The article discusses the effectiveness of tax incentives for regulation of the level of foreign direct investment inflows (FDI) and outflows in the economy. Theoretically, changes in tax levels should influence both the profitability of investment projects and companies' choice of locations for their production units. At the same time, transfer pricing opportunities in the world economy may neutralize the effects of tax changes on the level of countries' FDI inflows and outflows. The aim of the research is to study empirically the influence of tax levels in countries on bilateral FDI flows. Methodologically, this study relies on regression analysis. Two variables indicating the tax level of the economy are used: the share of total taxes on income, profits and capital gains and share of taxes and social contributions in total government revenues. The database includes observations over 71 recipients and 91 home countries in 2001–2016. The gravity approach is applied to construct the econometric model while the Poisson pseudo maximum likelihood method is used to derive unbiased estimates. The main results of the research are as follows. First, there is a negative relationship between the tax burden and level of FDI inflows to the country. Second, higher taxes lead to an increase in FDI outflows only in the countries with relatively low taxes, while in countries with relatively high taxes the opposite dependence is observed. Third, vertical (efficiency-seeking) FDI are much more sensitive to the level of taxes in the recipient country compared with horizontal (market-seeking) FDI. We have not found any evidence for the positive influence of tax differentials on bilateral FDI. The conclusion is made that tax regulation measures may be an efficient instrument for stimulating FDI inflows to the national economy.For citationDrapkin I.M. База данных включает наблюдения над 71 страной-импортером и 91 страной-экспортером ПИИ за период 2001–2016 гг. В основе построения эконометрической модели лежит гравитационный подход. Для получения несмещенных оценок используется метод псевдомаксимального правдоподобия Пуассона. В рамках исследования получены следующие основные результаты. Во-первых, уровень налогов в стране-импортере ПИИ обратно пропорционален объему поступающих в страну прямых иностранных инвестиций. Во-вторых, рост уровня налоговой нагрузки ведет к росту объемов оттока ПИИ из страны только для группы стран с относительно низким уровнем налогообложения, для группы стран с высоким уровнем налогообложения наблюдается обратная зависимость. В-третьих, вертикальные (ориентированные на рост эффективности) ПИИ являются гораздо более чувствительными к уровню налогообложения в экономике-реципиенте по сравнению с горизонтальными (ориентированными на внутренний рынок страны) ПИИ. В-четвертых, гипотеза о положительном влиянии разницы в уровне налогообложении стран на потоки ПИИ между ними не получила эмпирического подтверждения. Thanks to their internal consistency. DSGE models, built on microecoc behavor, have become prevalenl for business cycle and policy analysis in institutions. The recent crisis and governments' concern about persistent unemployment advocate for mechanism, capturing imperfect adjustments in credit and labor markets. However, popular models such as the one of Smets and Wouters (2003-2007), although unsophisticated in their representation of these markets, are able to replicate the data as well as usual econometric tools. It is thus necessary to question the benefits of including these frictions in theoretical models for operational use.ln this thesis, I address this issue and show that microfounded mechanisms specifiç to labor and credit markets can significantly alter the conclusions based on the use of an estimated DSGE model, fom both a positive and a normative perspective.For this purpose, I build a two-country model of France and the rest of the euro area with exogenous rest of the world variables, and estimate it with and without these two frictions using Bayesian techniques. By contrast with existing models, I propose two improvements of the representation of labor markets. First, following Pissarides (2009), only wages in new jobs are negotiated by firms and workers, engendering stickiness in the average real wage. Second, I develop a set of assumptions to make labor market participation endogenous and unemployment involuntary in the sense that the unemployed workers are worse-off that the employed ones. Yet, including this setup in the estimated model is left for future research.Using the four estimated versions of the model, I undertake a number of analyses to highlight the role of financial and labor market frictions : an historical shock decomposition of fluctuations during the crisis, the evaluation of several monetary policy rules, a counterfactual simulation of the crisis under the assumption of a flexible exchange rate regime between France and the rest of the euro area and, lastly, the simulation of social VAT scenarios. ; L'utilisation de modèles DSGE, construits à partir de comportements micro-fondés des agents économiques, s'est progressivement imposée aux institutions pour l'analyse macroéconomique du cycle d'affaires et l'évaluation de politiques, grâce à leur cohérence interne. La crise financière récente et la préoccupation que représente la persistance du chômage à un niveau élevé plaident en faveur de modèles qui tiennent compte des ajustements imparfaits de l'offre et de la demande sur les marchés du crédit et du travail. Pourtant, des modèles relativement rudimentaires dans leur représentation de ces marchés, comme celui de Smets et Wouters (2003-2007), reproduisent aussi bien les données que des modèles économétriques usuels. On peut donc légitimement s'interroger sur l'intérêt de prendre en compte ces frictions dans la spécification des modèles théoriques destinés à l'analyse économique opérationnelle. Dans cette thèse, je réponds à cette question en montrant que l'inclusion de mécanismes microfondés, spécifiques aux marchés du crédit et du travail peut modifier très significativement les conclusions obtenues à partir d'un modèle DSGE estimé, tant d'un point de vue positif que normatif. Pour cela, je construis un modèle à deux pays de la France et du reste de la zone euro, avec un reste du monde exogène, et l'estime avec et sans ces deux frictions, en utilisant une approche hayésienne. Par rapport aux modèles existant dans la littérature, je propose deux améliorations à la spécification du marché du travail. Premièrement, suivant Pissarides (2009), le salaire réel moyen est rendu rigide en supposant que seuls les nouveaux employés renégocient leur rémunération. Deuxièmement, le taux de participation sur le marché du travail est rendu endogène et le chômage involontaire, dans le sens où le bien-être des chômeurs est inférieur à celui des employés. L'inclusion de ce dernier mécanisme dans le modèle estimé fera cependant I'objet de travaux futurs.Afin de mettre en évidence les effets des frictions sur les marches du crédit et du travail, je soumets les quatre versions estimées du modèle à plusieurs exercices: une analyse en contributions des chocs structurels pendant la crise. L'évaluation de différentes règles de politique monétaire, la simulation contrefactuelle de la crise sous l'hypothèse d'un régime de change flexible entre la France et le reste de la zone euro et, enfin. la simulation de variante de TVA sociale.

Предмет/тема. В современных условиях развития Центрального федерального округа (ЦФО) все более актуальной становится задача определения внутренних резервов социально-экономического развития. Ее решение неразрывно связано с разработкой новых подходов к определению структуры, сущности, а также методов оценки социально-экономического потенциала округа. Данная задача может быть решена только с помощью реализации научно-обоснованной социально-экономической политики федерального округа на разных уровнях экономики (федеральном, региональном, муниципальном). Цели/задачи. Целью исследования является разработка и апробация теоретического и методического инструментария оценки социально-экономического потенциала ЦФО. Для ее достижения были поставлены следующие логически взаимосвязанные задачи: 1) выявить сильные и слабые стороны различных подходов к анализу и оценке социально-экономического потенциала ЦФО; 2) разработать отвечающую современным требованиям методику оценки социально-экономического потенциала округа. Методология. В настоящей работе с помощью эконометрических методов проанализированы различные подходы к анализу и оценке социально-экономического потенциала ЦФО, составлен рейтинг областей округа на основе объективных показателей качества жизни. Результаты. Анализ результатов проведенного исследования показал, что в большинстве административных единиц ЦФО имеются проблемные черты с негативным влиянием на качество жизни населения округа. Решение вопросов, на которые они указывают, представляется первоочередной задачей для улучшения социально-экономической ситуации. Обсуждение/применение. Предложенные в статье рекомендации по разработке и применению методического инструментария оценки социально-экономического потенциала Центрального федерального округа могут быть использованы на всех уровнях власти для модернизации важнейших социально-экономических процессов. Выводы/значимость. Сделан вывод о том, что в современных условиях методологические вопросы оценки экономического, социального, финансового, природно-ресурсного потенциалов областей ЦФО имеют важное значение, с одной стороны, для проведения активной федеральной политики, направленной на укрепление экономической и политической целостности страны, а с другой для определения самостоятельного экономического статуса каждого субъекта РФ. ; Importance The contemporary circumstances of the development of the Central Federal District make the issue of determining internal resources of socio-economic development even more important. To solve this issue, it is necessary to devise new approaches to determining the structure, substance of, and methods for evaluating the socio-economic potential of the District. It may be achieved only if the Central Federal District implements the scientifically proven and socio-economic policies at various economic levels (federal, regional and municipal). Objectives The research pursues developing and testing theoretical and methodological tools for evaluating the socio-economic potential of the Central Federal District. The following logically consistent objects have been set: to identify strengths and weaknesses of various approaches to analyzing and evaluating the socio-economic potential of the Central Federal District; to develop the appropriate methods for evaluating the socio-economic potential of the District. Methods Using econometric methods, this research reviews various approaches to analyzing and evaluating the socio-economic potential of the Central Federal District and ranks the regions of the District on the basis of unbiased indicators of the standard of living. Results As the analysis of the research results shows, the majority of administrative units in the Central Federal District have some weaknesses that affect the standard of living of the population. Solving the respective issues and challenges should be a priority goal to improve the socio-economic situation. Conclusions and Relevance I conclude that, under the current circumstances, evaluation of the economic, social, financial and natural resource potential of the Central Federal District is of high significance, on the one hand, to implement the active federal policies aimed at strengthening the economic and political integrity and consistency of the country, and, on the other hand, to help each constituent entity of the Russian Federation determine its own economic status. The proposed recommendations for developing and applying the methodological tools for evaluating the socio-economic potential of the Central Federal District may prove helpful at each tier of authority in order to modernize the crucial socio-economic processes.

The doctrine of free trade has promoted the creation of a multilateral framework in 1947 with the General Agreement on Tariffs and Trade (GATT) and then with the World Trade Organization (WTO) in 1995. Multilateral trade negotiations under the GATT and the WTO have resulted in a considerable reduction of tariffs worldwide. However, before the gradual reduction of tariffs, a strong increase in non-tariff barriers (NTBs) appeared.Indeed, the expansion of international trade and the expansion of multilateral trade rules to new areas previously protected, such as agriculture, services and intellectual property have led many countries to make more intensive use of non-tariff barriers, a way to overcome the " free-market " rule.These non-tariff barriers thus complement or replace tariffs and may reduce or cancel the value of tariff bindings. In addition, NTBs are twice as restrictive tariffs and imply a much more limited market access than tariffs. In addition, NTBs can take different forms, they do not have the same degree of restrictiveness and do not apply the same method. They vary across countries and products, and correspond to different objectives.This thesis aims to quantify non-tariff barriers and to assess their degree of restrictiveness on imports of Southern Mediterranean countries (MED) from the European Union (EU) in the framework of the Euro- Mediterranean integration. This research introduces two econometric models: the first model is an equation of "imports". It assesses the magnitude of non-tariff barriers applied by MED countries to the EU and other partners through the calculation of ad valorem tariff equivalents. The second model is a gravity equation. It considers the role of NTBs and trade costs in the EU -MED trade to achieve a more detailed analysis of the impact of NTBs and other barriers to trade, such as tariffs, transport costs, logistics performance as well as cultural proximity and institutional factors on the Euro- Mediterranean trade. ; La doctrine du libre-échange a favorisé la création d'un cadre multilatéral en 1947 avec l'accord général sur les tarifs douaniers et le commerce (GATT) puis avec l'Organisation Mondiale du Commerce (OMC) en 1995. Les négociations commerciales multilatérales sous l'égide du GATT puis de l'OMC, aboutissent à une réduction considérable des droits de douane au niveau mondial. Or, devant la diminution progressive des droits de douane, un fort accroissement des barrières dites non tarifaires (BNT) apparaît.En effet, l'expansion du commerce international et l'extension des règles commerciales multilatérales à de nouveaux domaines, autrefois protégés, tels que l'agriculture, les services et la propriété intellectuelle ont amené beaucoup de pays à faire un usage plus intensif, voire « abusif » des barrières non tarifaires, une issue pour contourner la règle « libre-échangiste ».Ces barrières non tarifaires viennent ainsi compléter, voire remplacer les droits de douane et peuvent réduire, voire annuler la valeur des consolidations tarifaires. De plus, les BNT sont deux fois plus restrictives que les droits de douane, CNUCED, (2005) et elles limitent nettement plus l'accès aux marchés que les droits tarifaires, CNUCED, (2012). Egalement, les BNT peuvent prendre différentes formes, elles n'ont pas le même degré de restrictivité et ne s'appliquent pas de la même méthode. Elles varient en fonction des pays et des produits et correspondent à différents objectifs.La présente thèse s'inscrit dans le cadre des travaux de quantification des barrières non tarifaires et vise l'évaluation du degré de restrictivité des BNT tarifaires appliquées sur les importations des pays sud-méditerranéens (MED) en provenance des pays de l'Union Européenne (UE) dans le cadre de l'intégration euro-méditerranéenne. Ce travail de recherche introduit deux modèles économétriques : le premier modèle est une équation d' « importations », il évalue l'ampleur des barrières non tarifaires appliquées sur les importations (corrigées des tarifs) des pays MED en provenance du partenaire UE et ceci à travers le calcul des équivalents tarifaires ad-valorem. Le second modèle est une équation gravitationnelle, il estime le rôle des BNT et les coûts de commerce dans les échanges UE-MED pour aboutir à une analyse plus fine de l'impact des BNT et d'autres barrières à l'échange à savoir : les droits de douane ; les coûts de transport ; la performance logistique ; les facteurs de la proximité culturelle et les facteurs institutionnels sur le commerce euro-méditerranéen.

This paper summarizes the results of a Global Development Network study, carried on by sixteen multidisciplinary research teams and covering thirty developing countries, under the authors general direction, on the effects of different governance structures on the quality and equity of access in three public services: basic education, drinking water supply and roads. Governance reforms analyzed referred mostly to decentralization, formal processes of citizen's participation and alternative modes of delivery and, within each of them, emphasis was placed on the effects of accountability systems, informational flows and incentive structures. Case studies used both econometric techniques and qualitative analysis based on surveys and structured interviews of policy makers, service providers and users. The impact of governance reforms and alternatives was found to vary significantly with country context, but three major conclusions emerged: 1) Political culture and legacy are the deeper determinants of effective accountability and results. Thus, countries with a history of highly centralized and authoritarian regimes find it harder to make decentralization, participation and competitive modes of delivery work effectively. However, a culture of accountability can be built overtime when adequate institutions and incentives are introduced and maintained overtime; 2) Adequate information flows are not only a necessary condition, but they often promote effective accountability and better results, as they lead citizens and clients to demand accountability and agents to be more responsive to user needs; 3) Self-financing schemes also promote more accountability and better results, as users demand better services when they pay for them and citizens are more demanding (and local authorities are more responsive to their needs) when local taxes finance local services. ; Este trabajo sintetiza los resultados de un estudio del Global Development Network, realizado por dieciséis equipos multidisciplinarios, cubriendo treinta países en vía de desarrollo, para analizar los efectos que distintas estructuras de gobernanza causan sobre la calidad y la equidad en el acceso a tres servicios públicos: educación básica, agua potable y carreteras. Las reformas de gobernanza analizadas se refieren en particular a procesos de descentralización, procesos formales de participación ciudadana y modelos alternativos de provisión de servicios públicos. Al interior de estas reformas, analizamos con especial atención los efectos de los sistemas de rendición de cuentas, los flujos de información y la estructura de incentivos. Los estudios de caso utilizaron técnicas econométricas y análisis cualitativo basado en encuestas y entrevistas estructuradas a hacedores de política, proveedores y usuarios. Aunque encontramos que el impacto de las reformas de gobernanza varía significativamente entre países, identificamos tres conclusiones generales: 1) La cultura y el legado político de regímenes previos son los determinantes básicos de la existencia y efectividad de los sistemas de rendición de cuentas y de los resultados en la provisión del servicio público. Así, países que históricamente han tenido regímenes centralizados y autoritarios tienen más dificultades en lograr una descentralización efectiva, una participación ciudadana eficaz y modelos verdaderamente competitivos para proveer servicios públicos. A pesar de esto, encontramos que se puede construir una cultura efectiva de rendición de cuentas a largo plazo, cuando se establecen instituciones e incentivos adecuados y se mantienen en el tiempo; 2) El flujo adecuado de información no solo es una condición necesaria para tener un buen sistema de rendición de cuentas, sino que es uno de sus determinantes y está asociado a mejores resultados en la provisión del servicio. En efecto, los flujos de información conducen a que los ciudadanos demanden rendición de cuentas por parte del sistema y a que los proveedores y hacedores de política sientan la necesidad de dar respuestas a las necesidades de la ciudadanía; 3) L os esquemas de auto financiamiento también promueven mayor rendición de cuentas y mejores resultados. Esto se explica por qué usuarios que pagan por la prestación de un servicio público exigen mayor calidad en el suministro. Algo muy similar sucede cuando el servicio se financia con impuestos locales, ya que en ese caso los ciudadanos son más exigentes y las autoridades locales más receptivas a sus requerimientos.

Based on the primary financing theories and considering the context of financing decisions, this study serves two purposes. On the one hand, understanding the determinants of the Moroccan corporations financial structure, and on the other hand, evaluating the impact of these corporations financing decisions on their stock exchange prices. As a first step, we verified through an econometric study, the ability of traditional determinants of debt to explain the financial structure of Moroccan corporations during regular times and during financial crisis times. As a second step, we tested the theory of conventions which states the existence of financing modes. To that end, we carried out an analysis of the main components and a top-down classification. On last time, we carried out an events study in order to evaluate the stock market response to financing decisions. Our study targeted a series of 50 non-financial corporations listed in the Casablanca stock exchange and on 16 capital increase and bond financing announcements. Results show that only a few variables, originally from the financial theory, play a primary role in the financing policy of Moroccan corporations. Thus, considering the size and financial crisis effects, the influence of these variables changes from a compartment to another, and also from a period to another. Furthermore, the final results show that the financial structure stands as a financing mode which is influenced by the financial needs nature. Thus, in regular times Autonomy is the regime that adheres to most firms in the sample. In contrast, overdraft regime is best represented in recession. The events study results suggest that the Moroccan stock market is not responding neither to capital increase announcements nor to bond announcements, and indicate that communicated information by the financing decisions are not valuable to Moroccan investors. ; S'appuyant sur les principales théories de financement et tenant compte du contexte qui cadre les décisions de financement, cette recherche a un double objectif. D'une part, appréhender les déterminants de la structure financière des entreprises marocaines et d'autre part, évaluer l'effet des décisions de financement de ces entreprises sur leurs cours boursiers. Dans un premier temps et à travers une étude économétrique, nous avons vérifié la capacité des déterminants traditionnels de l'endettement à expliquer la structure financière des entreprises marocaines en période normale et en période de crise financière. Dans un deuxième temps, nous avons testé la théorie des conventions qui stipule l'existence de régimes de financement. Pour ce faire, nous avons réalisé une analyse en composantes principales et une classification hiérarchique ascendante. Dans un dernier temps, nous avons conduit une étude d'événement pour évaluer la réaction du marché boursier aux décisions de financement. Notre recherche a porté sur un panel de 50 entreprises non financières cotées à la bourse des valeurs de Casablanca et sur 16 annonces relatives à des décisions d'augmentation de capital et d'emprunt obligataire. Les résultats indiquent que seules quelques variables issues de la théorie financière jouent un rôle important dans la politique de financement des entreprises marocaines. Ainsi, en tenant compte de l'effet taille et de l'effet de la crise financière, l'influence de ces variables diffère d'un compartiment de cotation à l'autre ainsi que d'une période à l'autre. Par ailleurs, les résultats obtenus indiquent que la structure financière se présente comme un régime de financement qui est influencé par la nature des besoins à financer. Ainsi, en période normale, l'autonomie est le régime auquel adhère la plupart des entreprises de l'échantillon. En revanche, le régime de découvert est le mieux représenté en période de récession. Les résultats de l'étude d'événements indiquent que le marché boursier marocain ne réagit pas aux annonces d'augmentations de capital et d'émissions obligataires et montrent que les informations transmises par les décisions de financement n'auraient pas de valeur pour les investisseurs marocains.

This thesis consists of an introduction and six self-contained papers addressing the economics of electric power generation and climate policy. Paper I explores systematically the use of spatial econometric techniques in testing for convergence of CO2 emissions per capita across countries. Giving weight to spatial dependence in the data, our main findings suggest that there appears to be a spatial relationship in explaining environmental convergence. We find evidence for both sigma and conditional beta convergence of per capita CO2 emissions. Paper II discusses how the design of climate policy in a small open economy may affect the internalization of carbon-related external costs and ultimately the social choice between different power generation technologies. The results show that the social cost of power generation technologies in Sweden will be significantly influenced by the choice of climate policy regime. If Sweden would abandon its present national target for CO2 emissions and instead make full use of the country's participation in international emissions trading, natural gas-fired power would replace onshore wind power as the power generation source with the lowest social cost. Paper III analyzes the costs for reducing CO2 emissions in the power-generating sectors in Eastern Europe by using a linear programming model. The model takes into account the impact of technology learning and the underlying assumptions of the RAINS model. The results, based on a 15 percent reduction target for CO2 emissions, show that the marginal cost of switching to either a low-carbon or to a renewable energy source differs significantly among the countries. The results also indicate that the Eastern European countries are not homogeneous in terms of CO2 abatement potential and costs. This may have important implications for future JI activities. Risk factors such as policy uncertainty and institutional obstacles may become crucial in determining the future allocation of JI/CDM projects across the region. Paper IV analyzes the impact of climate policy and technology learning on future investments in the Swedish power sector. Methodologically we assess the lifetime engineering costs of different power-generating technologies in Sweden, and analyze the impact of carbon pricing on the competitive cost position of these technologies under varying rate-of-return requirements. We also argue that technological learning in the Swedish power sector is strongly related to the presence of inter-national learning and R&D spillovers. The results suggest that renewable power will benefit from existing EU climate policy measures, but overall additional policy instruments are also needed to stimulate the diffusion of renewable power. Moreover, wind power may gain considerable competitive ground due to international techno-logy learning impacts. Paper V analyzes how market and policy uncertainties affect the general profitability of new investments in the Swedish power sector, and investigate the associated investment timing and technology choices. We develop a simple economic model for new investments in power generation and by simulating and modeling policy effects through stochastic prices the results suggest that bio-fuelled power is the most profitable technology choice in the presence of existing policy instruments. The likelihood of choosing gas power increases over time at the expense of wind power due to the relative capital requirement per unit of output for these technologies. Overall the results indicate that the economic incentives to postpone investments into the future are significant. Finally, Paper VI analyzes the role and the nature of price-induced switching behavior between fossil fuels in the western European power sector, as well as the fuel choice impacts of a number of public policies implemented in this sector during the last 20 years. The analysis is conducted within a Generalized Leontief cost function framework. The empirical results indicate a rejection of the null hypo-thesis of zero ex post fuel substitution, and show evidence of notable short-run interfuel substitution between oil and gas. The results also illustrate that different public policies have had profound impacts on fossil fuel choices and they have in particular favored power generation gas use ; Godkänd; 2008; 20081119 (ysko)

ÖZETÇalışmanın amacı, hiperenflasyonist sürecin teorik bazda ve gerçekleştiği ülkelerde incelenmesi ve enflasyonist süreç ile mücadele etmek için uygulanan istikrar politikalarının etkinliğinin analizidir. Sözkonusu incelemenin ardından Türkiye'de enflasyon olgusunun tarihsel süreç içerisinde gelişimi ve enflasyon ile mücadelede uygulanan istikrar politikaları hakkında bilgi verilip; bir model uygulaması ile Türkiye'de enflasyonist sürecin nedenleri amprik olarak ortaya konmaya çalışılmıştır.Hiperenflasyonist süreç ile ilgili olarak yapılan teorik çalışmaların ortaya koyduğu genel yaklaşım, aylık bazda 'leri aşan oranların hiperenflasyon olarak kabul edilmesidir. Dışsal şoklar (savaşlar ve uluslar arası krizler), siyasi zafiyet ve bütçe açıklarının para basılarak kapatılmaya çalışılması hiperenflasyonun nedenleri olarak görülmüştür. Sürecin görüldüğü ülkeler bu yaklaşımı doğrulamaktadır. Hiperenflasyonist süreç ile mücadelede sıkı para ve maliye politikaları temelli; heteredoks, ortodoks, monetarist ve IMF destekli istikrar politikaları uygulamaya konmuştur. İsrail gibi başarılı örnekler mevcutken, başarısızlıkla sonuçlanan programlar daha çoktur. İstikrar süreci demokratik ortamlarda uygulandığı gibi demokratik olmayan dikta yönetimler altında da uygulanmıştır. Türkiye, 24 ocak 1980 İstikrar Programı ile bir dönüşüm sürecine girmiş ve pek çok reform gerçekleştirilmiştir. İçsel dengesizlikler sonucunda Nisan 94 Krizi ile yeni bir istikrar programı uygulanmaya başlanmıştır. Kur kontrolü sağlandığı halde enflasyon düşürülememiştir. 1997 Asya Krizi ve 1998 Rusya Krizleri istikrar sürecini olumsuz etkilemiş ve Ocak 2000'de yeni bir program uygulamaya konmuştur. Kasım 2000 ve Şubat 2001 Krizleri ile süreç aksamış ve Güçlü Ekonomiye Geçiş Programı yürürlüğe girmiştir. Program ile devlet ekonomi ilişkilerinde yeni bir süreç hedeflenmiş ve devletin üstlene geldiği faaliyetlerden uzaklaşmaya çalışılmıştır. Ekonometrik model uygulaması ile döviz kuru, bütçe açığı, ödemeler dengesi, para arzı, faiz oranları ile enflasyon arasındaki ilişki incelenmiştir. Döviz kuru ile enflasyon oranı arasında güçlü bir ilişkiye ulaşılmıştır. Bu bağlamda enflasyon ile mücadele de döviz kurunun istikrarı sağlanmalıdır. SUMMARYThe purpose of the study is the research of hyperinflationist process on theoretical basis and in the occured countries and the analysis of the effectiveness of the stabilization policies applied for disinflation process. After the so-called research, the information was provided about the development of the inflation phenomenon in Turkey in the historical process and the stabilization policies applied during the disinflation and the reasons of the inflationist process were tried to be revealed ampirically.The general approach revealing the theoretical studies concerning the hyperinflationist process is the assuming the rates exceeding 50 % on monthly basis as hyperinflation. eksternal shocks (wars and international crisis'), political inanition and the print of the banknote to close budget deficits are considered as the reasons of hyperinflation. The countries which the process happens confirm the approach.In the struggle against hyperinflation process, very strong monetary and fiscal policies based, heteredox,ortodox ,monetarist and IMF supported stabilization policies were applied. While there are successful examples such as Israel, the unsuccessful examples are much more. While the stabilization process was applied in democratic places, it was also applied under the dicta governance, Turkey has penetrated into a transformation process with the Stabilization Policy in January 24, 1980 and many reforms were held. Due to internal imbalance, a new stabilization policy were applied with the April 1994 crisis. In spite of the fact that Exchange rate control was secured, it was failed to comb the inflation. The 1997 Asia and the following 1998 Russia crisis' affected the Stabilization Process negatively and a new program was put into force in 2000. The process was interrupted by the November 2000 and Febreuary 2001 crisis' and therefore The Transition Program to Strong Economy was put into force.A new process was targeted with the program and strived to get rid of the activities that the government undertook. The relation among the foreign exchange rate,budget deficit, balance of payments, money supply, interest rates and the inflation were studied with the Econometric model application. A strong relation was found between foreign exchange rate and inflation rate. Hence, for disinflation, the stabilization of foreign exchange rate must be achieved.

Die Beschlüsse des GATT Abkommens von 1994, die einberufene WTO - Folgekonferenz zur Überprüfung und Fortentwicklung der Vereinbarungen im Jahr 2000 und das nahende Ende der Friedenspflicht in 2003 zwingen die agrarpolitischen Entscheidungsträger weltweit erneut zu Reformmaßnahmen ihrer nationalen und multilateralen Politik, um in dem kontinuierlichen Prozess einer weiteren Liberalisierung des Agrarhandels verhandlungsfähig zu bleiben. Zur Beurteilung möglicher Politikoptionen und um das komplexe Geflecht des regionalen Güteraustauschs möglichst umfassend abbilden und die Folgen verschiedener Politikinstrumente auf Produktion, Verbrauch, Preise und Handelsmengen der Regionen aufzeigen zu können, wird mit dieser Arbeit das Politikinformationssystem WATSIM (World Agricultural Trade Simulation Model) weiterentwickelt. Ausgangspunkt und Grundlage der Untersuchungen zu den Handelsbeziehungen ist die Einfügung internationaler Handelsdaten in das System. Während für die Daten über Produkte und Preise die FAOSTAT eine akzeptierte Quelle darstellt, wirft die Einbeziehung von Daten zu den Handelsströmen (COMTRADE) einige Schwierigkeiten auf. Zur Herstellung von konsistenten Handelsmatrizen wurde die vollständige Nutzung aller Informationen nach dem Cross-Entropy-Ansatz gewählt, mit dessen Hilfe Handelsdatensätze aus verschiedenen Datenquellen und mit zum Teil widersprechenden Informationen in eine geschlossene Datenbank überführt werden (Datenhaltungssystem). Anhand der abgestimmten Datensätze zu den Handelsbeziehungen und ihrer Modellierung im Modellsystem WATSIM lässt sich dessen Nutzen und Tragfähigkeit für die Politikberatung aufweisen, indem damit die Diagnose vergangener Entwicklungen und gegenwärtiger Strukturen des Weltagrarmarktes vorgenommen wird (Diagnoseinstrument). Der modelltechnische Teil fasst die aus früheren Versionen vorhandenen und nun ergänzend hinzugefügten Modellelemente zu einer Gesamtübersicht zusammen. Eine der wesentlichen Ergänzungen stellt die Implementierung der sogenannten Armington Annahme dar, die es ermöglicht, im Referenzlauf und den Simulationsrechnungen des Modells Exporte und Importe der Modellregionen explizit auszuweisen. Die Ergebnisse des Referenzlaufes charakterisieren sich durch weiter steigende Produktion, bei weltweit zunehmender Nachfrage, die bei real sinkenden Weltmarktpreisen stets gedeckt werden kann. Die Preisentwicklung der Getreidemärkte lässt zum Teil auf nominal konstante oder sogar leicht steigende Weltmarktpreise hoffen. Auf dem Markt der pflanzlichen und tierischen Proteine sind die Marktpreiserwartungen teilweise noch freundlicher. Bei den Simulationsläufen handelt es sich um zwei mögliche Szenarien einer weiteren Liberalisierung des Welthandels: zum einen in gemäßigter Form (Wiederholung des URAA), zum anderen einer vollen Liberalisierung ohne jegliche Zölle und Stützungen. Die Folgen für den Weltagrarhandel werden im Vergleich zum Referenzlauf beurteilt (Simulationsmodell). ; Trade Relations under changing Agricultural Policy Framework - Contribution to the Development of the Policy Information System WATSIM The resolutions of the GATT's Uruguay Round Agreement on Agriculture of 1994, the follow-up WTO conference to review and adjust these agreements in 2000 and the approaching end of the peace obligation in 2003 once again force agricultural policy makers world-wide to reform their national, bi-and multilateral agricultural policies, in order to retain bargaining power in the continuous process of a further liberalisation of the agricultural trade. In order to evaluate possible policy scenarios, illustrate the complex network of the inter-regional trade of goods as thoroughly as possible and to show the consequences of different policies on production, consumption, prices and trade, the policy information system WATSIM (World Agricultural Trade Simulation Model) is further developed in this work. Starting point and basis of the analysis of trade relations is the implementation of international trade data into the system. While for the data on production quantities, supply balances and prices the FAOSTAT data base represents an accepted source, the inclusion of trade flow data (COMTRADE) caused some difficulties. One major task was thus to create a consistent trade matrix (data storage system) from different data sources, which contain partially contradicting information. To accomplish this task the Cross-Entropy approach was selected, since it is an elegant econometric methodology to estimate missing parameters while using all available information. On the basis of these adjusted data sets and their implementation in the model system WATSIM, the model's ability and relevance for actual policy advice can be shown by analysing ex-post developments and present structures of the world agricultural markets (diagnosis tool). The current model structure combines earlier versions of the model definitions and newly developed parts. One of the crucial model developments is the implementation of the so-called Armington approach, which enables the model to explicitly show export and import trade of the model regions in the reference and simulation runs. The results of the reference run are characterized by rising production, which satisfies the increasing world-wide demand, while world market prices are decreasing real terms. The price development of the grain markets leads to nominal constant or even rising world market prices. On the market for crop and animal proteins the price expectations are even more positive. The simulation runs cover two possible scenarios of a further liberalisation of world trade: on the one hand in moderate form as a repetition of the URAA on the other hand as a full liberalisation where all tariffs and subsidies are abandoned. The consequences for the world agricultural trade are judged in comparison to the reference run (simulation system).

This thesis is a collection of three empirical essays in economic policy. All essays are independent and contribute to various fields of economic policy decision-making, which have gained importance in recent years. The first one analyses the introduction of a family-friendly policy and its impact on maternal labour market participation. To combat skills shortages, promoting female participation in the labour market has become one of the most important measures. The second essay tackles the question of whether individuals have equal opportunities in society. In major advanced economies, increasing inequality raises questions about equality of opportunity. And the third essay deals with multinational firms and their allocation of labour worldwide. All chapters share the same motivation, namely the importance of the policy framework in shaping decisions on an individual, family, and firm level. They also show the importance of access to large-scale data and the application of appropriate econometric models. Both are fundamental elements to better understand complex channels and mechanisms, which are crucial determinants for designing the right policies. The first chapter analyses the labour market impact of a childcare reform in the city of Bern within a quasi-experimental setting. Using data from individual-level tax records, I study the effects of the introduction of the childcare voucher system in 2014 on maternal labour market outcomes in a difference-in-difference and event-study framework. My results show that easier access to subsidised childcare increases maternal employment and labour earnings, especially for those mothers in low-income households and those having only one child. I address the ultimate question of net benefits of this childcare reform in the second part. Within a back-on-an-envelop cost-benefit analysis, I show that one additional franc spent on childcare subsidies increases maternal earnings by more than one franc. This chapter shows that it is crucial how policies are designed. More target-oriented policies might create large incentives to increase labour market participation of vulnerable people. Childcare subsidies, finally, pays out from a welfare perspective, especially in the long run. Chapter 2, co-authored with Isabel Z. Martìnez, sheds light on different dimensions of intergenerational mobility. Prior work has shown that intergenerational mobility in Switzerland is high compared to other countries. Our study, however, emphasises that intergenerational mobility has multiple dimensions and looking at only one outcome does not fully capture (in)equality of opportunity. We find that while mobility in income is very high, it is lower in wealth and considerably lower in education and occupation status. Individual's education and occupation choices are, therefore, more driven by family background. Furthermore, there is significant heterogeneity among subgroups by gender and migratory background. Each dimension implies a different conclusion on equality of opportunity in Switzerland, holding large variation among different groups of individuals. In Chapter 3, co-authored with Daniel Steffen, we study the effect of outward foreign direct investment on domestic employment using firm-level data. Switzerland is a relatively small country with a high relative outward FDI stock. We aim to answer whether firms that engage in outward FDI increase or decrease home employment due to foreign activities. Economic theory suggests that there are negative (displacement effect) as well as positive effects (output effect) in place of offshoring on domestic labour demand. Using firm-level data and an instrumental variable approach, we find no evidence of the negative displacement effect but a positive and significant output effect of FDI to all countries, especially to high-income countries. On the other hand, we find a significant and negative displacement effect that outweighs the positive output effect for FDI to lower middle-income countries. Overall, outward FDI does not endanger the total number of domestic jobs in Switzerland, which is highly dependent on foreign relations. Foreign economic policy is, therefore, essential for individual firms in shaping their investment decisions abroad, which in the end has an impact on domestic labour.

Toutefois, un important biais de publication semble affecter cette thématique et sa correction amène à une division par deux de la valeur verte immobilière (de 8 à 4 %). Ensuite, nous analysons les facteurs susceptibles d'être à la source de la dispersion des résultats via une méta-régression basée sur différents modérateurs (type de publication, période d'analyse et zone géographique de l'échantillon, technique économétrique employée…). Divers tests statistiques et méthodes alternatives de sélection sont également réalisés pour étayer la robustesse de ces résultats. Nous terminons par un certain nombre de recommandations à destination des recherches futures permettant une meilleure comparabilité des résultats ainsi que par des suggestions aptes à éclairer l'efficacité des politiques publiques visant la soutenabilité du secteur du bâtiment.

The purpose of this note is to complete the estimates made in Auberger (2012) for French presidential elections. We study the influence of the local unemployment on the vote for French presidential elections. We build another variable taking into account the responsibility of the incumbent President for the economic situation after a cohabitation period. We also make estimates for the second-round vote of French presidential elections (without the 2002 French presidential election or with an estimated vote for this election). We show that over the 1988-2007 period (without 2002), it is not necessary to take into account the influence of cohabitation periods on the responsibility of the government in relation to the economic situation.
