A statistical analysis of the UNESCO World Heritage List is presented. The World Heritage Convention intends to protect global heritage of outstanding value to mankind, but there has been great concern about the missing representativity of the member countries. There is a strongly biased distribution of Sites according to a country's population, area or per capita income. The paper reveals the facts but refrains from judging whether the existing distribution is appropriate or not. This task must be left to the discussion in the World Heritage Convention.

The UNESCO World Heritage List contains the 900 most treasured Sites of humanity's culture and landscapes. The World Heritage List is beneficial where heritage sites are undetected, disregarded by national decision-makers, not commercially exploitable, and where national financial resources, political control and technical knowledge for conservation are inadequate. Alternatives such as the market and reliance on national conservation list are more beneficial where the cultural and natural sites are already popular, markets work well, and where inclusion in the List does not raise the destruction potential by excessive tourism, and in times of war or by terrorists.

The conservation of old Sanaa is a major cultural heritage initiative that began in the 1980's under the auspices of UNESCO; it continues today, led by local agencies and actors. In contrast to other parts of the world where conservation was introduced at a later date to remediate the effects of modernization, in Yemen the two processes have been more or less concurrent. Collection of papers on the cultural and social aspects of India and Iran

This report describes the operation of the UNESCO Convention and H.R. 901, legislation which would give Congress a role in designating any new U.S. national parks and monuments of world significance added to the World Heritage List, a UNESCO administered list established by the 1972 World Heritage Convention. Sponsors of the bill are concerned that designation of a U.S. site to the U.N. list, which is currently done under Executive Branch authority, does not protect the rights of private property owners or the States. The Administration and opponents of the bill argue that the designation has no effect on property rights and does not provide the United Nations with any legal authority over U.S. territory.
