Auch wenn der russische Staatschef Wladimir Putin bei Gesprächen mit der Ukraine keine Zustimmung für den Sieben-Punkte-Plan erhielt, war dies ein Zeichen der Verständigung in der andauernden Krim-Krise von 2014. Trotz der Zusammenkunft stockt das ukrainische Verteidigungsministerium ihr Budget weiter auf. Da der Staat jedoch in Folge der geopolitischen Unruhen in eine Rezession gelangte und bankrott ist, sollen nun weitere Etaterhöhungen durch den Internationalen Währungsfonds getragen werden. Die bisherigen Zahlungen von 17 Milliarden Dollar seien wegen des anhaltenden Krieges bis nächstes Jahr nicht ausreichend. Durch die Einhaltung der bisher gestellten Auflagen des IWF1, sind weitere finanzielle Unterstützungen für Ukraine bis zu zwei Milliarden Dollar möglich. Bereits in der Mexiko- und Asienkrise kurz vor der Jahrtausendwende fungierte jene internationale Organisation als Kreditgeber. Die Konsequenzen der wirtschaftlichen Beihilfe in Verbindung mit den gestellten Auflagen für die einzelnen Staaten, wurden in der Fachschaft der Wissenschaftler konträr aufgenommen und bilden das Kernthema der vorliegenden Arbeit.

The International Court of Justice as the main judicial body of the United Nations has had several occasions to rule on human rights aspects. It did so in an advisory manner, but also in legal proceedings. Thus, in its numerous decisions, it had the opportunity to point out that respect for human rights is an international obligation binding on all States. In the context of the Court's interventions in the field of human rights, a number of assessments can be made as to their impact both on States, on international organisations and institutions or on the international community in general. Therefore, what assessment can we make of the role of the International Court of Justice in protecting human rights? "This book presents a systematic analysis of the notion of control in the law of military occupation. The work demonstrates that in present-day occupations, control as such occurs in different forms and variations. The polymorphic features of occupation can be seen in the way states establish control over territory either directly or indirectly, and in the manner in which they retain, relinquish or regain it. The question as to what level and type of control is needed to determine the existence and ending of military occupation is explored in great detail in light of various International Humanitarian Law instruments. The book provides an anatomy of the required tests of control in determining the existence of military occupation based on the law. It also discusses control in relation to occupation by proxy and when and how the end of control over territory occurs so that military occupation is considered terminated. The study is informed by relevant international jurisprudence. It draws on numerous pertinent case studies from all over the world, various reports by different UN entities and other international organisations, as well as legal doctrine"--
