This speech was given by Mr. Mayfield while running for re-election to the office of State Superintendent of Education. He gives evidence and reasons that he should be re-elected. He also talks about his future plans for if he does get re-elected.
Abstract: Education in the prison environment can have signifcant educational and behavioural outcomes in spite of the authoritarian nature of the regime, but to achieve either, a link must be established between the academic content of the programme and the realm of action. Three arguments, one political, one theoretical and the last educational, are advanced for the institution of democratic practices and a democratic ideology (though not necessarily a democratic pedagogy) within the prison education programme. Based on an experience in British Columbia, formal and informal democratic practices are seen as enhancing notions of citizenship, encouraging personal maturation and development, and deepening the impact of the educational content.
This paper investigated the utilization of electronic instructional materials on secondary school three (SS3) biology students in Calabar, Education Zone Cross River State, Nigeria. The study adopted Expost facto-research design. A hypothesis was formulated to guide the study, and relevant literature reviewed in line with the purpose of the study. A sample of 490 students was used for the study. A checklist and achievement test were instruments used for data collection. Data generated were analyzed using one-way analysis of variance and tested at 0.05 level of significance. The findings showed that utilization of electronic instructional materials significantly influence students' academic achievement in biology. Based on the findings, it was recommended among others that government should ensure effective distribution of electronic types of instructional materials to all public secondary schools presenting candidates for SSCE and NECO to enhance effectual teaching and learning of biology.Keywords: academic achievement, biology, electronic instructional materials, students

This research work is on the impact of school community relation and development of secondary education in Sagbama Local Government Area Bayelsa State Nigeria. A survey design was adopted for this research work. A twelve item questionnaire was adopted as the main instrument for data collection of the study. This instrument was carefully administered to a sampled population of 1200 students from 20 secondary schools within the Sagbama Local Government Area. Three research questions were raised for the study. The reliability of the instrument was further determined by applying reliability test and chronbach alpha co-efficient value of 0.73 was realized showing the instrument as reliable for the study. Findings from the research show that the role of the community influences development of facilities in secondary schools within the community and also that community involvement opportunities contributes to the development of secondary schools in Sagbama LGA.
It is impossible to imagine modern life without education. It allows a person to learn something new, to know the reality around, to realize their abilities, to reveal their talents, to find a vocation in life. Education is not only the process of learning new information, but it is also the upbringing and development of the individual, their exposure to the world and national culture, the formation of a certain system of values. Currently, there are several problems in education, like in any other public sphere, that cause active discussion in society and require resolution at the legislative level. This article presents a legal study of spiritual education, taking into account its legal regulation and implementation in Russia at the present stage. The authors of the article consider the most important aspects of the implementation of the right to spiritual education in Russia and conduct a comparative legal analysis of the Russian legislation on spiritual education. The article considers the types of educational organizations that provide religious education and their educational programs, describes the foreign experience of religious education, and conducts a systematic analysis of educational standards of higher education. The authors identify current problems in the field of organization and implementation of religious education, give recommendations for their solution, and indicate areas for improving legislation on religious education. It is concluded that the introduction of subjects teaching religion in educational institutions is legal in compliance with the principle of voluntary choice of education.

The quality and availability of labour is important for the performance of ports. In sights from cluster theories are relevant for analysing training and education in ports, as ports can be regarded as clusters. In general, labour in clusters is relatively mobile, education services in clusters are relatively good and employees have a high willingness to invest in specific skills. However, skilled and talented labour still may be scarce, especially in regions with tight labour markets. Thus, in many clusters, including port clusters, firms and governments actively aim to improve the quality of labour. This paper presents an analysis of these efforts of firms and governments to improve the quality of the labour force in three seaport clusters. In this paper the concept of a 'training and education regime' is presented as an approach to analyse efforts of firms and governments to improve the quality and availability of labour. Important results of three case studies include first, the observation that the quality of training and education regime differs substantially between clusters. Second, the presence of a regime manager in Rotterdam adds to the quality of Rotterdam's training and education regime. Such an organisation may be effective across countries and clusters. Finally, the presence of leader firms, willing to invest in training and education also improves an education regime.
