Die Diplomarbeit behandelt das Thema des Solidaritätsprinzips allgemein und hinsichtlich der Europäischen Union. Dabei wird besonderer Bedacht auf die Asyl- und Finanzpolitik genommen, sowohl theoretischer, als auch tagespolitischer Natur. Kernfrage ist, ob und wie weit eine Solidarität in der Europäischen Union besteht. Dies bezieht sich sowohl auf die rechtliche Umsetzung der Thematik, als auch auf das Solidaritätsgefühl der EU-Bürger selbst. Besonders hervorgehoben werden Ausnahmesituationen, wie die Asyl- und Wirtschaftskrise und die daraus resultierende Probe, auf die das Prinzip der Solidarität gestellt wird. In diesem Zusammenhang wird auch das Wahlverhalten der EU-Bürger beleuchtet, beispielsweise hinsichtlich des "Rechtsrucks" in Europa und dem "Brexit". Au cours de cet entretien, Renaud Dehousse nous livre ses réflexions sur le sens de l'union politique en Europe qui, pour l'essentiel, évoque une communauté de valeurs. L'Union européenne (UE) comporte déjà de nombreuses caractéristiques fédérales, dont la protection des «petits » Etats membres, ce qui constitue aussi la marque essentielle de la méthode communautaire. La référence au fédéralisme, parfois décriée car mal comprise, demeure une ligne d'horizon pertinente, mais pas sous une forme étatique classique, laquelle n'est pas non plus un prérequis à l'union politique. De même, un régime parlementaire reposant sur la loi de la majorité ne conviendrait pas nécessairement à l'UE. Un tel développement remettrait en cause la raison d'être de la Commission européenne en tant qu'organe neutre pluri-partisan, jouant le rôle d'arbitre dans divers domaines tels que la politique de concurrence ou la discipline budgétaire. A ce jour, nonobstant la parlementarisation croissante du système européen, celui-ci demeure très consensuel. Il convient d'innover pour établir de nouvelles formes de légitimité.
