poland's economy. The Polish economy is characterised both by objective and subjective premises in the development of the private sector and a strong motivation of individuals to launch their own business activities in this sector. ; Procesy zmian w przedsiębiorstwach lub szerzej, ekonomiczna transformacja, są częścią szerokiego procesu zasadniczych reform systemowych. Reformy te przez jednych autorów nazywane są transformacją systemową lub transformacją ustrojową, inni z kolei włączają transformację ustroju społeczno – gospodarczego do całościowego procesu reform. Reformy z kolei dały początek procesom restrukturyzacji, związanym przede wszystkim ze zmianą struktury własności, czyli zmianami prywatyzacyjnymi, a nie z działaniami związanymi z wdrażaniem głębokich zmian w przedsiębiorstwach próbujących funkcjonować w nowych warunkach ustrojowych. Prywatyzacja, jako zabieg ekonomiczny (chociaż można oczywiście ją traktować również jako działanie polityczne, czy ideologiczne) pełni rolę stymulującą w procesie restrukturyzacji, a wręcz jest niezbędnym warunkiem przeprowadzenia skutecznej restrukturyzacji sektorowej. Umożliwia ona ukształtowanie odpowiedniego podejścia do restrukturyzacji przy uwzględnieniu kryteriów efektywnościowych i twardych ograniczeń finansowych. Jest praktycznie niezbędna z punktu widzenia pozyskania środków finansowych na restrukturyzację. W opracowaniu skoncentrowano się w związku z tym na procesach prywatyzacyjnych, jako działaniach, które już same w sobie zawierają elementy zmian struktury w innych obszarach, nie tylko w strukturze własności. Powyższe dokonania pokazały pewne tendencje i kierunki zmian strukturalnych, jednakże nie są to zmiany satysfakcjonujące i spełniające wcześniejsze oczekiwania.
