Concerns about the effects of global warming provide a strong case to consider how best nuclear power could be applied to marine propulsion. Currently, there are persistent efforts worldwide to combat global warming, and that also includes the commercial freight shipping sector. In an effort to decarbonize the marine sector, there are growing interests in replacing the contemporary, traditional propulsion systems with nuclear propulsion systems. The latter system allows freight ships to have longer intervals before refueling; subsequently, lower fuel costs, and minimal carbon emissions. Nonetheless, nuclear propulsion systems have remained largely confined to military vessels. It is highly desirable that a civil marine core not use soluble boron for reactivity control, but it is then a challenge to achieve an adequate shutdown margin throughout the core life while maintaining reactivity control and acceptable power distributions in the core. High-thickness ZrB(2) 150 μm Integral Fuel Burnable Absorber (IFBA) is an excellent burnable poison (BP) candidate for long life soluble-boron-free core. However, in this study, we want to minimize the use of 150 μm IFBA since B-10 undergoes an (n, α) capture reaction, and the resulting helium raises the pressure within the plenum and in the cladding. Therefore, we have considered several alternative and novel burnable BP design strategies to minimize the use of IFBA for reactivity control in this study: (Case 1) a composite BP: gadolinia (Gd(2)O(3)) or erbia (Er(2)O(3)) with 150 μm thickness ZrB(2) IFBA; (Case 2) Pu-240 or Am-241 mixed homogeneously with the fuel; and (Case 3) another composite BP: Pu-240 or Am-241 with 150 μm thickness ZrB(2) IFBA. The results are compared against those for a high-thickness 150 μm 25 IFBA pins design from a previous study. On March 18-20, 2019, AmaTerra Environmental, Inc. (AmaTerra) carried out an intensive survey, as described in 13 TAC 26.20 and defined in 13 TAC 26.5. Joel B. Butler acted as the principal investigator, Sara Parkin as field director, and Jessica Kenmore as field technician. 48 person-hours were expended during fieldwork, 17 shovel tests, and 10 backhoe trenches were excavated in support of the survey. Val Verde County, in cooperation with the Texas Department of Transportation (TxDOT) Laredo District proposes to widen and make improvements to Frontera Road from 109 linear feet (LF) south of the Union Pacific Railroad (UPRR) tracks to Aldrete Lane in the City of Del Rio in Val Verde County, Texas. This project is assigned CSJ no. 0922-11-032 and the archeological survey was carried out under Antiquities Permit 8733. The total project length is four kilometers (2.5 miles), with a total Area of Potential Effects (APE) of 27.3 acres including 3.9 acres of proposed temporary maintenance easement within property administered by the U.S. Department of Homeland Security (DHS) along the U.S. Border Fence. The remainder of the APE is entirely within existing road right-of-way (ROW). The project is subject to Section 106 of the National Historic Preservation Act (Section 106) and the Antiquities Code of Texas (ACT) because it will involve land to be controlled by a political subdivision of the State of Texas, with funding from the Federal Highway Administration (FHWA). During field investigations, 17 shovel tests and ten backhoe trenches were excavated, none of which contained archeological materials. No archeological sites were documented within the APE. One previously recorded site (412VV1714) was visited but not relocated. No further archeological work is warranted, and construction is recommended to proceedfor the project area. All land surveyed was located on publicly-owned property. No artifacts were collected during investigations. All notes and forms generated during fieldwork will be curated at the Texas Archeological Research Laboratory (TARL) in Austin.

This article is devoted to the intelligence activities of the Russian Embassy in Paris on the eve of and at the beginning of the war between Russia and France in 1812. The author has introduced into scholarly circulation a large set of unpublished documents stored in France's National Archives and the Archive ofthe Ministry of Foreign Affairs and has come to the following conclusions. On the eve of and beginning of the War of1812 the Russian Embassy in Paris, led by the 'brilliant' Prince A. B. Kurakin, played a very important role in the plan for Petersburg to obtain valuable information about the plans and operations ofthe adversary. Contrary to previous impressions, when the prince was depicted as a kind of 'dummy' or, in the best case, a 'cover' figure, convincing facts contained in French archive documents add a truly dramatic nuance to this historical personage. Possessing a political flair and extensive connections in Europe and the United States, Kurakin was able to quickly and precisely understand the true meaning of Napoleon's actions and words and to inform Petersburg about this in a timely fashion. The Russian Embassy in Paris was the main center for the collection and analysis of varied information that attested to the French leadership's sequential preparations for war against Russia. Despite the widespread opinion about the key role of Colonel A. I. Chernyshev in obtaining secret information about Napoleon's war machine, the true 'resident' in Paris was, nevertheless, Kurakin. Moreover, Chernyshev's ill-conceived and reckless actions threatened the embassy's fulfillment of its intelligence functions. However, despite the emergence of serious problems associated with the disclosure of the 'Chernyshev-Michel group', Kurakin continued to actively collect intelligence about both Napoleon's actions and plans and the domestic situation in France itself. Under conditions of the commencement of war between the two powers and his actually being a hostage, the prince did not cease his efforts to collect information and find methods for delivering it to the Russian leadership. © 2018 Taylor & Francis.

The national policy of the Bolsheviks in the 1920s was characterized by a high degree of conjuncture, subordination of its principles to the tasks of Soviet power formation. In the context of the civil war and the struggle for power, the national territories creation in the form of Soviet Autonomous republics and regions within the RSFSR, along with the support of national languages, political elites and culture, was considered by the leadership of the RCP(b) as an effective political mechanism for solving the problems of strengthening Soviet power in national areas. However, the proclamation of the Turkestan ASSR in May 1918 did not lead to the neutralization of the national issue in the region as the Bolsheviks expected. Political motives for strengthening Soviet power in Central Asia, combined with a low level of national consciousness and political activity of the indigenous population, allowed Moscow to hold a new stage of national division. National-territorial delimitation in Central Asia in 1924 is an example of recoding the process of national self — determination and subsequent registration of national identity from the Turkic national project, perceived as a threat to Soviet power, on existing in the region other levels of national identity. ; Национальная политика большевиков в 1920-е гг. отличалась высокой степенью конъюнктурности, подчинения ее принципов задачам строительства советской власти. В условиях Гражданской войны и борьбы за власть создание национальных территорий в форме советских автономных республик и районов в составе РСФСР, наряду с поддержкой национальных языков, политических элит и культуры, рассматривалось руководством РКП(б) как действенный политический механизм решения задач укрепления советской власти в национальных районах. Однако провозглашение Туркестанской АССР в мае 1918 г. не привело к нейтрализации национального вопроса в регионе, на что рассчитывали большевики. Политические мотивы укрепления советской власти в Средней Азии в совокупности с низким уровнем национального самосознания и политической активности коренного населения позволили Москве провести новый этап национального размежевания. Национально-территориальное размежевание в Средней Азии в 1924 г. — пример перекодирования процесса национального самоопределения и последующего оформления национального самосознания с тюркского национального проекта, воспринимавшегося как угроза советской власти, на существующие в регионе иные уровни национальной идентичности.

[EN] Gamma cameras are of great interest due to their high potential in the field of Nuclear Medicine Imaging. They allow for an early diagnosis of reduced size tumors, and also for a wide variety of preclinical studies with the aim of designing more effective treatments against cancer. In this work we propose a significantly improved multi-pinhole collimator gamma camera and perform a first Monte Carlo analysis of its characteristics. Maintaining the configuration of a multi-pinhole collimator with a high degree of overlapping (thus with a high sensitivity), we add a new element, an active septa, that besides acting as a collimator, is able to measure the impact coordinates of the incident photon. This way one is able to unambiguously identify through which pinhole any gamma ray passes before being detected. The result is a high sensitivity and resolution multi-pinhole gamma camera with an arbitrarily large field of view. As a consequence, the final reconstructed image does not suffer from the undesired artifacts or truncation associated to the multiplexing phenomenon. In this study we focus on the development of a system able to visualize in 3D tumors, nodes and metastasis in real time in the operating room with very low dose. Availability of parking is a very important infrastructure in the transportation system. On-street parking Is one of the causes of traffic congestion if its management is not appropriate. Basuki Rahmat Street is one of Bengkulu city's governmental centers, that's why on road parking conditions in Basuki Rahmat Street will be important to be researched and studied. The purpose of this study is to know about Basuki Rahmat Street performance and determine the level of traffic flow density due to the use of the road as a parking lot. Methods and techniques of data collectionare done directly in the field. From the results of the study for 4(Four) days of observations is obtained the data on the number of light vehicles (LV) by 52 % and 48 % of motorcycle. If seen from the side barriers, the contribution of parked vehicles on the percentage of side friction is 91% in Saturday, 0% in Sunday, 71% in Monday and 81% in Tuesday, and by reviewing the component of side friction is appearing that vehicles which parked in Basuki Rahmat Street area doesn't make the road's performance decreased. It can be seen from the value of the degree of saturation which is 0.38<0.75 as required by Indonesian Highway Capacity Manual. Actual average capacity of 4864.86 smp /hour for Saturday and Sunday,and 4782.96 smp / hour for Monday and Tuesday, This capacity value is smaller than the basic capacity of undivided two-lane road that is equal to 6000 smp /hour. It shows that Basuki Rahmat Street is still able to accommodate the traffic that passes through the road. Traffic conditions at peak hours at Basuki Rahmat Street is specified based on the degree of saturation (DS), that the performance on the road Basuki Rahmat for 4 days observations is at B level, which means that the flow is stable with moderate traffic volume and where the speed is begin to be restricted by the traffic condition, and the driver still free enough to choose the speed and lane road to be used.

The "PLATFORM" manufacturing ecosystem for pilot production of pre-commercial CNT-based nano-enabled products, consists of three pilot lines (PPLs) for the manufacture of buckypapers, doped prepregs and doped veils. The PPLs have been constructed with the ultimate goal to commercialize these products in the European market in 2020/2022.This goal requires having the PPLs in compliance with the applicable product safety regulation by that date (CE marking). The main EU regulation for new machinery (as the PPLs) is the Directive 2006/42/EC on Machinery (MD). This Directive sets out the general mandatory Essential Health and Safety Requirements (EHSRs) related to the design and construction of machinery, while particular technical specifications for fulfilling them are provided in European harmonized standards. Application of harmonized standards is voluntary but confers a presumption of conformity with the EHSRs they cover. The PPLs are unique machines for own use and must comply with the MD before they are put into service, in 2020/2022. But the MD does not provide specific EHSRs for nanosafety and no harmonized standards are available in this field for the safe design of the PPLs. In this context, this paper shows the standardization strategy followed by the project PLATFORM (GA 646307) to design the PPLs in compliance with the EHSR referred to the risks to health resulting from hazardous substances emitted by machinery (MD, Annex I, EHSR 1.5.13). In the absence of nanosafety harmonized standards to satisfy the aforementioned EHSR, the design and design verification of the PPLs were carried out through A & B - type harmonized standards (e.g. EN ISO 12100, EN ISO 14123-1/2), and other European and international standards. ; The projects PLATFORM and OASIS have received funding from the European Union's Horizon 2020 research and innovation programme, under grant agreements Nº 646307 and Nº 814581, respectively. Indonesia currently has Law Number 11 of 2012 concerning the Criminal Justice System for Children (UU-SPPA) to provide protection for children who need special protection such as child offenders, victims and witnesses. In fact, the implementation of the UU-SPPA actually only focuses on children as perpetrators. This not only shows that justice for children is still not upright especially for children who are victims of sexual violence. This is evident from the findings of a study conducted in 2019 entitled "The Effectiveness of the Convention on the Rights of the Child Victims of Sexual Violence". This study found that although Indonesia already has 2 government regulations governing the fulfillment of victims of sexual violence in the form of compensation and or restitution, none of the decisions of the Medan District Court and Lubuk Pakam contain the rights of victims. The decisions of the Medan District Court and Lubuk Pakam throughout 2018 were oriented towards providing penalties for the perpetrators. The two Government Regulations which are guidelines for implementing the Law are (a) Government Regulation of the Republic of Indonesia Number 7 of 2018 concerning Provision of Compensation, Restitution and Assistance to Witnesses and Victims; and (b) Government Regulation of the Republic of Indonesia Number 43 Year 2017 Concerning Implementation of Restitution for Children Who Are Victims of Criminal Acts. These two Government Regulations are the basic ingredients for the implementation of the 2019 Mandatory Servant Lecturer service dedication. This situation is the basis of community service in two districts namely Medan Baru and Medan Sunggal. Law Enforcement Officials (APH) in this case the police and the community not only obtain new information about victims' rights but also increase their awareness to guarantee the rights of children victims of sexual violence are requested in legal proceedings for perpetrators. Furthermore, the Police and the community hope that the information on these two Government Regulations can be continued both by the Regional Government Organization (OPD) and other institutions such as the Civil Society Organization (CSO) in Medan.

The IGNIR collaboration between Italy and Russia is centred on the construction of the core of the Ignitor machine in Italy and its installation and operation within the Triniti site (Troitsk). A parallel initiative has developed that integrates this programme, involving the study of plasmas in which high-energy populations are present, with ongoing research in high-energy astrophysics, with a theory effort involving the National Institute for High Mathematics, and with INFN and the University of Pisa for the development of relevant nuclear and optical diagnostics. The construction of the main components of the machine core has been fully funded by the Italian Government. Therefore, considerable attention has been devoted towards identifying the industrial groups having the facilities necessary to build these components. An important step for the Ignitor programme is the adoption of the superconducting MgB2 material for the largest poloidal field coils (P14) that is compatible with the He-gas cooling system designed for the entire machine. The progress made in the construction of these coils is described. An important advance has been made in the reconfiguration of the cooling channels of the toroidal magnet that can double the machine duty cycle. A facility has been constructed to test the most important components of the ICRH system at full scale, and the main results of the tests carried out are presented. European sea bass is highly affected by outbreaks of viral nervous necrosis disease, provoked by the nervous necrosis virus (NNV). This virus displays a positive-sense RNA genome composed of two segments, RNA1, encoding the viral polymerase; and RNA2, encoding the capsid protein. Two genotypes of NNV have been detected in sea bass, although showing different virulence: RGNNV is highly virulent, whereas SJNNV replicates in sea bass brain without causing clinical signs. In the present work, the comparative analysis of the European sea bass immune response against both genotypes has been performed. The immune response has been evaluated in brain and head kidney of infected sea bass by relative real-time PCR of genes involved in the type I interferon system, and genes related to inflammatory and adaptive responses. In addition, a serological study, consisting of the ELISA quantification of IgM in sera, was also performed. The transcription analyses point out the importance of IFN system to control betanodavirus infections. The results obtained showed a strong induction of ifn-I, mxA, isg15 and isg12 in both organs analysed, especially in response to RGNNV. However, the response was quicker in head kidney of SJNNV inoculated sea bass, suggesting that this genotype induces a more rapid systemic response. Regarding the inflammatory response, RGNNV triggered a strong transcription of proinflammatory genes in brain, which provides evidences about the importance of the inflammatory process in NNV infection. Thus, the massive inflammatory process may be responsible for the eventual damage in nervous tissues, which would lead to fish dead. Finally, the high values of tr-g and mhc-b mRNA recorded in brain and the high IgM titer in sera, which was higher in SJNNV-inoculated fish, suggest that the adaptive response constitutes another important factor in the sea bass immune response against betanodaviruses, both at systemic and at local level. ; Universidad de Málaga. En este artículo se describen las transformaciones recientes en la composición de la población extranjera residente en la Costa Blanca y su diferenciación residencial. Se realiza un análisis temporal de quince años y se utilizan diferentes fuentes para caracterizar a distinta escala geográfica los patrones de localización y segregación de los extranjeros según las principales nacionalidades y el precio medio por metro cuadrado de la vivienda. Se consideran los municipios de Torrevieja y Benidorm como modelos de referencia en cuanto a la existencia de diferentes tipologías urbanas y por la presión inmobiliaria que han registrado en los últimos años. Los resultados manifiestan que a escala provincial existe una ligera relación positiva entre precios elevados de la vivienda y presencia de población extranjera. A escala inframunicipal la diferenciación residencial de los extranjeros se asocia más con la disponibilidad de una oferta más numerosa de viviendas que con el precio de venta. ; This paper describes the recent transformations in the composition of the foreign nationals residing in the Costa Blanca and explores its residential differentiation. A longitudinal analysis of fifteen years is carried out based on multiple sources in order to characterize at different geographic scale patterns of location and segregation of foreigners according to the main nationalities and to average housing price per square meter. The municipalities of Torrevieja and Benidorm are considered as reference models in terms of the existence of different urban typologies and of the real estate pressure they have registered in recent years. The results show that there is at the provincial level a slight positive relationship between high house prices and the presence of foreign population. In April 2018, the U.S. implemented a "zero-tolerance" immigration policy that would lead to the separation of more than 2,000 migrant families over the following months. By that summer, the policy and resultant family separations had generated a media storm that swept up the public. In early June, the government announced its consideration of DNA testing to aid in the detection of human trafficking in immigration contexts. Later that month, as the government retracted the child separation policy, the public began questioning how children and adults would be reunited and discussing the potential usefulness of DNA testing for those reunifications. Then in early July, the government announced that DNA testing was indeed being used, and by mid-month the public's outrage over the use of DNA was strong. We set out to examine the public dialogue on DNA testing—including misunderstandings and miscommunications—both in newspaper coverage and on Twitter in the 2-month summer period of 2018, at the height of public discussion of migrant family separations and then reunifications. We performed database searches identifying 263 newspaper articles and used Twitter's advanced search function identifying 153 Tweets containing discussion of the use of DNA for migrant family reunification. Upon the resulting sources, we performed content analysis, analyzing for slant on the immigration policy and the use of DNA tests using a combination of open and closed codes. Our analysis showed that perspectives on the use of DNA diverged in connection with perspectives on the immigration policy, and that there was a contrast among the cohorts in the stated utility of DNA testing. These findings offer insight into a) how DNA testing in a highly politicized immigration context was represented in media coverage and b) the public's understanding of the role that DNA testing could or should play in immigration. By detailing the role that comments from experts, stakeholders, and the public played in these discussions, we hope to provide lessons for communications with the public about future non-medical applications of genetic technologies.

Η ανάγκη αλλαγών στην Ελλάδα της κρίσης έχει καταστεί κοινός τόπος στο δημόσιο λόγο τόσο στην Ελλάδα όσο και στην Ευρώπη. Η παρούσα έρευνα επικεντρώνεται σε συνεντεύξεις με Έλληνες πολίτες και επιδιώκει να διερευνήσει τους τρόπους με τους οποίους αυτοί συζητούν για α) την εφικτότητα της κοινωνικής αλλαγής και β) κατασκευάζουν κατηγορίες φορέων κοινωνικής αλλαγής. Τα δεδομένα προέρχονται από 10 ημιδομημένες συνεντεύξεις με Έλληνες πολίτες ηλικίας 25-45 ετών, οι οποίες αναλύθηκαν με ερμηνευτική θεματική ανάλυση. Η ανάλυσή μας έδειξε ότι σε όλες τις συνεντεύξεις η κοινωνική αλλαγή κατασκευάστηκε ως απαραίτητη. Ωστόσο, ενώ σε κάποιες περιπτώσεις παρουσιαζόταν ως ένας εφικτός στόχος, σε ορισμένες άλλες αντιμετωπιζόταν ως ανέφικτος. Ως προς τις κατηγορίες των φορέων της αλλαγής, η ανάλυση έδειξε ότι αυτές οι κατηγορίες περιλάμβαναν είτε τους πολιτικούς αρχηγούς είτε τους Έλληνες πολίτες που δρουν ατομικά ή συλλογικά. Στη συζήτηση των αποτελεσμάτων υποστηρίζεται ότι η επικέντρωση στον καθημερινό λόγο, μπορεί να συμβάλει στον διάλογο που αναπτύσσεται στο χώρο της κοινωνικής ψυχολογίας για τους φορείς και τους παράγοντες της κοινωνικής αλλαγής και της κοινωνικής σταθερότητας. ; The need for changes in crisis-ridden Greece has become a common-place imperative in public discourse both in Greece and in Europe. Focusing on interviews with Greek citizens, this study attempts to explore the ways in which laypeople discuss a) the feasibility of social change and b) construct categories of social change agents. Data were drawn from 10 semistructured interviews with Greek citizens aged 25-45, and they were analyzed using interpretive thematic analysis. From our analysis, it appeared that in all interviews social change was constructed as a necessity. Nevertheless, while in some cases it was presented as a feasible objective, in others it was treated as unattainable. Regarding the categories of agents that either obstruct or should undertake actions for change, the analysis showed that these categories either included political leaders or the Greek people through their individual or collective action. The discussion suggests that focusing on everyday discourse can contribute to the sociopsychologicaldebates about the agents and factors of social change and social stability.

Maqui (Aristotelia Chilensis) berry features a unique profile of anthocyanidins that includes high amounts of delphinidin-3-O-sambubioside-5-O-glucoside and delphinidin-3-O-sambubioside and has shown positive effects on fasting glucose and insulin levels in humans and murine models of type 2 diabetes and obesity. The molecular mechanisms underlying the impact of maqui on the onset and development of the obese phenotype and insulin resistance was investigated in high fat diet-induced obese mice supplemented with a lyophilized maqui berry. Maqui-dietary supplemented animals showed better insulin response and decreased weight gain but also a differential expression of genes involved in de novo lipogenesis, fatty acid oxidation, multilocular lipid droplet formation and thermogenesis in subcutaneous white adipose tissue (scWAT). These changes correlated with an increased expression of the carbohydrate response element binding protein b (Chrebpb), the sterol regulatory binding protein 1c (Srebp1c) and Cellular repressor of adenovirus early region 1A–stimulated genes 1 (Creg1) and an improvement in the fibroblast growth factor 21 (FGF21) signaling. Our evidence suggests that maqui dietary supplementation activates the induction of fuel storage and thermogenesis characteristic of a brown-like phenotype in scWAT and counteracts the unhealthy metabolic impact of an HFD.
