Divided between two military alliances, Europe has maintained stability based on political status quo and military power balance. However, European states--including neutral and nonaligned countries--have felt a need for a common policy to guarantee their security, and the Conference on Security and Cooperation in Europe (CSCE) was convened to address this concern. Ten years later, the authors of this study find that the outlines of a European security regime are indeed discernible. The conference in Helsinki initiated efforts for negotiated and controlled change in Europe. Contributors to this volume analyze the achievements of CSCE, consider more recent models of collective or common security systems, and deal with political and military processes at work in Europe as well as relationships with great powers and the Third World. The role of Western Europe, and particularly Finland's role as an initiator of the CSCE process, receives special attention. Documentation of the tenth anniversary meeting and the CSCE process in general are also included.

Looks at the state of political science in France where the discipline is being strangled by budget cuts & deleterious measures like the deliberate non-replacement of retiring professors. Three key factors explain this downward trend. First, political science is a relatively young discipline that has traditionally been marginal in French universities & still lacks needed institutional recognition. Second, competition between law & political science departments has added to the scarcity of jobs & led to an unfair selection process that fails to live up to the French meritocratic ideal. Third, divisions within the profession have hindered its ability to apply political pressure on the government. Unlike its European counterparts, French political science does not have a strong labor union tradition. Not only does the isolation of most political scientists make mobilization for collective action difficult but French professors rarely lobby for additional job creation in provincial universities because they are intent on getting to Paris to enhance their own careers. Of the major challenges which political science is facing today, one is the need to ensure the expansion of the community of scholars who are sufficiently familiar with recent developments in the discipline. Another is the need to overcome the politicisation of the discipline which was typical of many social scientists (and especially political scientists) at the beginning of the period of change. To an increasing extent, political science is not merely a product of democracy but also one of the major scientific resources for achieving its consolidation. With the notable exception of Mughan (1987), forecasting attempts in the UK have been solely concerned with developing popularity functions. This paper formulates a vote function model to forecast general elections in the UK. The model relies on three independent variables: approval of the government's record, inflation, & a variable controlling for the 'cost of ruling.' The model is estimated over the period 1955-1997 using a substantial six-month lead time. It performs reasonably well, & offers a plausible & parsimonious explanation of government vote support. The vote function is used to generate a forecast of the next British general election. In this discussion with Vassilis K. Fouskas and Bülent Gökay, Biljana Vankovska explores the complexities of the crisis in the Eastern Mediterranean centred around the issue of refugees/migrants/asylum seekers. Fouskas argues that the Turkish government has weaponized the refugees in a hybrid warfare against a hypocritical Europe and NATO, with Russia being the real winner in Syria and elsewhere in the Middle East. Further, he believes that Europe's future, following the massive crisis of the first semester of 2015 when Syriza capitulated to Germany's pressure, is once again played out in Greece. As a solution to the crisis, he argues for a Balkan solidarity pact allowing the refugees/migrants to go where they want: northern Europe. Gökay shifts the debate to human security and humanitarian concerns and points to the desperate situation of tens of thousands of refugees, which requires a Europe-wide response, especially in conditions of Corona virus pandemic. He claims that placing the blame squarely on Greece or/and Turkey rather misses the larger context, and focuses on the responsibility of the EU and its ineffective asylum system and health provision mechanisms. The articles edited for this issue provided the crucial underpinnings for this topical discussion. As Thomas Kuhn noted, it is almost inevitable that scientific practitioners read the history of their field backward and perceive earlier stages as, at best, prototypical of the present. This is the manner in which political scientists, and even historians, have imaged the relationship between the debates about science and democracy that took place during the 1920s and 1950s. Despite the importance of Charles Merriam's role in the history of American political science, his work was not the discursive axis of the paradigmatic disciplinary shift that took place in the first quarter of the 20th century. It was the arguments of G. E. G. Catlin and W. Y. Elliott that most distinctly represented the transformation in both the theory of democracy and the image of science, and that, for the next two generations, set the terms of the debate about these issues as well as about the relationship between the mainstream discipline and the subfield of political theory. And, despite the theoretical and ideological differences between Catlin and Elliott, their exchange points to the intensely practical concerns that originally informed the controversy about the scientific study of politics.
