Lebenslanges Lernen geschieht in der heutigen Informations- und Wissensgesellschaft zunehmend in pädagogisch ausdifferenzierten Organisationen und Institutionen. Um bildungs- und regionalpolitische Ziele erreichen zu können, ist es unabdingbar die kooperative Basis zwischen Organisationen zu verbessern und zu fördern. Vor dem Hintergrund der empirischen Evaluation des Forschungsprojekts PAELL lassen sich konkrete Merkmale bestehender Kooperationen und Netzwerke herausarbeiten. Der Artikel gibt Hinweise darauf, unter welchen Voraussetzungen Netzwerke nachhaltig regionale Entwicklungen beeinflussen. Exemplarisch wird die Wirkung interorganisationaler Kooperationen an beispielhaften Übergängen im Bildungs- und Lebensverlauf diskutiert, insbesondere der Übergang vom Kindergarten in die Grundschule. Eine große, aber bislang in der pädagogischen Debatte vernachlässigte Herausforderung stellt die professionelle Zusammenarbeit der verschiedener Berufsbereiche und pädagogischen Berufsgruppen dar - dies verdient in künftigen pädagogischen Netzwerkanalysen eine hohe Aufmerksamkeit. In order to achieve educational and regional policy goals, it is essential to improve and promote cooperative basis between organizations. In light of the empirical evaluation of the research project PAELL the authors can work out specific characteristics of existing collaborations and networks. The article give some evidence for the conditions under which networks strongly influence regional developments. The effect of inter-organizational cooperation in exemplary education and life transitions course will be discussed, in particular the transition from kindergarten to primary school. A large challenge, but so far neglected in the educational debate is the professional collaboration of various educational professionals - this deserves in future educational network analyzes more attention. Intensivierung der bilateralen Kontakte dieser Länder. Fördernde und hemmende Faktoren der regionalen Zusammenarbeit in Südasien. Wasser gehört zu den erneuerbaren Rohstoffen, ist jedoch nicht unbegrenzt verfügbar. Mit wachsender Bevölkerung und steigendem Lebensstandard ist der Verbrauch vor allem in den vorderasiatischen Ländern stark gestiegen. Der Autor beschreibt an Beispielen den Wasserverbrauch und die Wasservorräte arabischer Staaten und skizziert Wasser als wichtigsten Faktor der landwirtschaftlichen Produktion in der vorderasiatisch-nordafrikanischen Trockenzone, aber auch als Erzeuger elektrischer Energie für vier Länder der Region (Ägypten, Irak, Syrien und Sudan). Die Lösung von zwischenstaatlichen Konflikten um die Wasserzufuhr, so ein Fazit des Autors, könnte auch Anlaß für die friedliche Lösung politischer Konflikte sein, da die gemeinsame Nutzung der regionalen Wasservorkommen eine entscheidende Voraussetzung für die wirtschaftliche Entwicklung der beteiligten Staaten sei. SummaryProceeding from the assumption (discussed in an earlier paper) that regional cooperation can have important developmental functions as regards mobilization of own resources, social integration, redistribution, and societal participation, the paper sets out to examine community characteristics which influence differential interest and involvement in such cooperation. Three major dimensions are explored in this connection: general regional propensity, reflecting spatial constraints (in terms of proximity and ecological interdependence) and socio‐cultural predispositions (in terms of the centrality of autonomy as a value, and of openness as against rigidity in interacting with out groups); actual regional utility as measured against the potential developmental functions of the region, reflecting the extent to which a community possesses a proper "cooperative mass" (in terms of size and wealth in various spheres), and whether functional alternatives to regional cooperation are available to it; and acceptability, as defined by compatibility with potential partners. The theoretical profiles of regional commitment, which crystallize from these dimensions, are then observed. and finally, the conceptual scheme is applied to the empirical data of the Israeli study.RésuméPartant de ľassomption discutée dans un article précédent que la coopération régionale peut avoir des fonctions de développement importantes en ce qui concerne la mobilisation des ressources propres, ľintégration sociale, la redistribution, et la participation sociale, cet article examine les charactéristiques communes qui influencent les différents intérêts et les différents degrés de participation à une telle intégration. Finallement, le concept théorique est appliqué aux données de ľétude israélienne.ZusammenfassungAusgehend von der Annahme (diese wurde in einem früheren Beitrag bereits diskutiert), daß regionale Kooperation wichtige Entwicklungs‐funktionen haben kann, was die Mobilisierung eigener Ressourcen, soziale Integration, Redistribution und gesellschaftliche Partizipation anbetrifrt, wird in diesem Beitrag versucht, Charakteristika von Gemeinden, die das unterschiedliche Interesse und die unterschiedliche Beteiligung an solcher Integration beeinflussen, zu erforschen. In diesem Zusammenhang werden drei zentrale Dimensionen untersucht: erstens, die allgemeine regionale Neigung zur Kooperation, die sich zusammensetzt aus räumlichen Zwängen (Nähe und ökologische Interdependenz) und sozio‐kulturellen Prädispositionen (zentrale Stellung von Autonomic im Wertesystem, Offenheit oder Starrheit in der Interaktion mit anderen Gruppen); zweitens, die tatsäch‐liche regionale Nützlichkeit verglichen mit der potentiellen Entwick‐lungsfunktion der Region, was Aufschluss darüber gibt, in welchem Ausmaß eine Gemeinde einen wirklichen ooperationsfähigenHandlungsspielraum besitzt (gcmessen an der Größe und dem Reichtum in verschiedenen Bereichen), und ob für sie funktionale Alternativen zur regionalen Kooperation vorhanden sind; drittens, die Eignung für Kooperation, die durch die Verträglichkeit mit potentiellen Partnern bestimmt ist. Im Anschluß daran werden die theoretischen Ausprägungen von regionaler Bindung, die sich aus diesen Dimensionen ergeben, untcrsucht. Schließlich wird das theoretische Konzept mit empirischen Daten der israelischen Studie gefüllt.
Die bereits seit langer Zeit "durchlässige" Grenze zwischen Frankreich und Belgien entwickelte sich in den 90er Jahren immer mehr zur "offenen" Grenze. Die Durchlässigkeit betrifft nicht nur die Territorialgrenze, sondern teilweise auch die sogenannten "Systemgrenzen", z. B. den Arbeitsmarkt, Teile des Schulwesens und des privaten Gesundheitswesens. Grenzüberschreitende Aktivitäten der Bevölkerung gehören im Städtedreieck Lille-Kortrijk-Tournai zum Alltag. Vielfalt und Intensität der Aktivitäten bestätigen die These, daß sich ein grenzüberschreitender Aktionsraum im Grenzgebiet herausgebildet hat. Dieser Aktionsraum umfaßt vor allem die unmittelbar an der Grenze gelegenen Gemeinden. Grenzüberschreitende Kooperationen auf lokaler und regionaler Ebene haben dagegen erst in den letzten Jahren ein größere Bedeutung erlangt. In den 90er Jahren ist ein breites Spektrum von Kooperationen auf intraregionaler und kommunaler Ebene entstanden, die einen neuen bottom up-Ansatz der Zusammenarbeit ohne Einbeziehung zentralstaatlicher Institutionen darstellen. Den Hintergrund für das neue Interesse an einer Zusammenarbeit mit den Nachbarstädten jenseits der Grenze bildet das Ziel durch Vernetzung eine "europäische Größenordnung" zu erreichen um sich als Knotenpunkt im entstehenden Netz europäischer Metropolen zu etablieren. Trotz der Vielzahl der grenzüberschreitenden Kooperationen auf verschiedenen Ebenen (Gemeinden, Gemeindeverbände, Regionen) ist das belgisch-französische Städtedreieck ist noch weit davon entfernt eine grenzüberschreitende Metropole zu bilden.
The intermunicipal, cross-border co-operation in the European border regions has experienced a dynamic thrust of development in the last few years. This was facilitated by the changes in the political, legal and financial framework conditions, to which the community initiative INTERREG provided a considerable contribution. An additional factor in the Saar-Lor-Lux region is that subunits form in the actual border regions within the generously measured, regional work areas of the interregional co-operation, characterised by a fairy homogenous regional structure. Using three case examples, it is demonstrated that cross-border organisation structures have developed within these small regions on a municipal level. These are being institutionalised more and more. Using the regional development model of the network of cities, which is being discussed with regards to its cross-border applicability, we can in this context speak of local co-operation networks. In the case of the Agglomération Transfrontalière du Pôle Européen de Développement (PED) in the Belgian-French-Luxembourg state triangle, the participating local authority districts and government authorities have joined together to form an association and maintain a joint Observatoire de l'Urbanisme, responsible among other things since 1996 for the registration and processing of regional data as well as for the development of land use concepts. The M eeting of Mayors and/or the Ronde des Trois Frontières, responsible for the development of tourism in the German-French-Luxembourg Moselle Valley, are considerably less formal network structures. The co-operation between the border local authority districts was institutionalised in the Saar-Rosselle region in the form of the Intermunicipal Association for Work. The latter maintains a co-operation office with the Saarbrücken city association, principally responsible for co-ordination tasks with regards to current and developing, cross-border projects. Despite the depicted structural and legal impediments, an increased institutionalisation of the co-operations can be observed; this goes hand in hand with a topical diversification, which deincreasingly covers subject areas which have been avoided up until now because of the potential conflicts found therein, as demonstrated by the example of the joint commercial area development in the case of the Agglomération du PED. These observed case examples deal with increasingly integrated core regions within a border region which can provide important impulses for the interregional and also international dialogue. At the same time, practical measures were implemented on this level, which are perceived by the local population in day to day life and therefore have greater identity-forming effects. In this context, these measures can provide an essential or even exemplary contribution to overcoming the interior borders of the EU. These approaches can be understood as being a basis for integration "from the bottom up" which make a greater sustainability and acceptance in the various sectors of day to day living more probable, unlike the top-down forces which dominate the realisation of the European common market or the currency union.
