After regaining its independence in 1918, Poland faced a number of security challenges. The most important of these was survival in the face of revisionist steps taken by aggressive neighbours, including Germany and the USSR. One important aspect of this threat was to determine the risk of the Weimar Republic unleashing chemical warfare against the Second Republic. In order to cope with this intelligence task, the Second Department of Polish General Staff developed a number of instructions whose structure and internal logic is comparable to the indicator analysis technique developed only 60 years later by the American Intelligence Community. On the basis of material preserved in the State Archive in Gdańsk and contemporary textbooks on information analysis techniques, it is shown how officers of Polish military intelligence, decades before the method of indicator analysis was formalised, developed their own way, which is essentially identical to it. This demonstrates the remarkable innovation and organisational capacity of the newly forming intelligence service of the reborn state.

The aim of this article is to present the issue of special criminal law protection of the President of the Republic of Poland. With reference to pre-war legislation, Article 134 of the Criminal Code was analysed, which criminalises behaviour constituting an attempt on the life of the President of the Republic of Poland, who, perceived not as a specific person but as an entity embodying the majesty of the Republic of Poland, is one of the main guarantors of the efficient and undisturbed functioning of the state organism. An assassination attempt on the holder of this office may be the beginning of both internal and external destabilisation of the state, and the threat to its security appears already at the moment of preparation to commit this crime. While the author of the article does not deny that this provision also strengthens the protection of this person's life and health, he recognises that this is an incidental object of protection. The article presents arguments in favour of the criminalisation of any behaviour bearing the features of preparation for the crime of an attempt on the life of the President of the Republic of Poland, following the example of the authors of the Criminal Code of 1932.

Celem artykułu jest próba przybliżenia zjawiska społecznej radykalizacji w Niemczech w obliczu pandemii COVID-19 oraz rekonstrukcja sposobów analitycznego rozpoznania nowego fenomenu socjopolitycznego przez wewnątrzkrajowe cywilne służby wywiadowcze (Federalny Urząd Ochrony Konstytucji oraz landowe urzędy ochrony konstytucji). Powstanie spontanicznego ruchu społecznego przeciwników obostrzeń sanitarnych, antyszczepionkowców i negacjonistów pandemii koronawirusa doprowadziło do radykalizacji coraz szerszych grup społecznych. Zjawisko to stało się przedmiotem ustawowego zainteresowania wewnątrzkrajowych służb wywiadowczych, w tym kontroli operacyjnej dotyczącej najbardziej radykalnych członków i grup tego ruchu.
Querdenker. New social movement under observation by German constitutional protection authorities in context of COVID-19 pandemic
The objective of this article is to bring a closer look into the processes of social radicalisation which are the concomitant of COVID-19 pandemics in Federal Republic of Germany. Furthermore, the author is trying to reconstruct the procedures of recon analytics taken by internal civil counterintelligence services in federal states of Germany. Nascent of grassroots movements united against COVID-19 restrictions, obligatory vaccination and general questioning of COVID-19 pandemic, has led to inscribe mentioned groups onto the official agenda of internal civil intelligence services ditto provide measures of operational reconnaissance related to these groups.

Open-source intelligence (OSINT) poses a threat to the information security system in an organisation (business, armed forces) and even in a whole state. The aim of the article is to provide an overview of this issue, to present the threats posed by open source intelligence and to identify ways of countering them. The theoretical part is complemented by a practical case study and confirms the hypotheses: gathering information from the open sources is possible, but it does not always allow for a comprehensive intelligence product. Moreover, the information security management minimises the risk of collecting data from the open sources. The second part provides recommendations and proposes a universal model of information security management in an organisation.

Po odzyskaniu niepodległości w 1918 r. Polska stanęła przed wieloma wyzwaniami związanymi z zapewnieniem sobie bezpieczeństwa. Najważniejszym z nich było przetrwanie w obliczu rewizjonistycznych kroków podejmowanych przez agresywnych sąsiadów, w tym Niemcy i ZSRR. Jednym z istotnych aspektów tego zagrożenia było określenie ryzyka rozpętania przez Republikę Weimarską wojny chemicznej przeciwko II Rzeczpospolitej. W celu poradzenia sobie z tym zadaniem wywiadowczym Oddział II SG WP opracował wiele instrukcji, których struktura i wewnętrzna logika jest porównywalna z techniką analizy indykatorów rozwiniętą dopiero 60 lat później przez amerykańską wspólnotę wywiadowczą. Na podstawie materiałów zachowanych w Archiwum Państwowym w Gdańsku oraz współczesnych podręczników dotyczących technik analizy informacji przedstawiono, jak oficerowie polskiego wywiadu wojskowego na dekady przed sformalizowaniem metody analizy indykatorów opracowali własny sposób, który w zasadzie jest z nią tożsamy. Dowodzi to niezwykłej innowacyjności i zdolności organizacyjnych formującej się dopiero służby wywiadowczej odrodzonego państwa.

Imperialna polityka zagraniczna Federacji Rosyjskiej spowodowała poważne zmiany w architekturze bezpieczeństwa Europy Środkowo-Wschodniej. W artykule zostały przytoczone wyniki badań zrealizowanych w latach 2019–2020 metodą sondażu diagnostycznego za pomocą techniki wywiadu eksperckiego. Wzięło w nich udział 11 ekspertów w dziedzinie bezpieczeństwa i obronności. Przedmiotem badań były zagrożenia generowane przez Rosję w związku z jej ekspansywną polityką zagraniczną wobec Ukrainy i państw bałtyckich, a także ich wpływ na bezpieczeństwo Polski w perspektywie strategicznej. Na podstawie wyników tych badań oraz analizy literatury zostały opracowane trzy scenariusze (destabilizacyjny, poszerzania strefy wpływów i izolacyjny) dotyczące możliwych działań podejmowanych przez Federację Rosyjską w Polsce i wobec Polski.
The foreign policy of the Russian Federation as a source of threats to the Baltic states and their impact on the security of Poland
The imperial foreign policy of the Russian Federation has led to extensive changes in the security architecture of Central and Eastern Europe. In the article the results of studies were cited. Studies were carried out in the years 2019-2020, by the method of a diagnostic survey using the technique of expert interview. Eleven experts in the field of security and defense participated in the research. The threats generated by Russia in connection with its expansive foreign policy towards Ukraine and Baltic states and their impact on the security of Poland were the subject of the research. On the basis of the results of these studies and literature review, three scenarios were developed (destabilizing, expanding the sphere of influence and isolation) which concern possible actions taken by the Russian Federation in Poland and towards Poland.

Sharp power – introduction to the issue
The aim of the article is an attempt to define the sharp power strategy, present characteristic ways of its employment and propose methods of minimizing its negative consequences for the security of the Republic of Poland. The analysis of the issues related to the types of state power (soft power, hard power, smart power) is followed by a coherent definition of sharp power formulated by the authors of the publication. The consecutive section of the article describes examples of methods of implementing the aforementioned strategy of influencing participants of international relations. Finally, the authors presented proposals for institutional and legal solutions, which are to counteract potential sharp power moves aimed at undermining the security and international position of the Republic of Poland.
Celem artykułu jest próba zdefiniowania strategii sharp power, przedstawienie charakterystycznych sposobów jej zastosowania oraz zaproponowanie metod minimalizowania jej negatywnych skutków dla bezpieczeństwa Rzeczpospolitej Polskiej. Po przeanalizowaniu problematyki związanej z rodzajami potęgi państwa (soft power, hard power, smart power) autorzy publikacji sformułowali koherentną definicję sharp power. W dalszej części artykułu opisano przykładowe metody realizacji wspomnianej strategii oddziaływania na uczestników stosunków międzynarodowych. Na koniec autorzy przedstawili propozycje rozwiązań instytucjonalno-prawnych, których zadaniem jest przeciwdziałanie potencjalnym posunięciom z zakresu sharp power ukierunkowanym na zachwianie bezpieczeństwem i pozycją międzynarodową RP.

Celem artykułu jest przedstawienie problematyki szczególnej prawnokarnej ochrony Prezydenta Rzeczypospolitej Polskiej. W nawiązaniu do przedwojennego ustawodawstwa został poddany analizie art. 134 Kodeksu karnego, kryminalizujący zachowania będące zamachem na życie Prezydenta Rzeczypospolitej Polskiej, który postrzegany nie jako konkretna osoba, lecz jako podmiot uosabiający majestat Rzeczypospolitej Polskiej jest jednym z głównych gwarantów sprawnego i niezakłóconego funkcjonowania organizmu państwowego. Zamach na osobę sprawującą ten urząd może być początkiem zarówno wewnętrznej, jak i zewnętrznej destabilizacji państwa, a zagrożenie jego bezpieczeństwa pojawia się już w momencie przygotowań do popełnienia tego przestępstwa. Autor nie neguje przy tym faktu, że ten przepis wzmacnia także ochronę życia i zdrowia tej osoby, uznaje jednak, że jest to uboczny przedmiot ochrony. W artykule przedstawiono argumenty przemawiające za penalizacją wszelkich zachowań noszących znamiona przygotowania do zbrodni zamachu na życie Prezydenta Rzeczypospolitej Polskiej wzorem twórców Kodeksu karnego z 1932 r.
