Producción Científica ; Intel Xeon Phi accelerators are one of the newest devices used in the field of parallel computing. However, there are comparatively few studies concerning their performance when using most of the existing parallelization techniques. One of them is thread-level speculation, a technique that optimistically tries to extract parallelism of loops without the need of a compile-time analysis that guarantees that the loop can be executed in parallel. In this article we evaluate the performance delivered by an Intel Xeon Phi coprocessor when using a software, state-of-the-art thread-level speculative parallelization library in the execution of well-known benchmarks. Our results show that, although the Xeon Phi delivers a relatively good speedup in comparison with a shared-memory architecture in terms of scalability, the low computing power of its computational units when specific vectorization and SIMD instructions are not exploited, indicates that further development of new specific techniques for this platform is needed to make it competitive for the application of speculative parallelization comparing with high-end processors or conventional shared-memory systems. ; Castilla-Leon Regional Government (VA172A12-2); MICINN (Spain) and the European Union FEDER (MOGECOPP project TIN2011-25639, HomProg-HetSys project TIN2014-58876-P, CAPAP-H5 network TIN2014-53522-REDT).

Mission Operations Safety Audit (MOSA) research was proposed by Sue Burdekin, an academic from the University of NSW Canberra, to develop a quick, inexpensive, and non-intrusive method of evaluating aircrew behaviour within specialist military flight operations. The aim of the research was to determine if pilots were able to accurately self-report on their own non-technical skills performance compared to the reports of that same performance by trained observers. It was first tested within fast jet, single pilot operations in a flight simulator. Following further development of the methodology, MOSA was successfully trialled in two civil, multi-crewed airline environments – a low cost carrier in Europe and a regional airline in the Indian sub-continent. The results from the research validated pilot behavioural self-reports across a range of subject matter expert designed, predetermined behavioural markers tailored to meet the requirements of the organisation. Predictive criteria included organisational safety culture and pilot experience. Having successfully tested the methodology in both simulator and field studies, in military and civilian flight operations, MOSA was adopted by 36SQN RAAF as a mature flight crew performance evaluation tool. The flexibility of the protocols permitted the squadron to incorporate a fatigue study into the data collection process, which was facilitated in flight by the use of electronic tablet technology.

Information and communication technologies (ICT) for health or eHealth solutions hold great potential for generating systemic efficiencies by strengthening five critical pillars of a health system: human resources for health, supply chain management, health care financing, governance and service delivery, and infrastructure. This report describes the changing landscape of eHealth initiatives through these five pillars, with a geographic focus on Sub-Saharan Africa. This report further details seven criteria, or prerequisites, that must be considered and addressed in order to effectively establish and scale up ICT-based solutions in the health sector. These criteria include infrastructure, data and interoperability standards, local capacity, policy and regulatory environments, an appropriate business model, alignment of partnerships and priorities, and monitoring and evaluation. In order to bring specific examples of these criteria to light, this report concludes with 12 specific case studies of potentially scalable ICT-based health care solutions currently being implemented across the globe at community, national, and regional levels. This report is intended to be used by development practitioners, including task team leaders at the World Bank, to strengthen their understanding of the use of ICT to support health systems strengthening (HSS) efforts as well as to highlight critical prerequisites needed to optimize the benefits of ICT for health.

Since they were first catalogued by Wiseman (1953), 1 the two corpora of tablets unearthed at Alalaḫ/Tell Açana, in the Amuq plain, one deriving from the 17th century b.c. (level VII) and the other from the15th century (level IV), have proven to be among the richest in the 2nd millennium Near East in terms of economic, political, social and demographic information. The sequence of such remarkable archives in the same place, in two relatively close periods, offers a rare occasion to observe how different political formations, in different historical contexts, built their networks of interaction within approximately the same geographical space. The territorial organization of Alalaḫ's domain in the context of level VII has been the subject of many studies, based on both epigraphic and archaeological evidence, while, for the period of level IV, this issue has been mainly addressed by focusing on the recent archaeological data acquired under the purview of the Amuq Valley Regional Project. 2 Starting from a coherent archival group, the present paper proposes a new interpretation of some documentary sources on the territorial organization of the kingdom of Alalaḫ during the period of level IV, by providing evidence for an administrative subdivision of the state. These results will then be compared with the situation attested in level VII, viewed through the filter of previous scholarly work.

Developing efficient policy instruments and incentive schemes to promote the uptake of greenhouse gas mitigation measures requires some kind of prioritisation of the mitigation measures. An important consideration in this process is the estimated cost and costefficiency the measures. The high number of reports done in developed countries show a high variability in the country-level cost-effectiveness estimates, and suggest that approaches providing higher granularity at the spatial and farm type could suit better to the purpose of regional policy development. At the same time, there is still a gap in our understanding of economic mitigation potential of agriculture in developing and newly industrialised countries.To address these questions this report presents three studies. The first is a literature review of the cost-effectiveness estimates of mitigation measures published in the past 15 years, discussing the variability in these estimates. The second study reports on marginal abatement cost curves for beef cattle production in Brazil. Finally, the last report presents the conceptual basis of a tool to assess the financial implications of the mitigation measures to be used in parallel with the FarmAC model, ultimately providing mitigation measure costeffectiveness estimates specific to individual farms. Additionally, it describes the selection of mitigation measures which have been assessed at the farm level in Component 3 of the AnimalChange project.

33 páginas; 2 figuras; 4 tablas ; This work studies the effect of processing Manzanilla and Hojiblanca olives as green Spanish-style on the quality parameters and fatty acid and triacylglycerol compositions of their oils. Lye treatment reduced the values of most quality parameters while fermentation/packaging increased acidity, K232 and K270. Processing did not cause any systematic effect on fatty acids (FA), triacylglycerols or nutritional fat subclasses but significant differences between cultivars were observed. Principal component analysis (PCA) confirmed that most of the variation among oil characteristics was due to cultivars and only a limited proportion (∼22% and ∼14% variance for FA and triacylglycerols, respectively) to processing. Furthermore, the levels of the quality parameters and fatty acids with restrictions in the legislation were below the limits established in the Commission Implementing Regulation (EU) 1348/2013 for extra virgin olive oil (EVOO), except for C18:3n-3 in Hojiblanca. While impacts of climate change on agricultural systems have been widely researched, there is still limited understanding of what agricultural innovations have evolved over time in response to both climatic and non-climatic drivers. Although there has been some progress in formulating national adaptation policies and strategic planning in different countries of South Asia, research to identify local-level adaptive strategies and practices is still limited. Through eight case studies and a survey of 300 households in 15 locations in India, Nepal and Bangladesh, this paper generates empirical evidence on emerging agricultural innovations in contrasting socio-economic, geographical and agro-ecological contexts. The study demonstrates that several farm practices (innovations) have emerged in response to multiple drivers over time, with various forms of institutional and policy support, including incentives to reduce risks in the adoption of innovative practice. It further shows that there is still limited attempt to systematically mainstream adaptation innovations into local, regional and national government structures, policies and planning processes. The paper shows that the process of farm-level adaptation through innovation adoption forms an important avenue for agricultural adaptation in South Asia. A key implication of this finding is that there is a need for stronger collaborations between research institutions, extension systems, civil society and the private sector actors to enhance emerging adaptive innovations at the farm level.

In this paper, I seek to explain the causes of the massive migratory flows from Turkey to Greece since August 2015. The context of conflict and regional turbulence in the Middle East, together with several events taking place at the beginning of 2015, in which Turkey was directly or indirectly involved, triggered in August the unprecedented refugee crisis that we are still witnessing today. These events led to a sea change, in the period of the 9th to the 14th of August, in the Turkish position towards refugees and in the Syrian refugees' willingness to wait in Turkey till the end of the war in Syria. The intersection, during these days, between Turkey's decreasing interest in receiving and controlling Syrian refugees within its territories and the increasing motivation of a significant number of Syrian refugees to leave Turkey, sparked the beginning of the current refugee crisis in the Eastern Mediterranean route. Finally, I will argue that this refugee crisis has accelerated the EU-Turkey accession negotiations in an unprecedented way, and at the same time has increased the leverage power of Turkey. ; Funded by the European Research Council (ERC) within the 7th Framework Programme, the BORDERLANDS project is hosted at the Robert Schuman Centre for Advanced Studies, European University Institute, and directed by Professor Raffaella A. In the Declaration of the Committee of Ministers on the role of community media in promoting social cohesion and intercultural dialogue passed on 11 February 2009 by the Council of Europe, stations run by religious institutions were explicitly excluded from the community media definition, as being too dependent on the Church. But the reality seems to be far from this definition. In practice, in many countries the religious radio stations officially belong to—or even dominate—this sector. In 2011 a new period began for community broadcasting in Hungary. While most of the former community media broadcasters could not find resources with which to operate, the community media landscape was dramatically overwhelmed by religious broadcasters both on regional and local levels. The legally-recognised third tier of broadcasting in Poland called 'social broadcasting' is actively and exclusively used by religious radio—seven stations broadcast locally and one is a powerful nationwide radio station called Radio Maryja. The authors gathered information and points of views from radio experts, organizations and activists living and working in different EU and non-EU states about the place of religious broadcasting in the community media sector. Two case-studies (Hungary and Poland) may be of interest for countries considering the introduction or reorganisation of regulations regarding community broadcasting.

В статье рассматривается правовое регулирование механизма обязательного государственного страхования государственных гражданских служащих субъектов Российской Федерации как одного из факторов системы мотивации государственных гражданских служащих. В работе проведен анализ федеральных и региональных нормативных правовых актов, регулирующих отношения в сфере обязательного государственного страхования государственных гражданских служащих субъектов Российской Федерации как части общей проблематики повышения эффективности и результативности прохождения государственной гражданской службы субъектов Российской Федерации. Обосновывается вывод, что отсутствие специального федерального законодательного регулирования оказывает отрицательное воздействие на степень нормативно-правовой проработанности соответствующих вопросов в законодательных актах субъектов РФ, что может являться причиной недостаточной эффективности правоприменения. ; The article studies the legal regulation of the statutory public insurance mechanism for civil officials of the Russian Federation subjects as one of the factors in the motivation of civil officials. The article analyzes both federal and regional normative legal acts which regulate relations in the sphere of statutory public insurance for civil officials of the Russian Federation subjects as a part of the general agenda aimed at the increase in efficiency of civil government service of the Russian Federation subjects are analyzed in the research. The author concludes that the absence of a special legal federal regulation has bad influence on the level of normative legal elaboration of the corresponding questions in legal acts of the RF. The above-mentioned problem can cause insufficient law enforcement effectiveness.

Номинация политических реалий осуществлена на основе тематической классификации ЛЕ, входящих в ядро политической лексики. Наиболее представленными лексико-семантическими группами, выражающими концепты «власть» и «политика», являются: государство / страна; государственный строй; государственные структуры, службы, учреждения; партии / политические движения, силовые структуры; главы государства и властных структур, участники политических движений. ; This article discusses the functioning of lexical units and expressions, which reflect the nomination of regional-based political conflicts and political realities in international and areal languages. It studies the nomination of conflicts and political realities in the French, Tatar, and Mari languages. With respect to linguistic means, the nomination of conflicts is expressed by nominal groups. The nomination of political realities is realized basing on the thematic classification of lexical units which are at the core of the political vocabulary. The most represented lexical-semantic groups, expressing the concepts of "power" and "politics", are: state / country; state system; state structures, services, institutions; parties / political movements, law enforcement agencies; heads of the state and government structures, members of political movements.

Aboriginal protest played a key role in undermining the celebratory settler-nationalism of the bicentennial in 1988. In the lead up to another major nationalist mobilisation, the centenary of the Gallipoli invasion on ANZAC Day 2015, extensive official efforts are being made to incorporate Aboriginal experiences into the day, through celebration of the role of Aboriginal people who served in Australia's armed forces. This article provides a critical analysis of the 2014 NAIDOC theme as a way of exploring some of the tensions in this process. The NAIDOC theme, 'Serving Country: Centenary and Beyond', presented a continuity between Aboriginal soldiers in WW1 and Aboriginal warriors who fought in defence of their land during the 19th Century Frontier Wars. In contrast, this article argues that the real historical continuity is between the massacres on the frontier, which often involved Aboriginal troopers fighting for the colonial powers, and the invasions undertaken by Australian soldiers in WW1. New research documenting the horrific scale on which Aboriginal people were killed by Native Police in Queensland in the second half of the 19th Century is integrated with studies of the political economy of Australian settler-capitalism in this period. This analysis is used to demonstrate how capitalist class interests drove both the Frontier Wars and the development of an Australian regional empire, which was consolidated by the mobilisation of Australian troops in WW1.

Cambodia has recently demonstrated one of the highest rates of deforestation in the world. While scholars have long explored the drivers of tropical forest loss, the case of Cambodia offers particular insights into the role of the state where transnational governance and regional integration are increasingly the norm. Given the significant role logging rents play in Cambodia's post-conflict state formation, this article explores the contemporary regime and its ongoing codependent relationship with forested land. Insights are distilled from comparative analysis of illicit logging in two ethnographic case studies. Both involve foreign investments by state-owned companies – a Chinese-backed hydropower dam and Vietnamese-owned rubber concessions – and both are nestled in prominent conservation landscapes that are managed with international donor support. Together, the cases reveal how Cambodia's current timber extraction regime works through the use and abuse of legal mechanisms associated with forest conservation and foreign investment projects, and the mobilization of elite alliances that log both for private gain and in service of the ruling party's interests. By implication, the government's remarkable facilitation of transnational projects for conservation and development must be reappraised and ultimately seen as constitutive of a predatory and extractive regime that continues to rely heavily upon illicit logging revenues.

Competition is natural but the competitive tendencies can be constructive as well as destructive based on the intent involved. While competition in today's world has upped the standards of living, it has also given rise to wide-spread disparities. The prevailing global paradigm is based on the concept of 'the survival of the fittest' and in return, 'might is right' phenomenon. China with its now established economic power and expanding political clout at global level may play a leading role to render the prevailing global regime as just and rule-based. China's leadership in the recent past has been stressing upon the ideas and ideals such as 'harmonious development,' 'mutual interest,' and 'shared destiny.' Recent moves by Beijing such as the establishment of a regional and a global bank as well as the push for an Asian trade deal indicate that while China will not out-rightly challenge the global system, lack of reforms in the institutions responsible for maintaining global peace, order and economic stability will inevitably pave the way for alternatives.
