Der Beitrag beschäftigt sich mit der Transformation Italiens und Spaniens von 'klassischen' Auswanderungs- zu 'modernen' Einwanderungsländern. In beiden Ländern sind vergleichbare migrationspolitische Schicksale zu beobachten. Sowohl in jüngerer historischer Perspektive als auch aktuell weisen die Verlaufsmuster charakteristische Gemeinsamkeiten auf. Die erste Wanderungsphase zwischen 1880 und 1936 ist gekennzeichnet durch die Emigration auf den amerikanischen Kontinent, in erster Linie nach Argentinien, Kuba und Venezuela. Mit dem Ausbruch des spanischen Bürgerkrieges ebbt die transkontinentale Emigration merklich ab. In einer zweiten Phase (1953-1973) werden schließlich die westeuropäischen Industriestaaten zu Zielpunkten der Auswanderung. Die dritte Phase ist geprägt von fortdauernder, zahlenmäßig rückläufiger Auswanderung sowie von Rückwanderungen spanischer Arbeitskräfte. Seit den frühen 80er Jahren befinden sich sowohl Spanien als auch Italien schließlich in einem neuen Abschnitt ihrer Wanderungsgeschichte. Sie sind zu Einwanderungsländern für Menschen aus der Dritten Welt geworden. Für beide Staaten stellt dies eine säkulare Veränderung mit weitreichenden politischen, wirtschaftlichen und kulturellen Folgewirkungen dar. Im diesem Kontext werden die folgenden Aspekte thematisiert: (1) die Mitgliedschaft in der Europäischen Union und die damit einhergehende Migrationspolitik, orientiert am Schengener Abkommen, (2) der Rassismus gegenüber Einwanderern, (3) der Menschenhandel, (4) die Kontrollpraxis an den Küsten, (5) die Ursachen der Migration, (6) Legalisierungsprogramme für die Migranten als Bestandteil der Integrationspolitik, (7) die gezielte Anwerbung von Zuwanderern für den Arbeitsmarkt, (8) die Anzahl der registrierten Ausländer von 1985 bis 1997 sowie (9) die Zahl der Asylbewerber in beiden Ländern.
