Though we have been on the winning side of the two major wars of this century, American diplomacy has not been equally clear-cut in its results. Dealing as it does with the imponderables of history, it is in the nature of diplomacy to be blurred both in its successes and failures. Yet the frustration that we have known cannot be dismissed merely on the ground that one must allow for a margin of error and hope for the best.American policy between the wars was a fiasco of monumental proportions. That the failure was one of omission rather than commission in no way exonerates us from a measure of responsibility for the outbreak of the second World War. Por ocasião do XI Congresso Internacional de Ciências Administrativas, realizado pelo Instituto Internacional de Ciências Administrativas em Wiesbaden, Alemanha, de 31 de agosto a 3 de setembro de 1959, dedicou a Revista Internacional de Ciências Administrativas o seu n9 2 de 1959 à República Federal da Alemanha, publicando, na íntegra e em resumo, nove artigos, por autoridades de renome, sobre as ciências administrativas naquele país. Desnecessário será salientar a importância, para os professores e estudiosos das ciências administrativas, da iniciativa da Revista Internacional. Basta dizer que, pela primeira vez, um grupo de especialistas se dedicou ao estudo comparativo das tendências administrativas da Alemanha Ocidental em confronto com as dos demais países. No presente número da Revista do Serviço Público encontrarão os leitores cinco desses artigos, traduzidos dos respectivos resumos. No próximo número, serão publicados os quatro restantes.

Intensives Nachdenken über religiöse und soziale Probleme versetzte Hess im Herbst 1835 in eine Art prophetischen Trancezustandes, in dem er sich als einen göttlichen Verkünder einer neuen Lehre betrachtete. Mitte November beginnt er ein Buch auszuarbeiten und bezeichnet es als "ein Werk des heiligen Geistes der Wahrheit" (Tagebuch, fo. 101). Der Sohn Gottes habe die Menschen von ihrer eigenen Knechtschaft erlöst, er, Hess, werde sie aber auch von der politischen Knechtschaft befreien (19. November 1835). Er sei berufen, "das Werk des heiligen Geistes zu verkünden" (4. Dezember 1835). Die Zeit sei gekommen für die Erfüllung des Gebetes der Christen. Das Reich Gottes nahe mit mächtigen Schritten. Er, Hess, obwohl ein Laie, sei berufen, es zu verkünden, während Deutschlands Männer den Beruf hätten, dasselbe zu erkennen und in der ganzen Welt zu verbreiten. Man werde aber, wie immer, nach Zeichen und Wundern fragen, damit man glauben könne, dass er von Gott berufen und nicht von einem Teufel des Wahnsinns besessen sei. "So sage ich Euch, das Zeichen wird sein, dass ich, ein Laie, das Werk des h[eiligen] G[eistes] der Wahrheit gegen alle Gelehrten, Doktoren und Professoren der Erde verteidigen kann; das Wunder aber wird sein, dass dieses Werk Eingang wird finden bei allen Völkern im Osten und im Westen, im Süden und im Norden." Ninth World Health Assembly The ninth Assembly of the World Health Organization (WHO) met in Geneva from May 8 to 25, 1956 and elected Professor J. Parisot (France) president. The Assembly appointed a special committee to study means of enabling inactive members to reassume their rights and fulfill their obligations, with particular emphasis on a method of settling arrears of contributions. The committee report, which was adopted by the Assembly, provided that contributions should be paid in full for the years during which such countries had participated actively in the work of WHO, while for other years a token payment of 5 percent of the amount assessed would be required. Three newly independent countries, Morocco, the Sudan and Tunisia were admitted to WHO as full members and the Gold Coast, Nigeria and Sierra Leone were admitted as Associates.

This bibliography contains the most important works of the late Professor Gurian and provides a picture of his scholarly achievements and his contribution to political and cultural thought. Dr. Gurian published a great number of articles and reviews in many English and foreign periodicals, encyclopaedias and journals. Some were signed with his pseudonyms: Hoplites, Walter Gerhart, Stefan Kirchmann. Some were only initialled or even anonymous. It would require long research to compile the complete bibliographical list of so distinguished a scholar, educator, journalist and editor. His valiant concern for justice and for an Aristotelian approach to culture and politics is thoroughly represented in The Review of Politics (abbreviated in the list as RP). Here he manifested the ripeness and power of his thought in many reviews of books, however short, and in articles dealing mainly with the problem of totalitarianism.

It is this provision of the tax laws which engages the attention of Dr. James K. Hall, Professor of Economics at the University of Washington, in this study prepared for the Joint Committee on the Economic Report. The result is a comprehensive and informative survey covering the basic purposes underlying Section 102, its history, its economic effects upon corporations within its orbit and upon the economy generally, the administration of the Section by the Bureau of Internal Revenue, its treatment by the courts, and the criticisms which have been leveled against it; together with proposals for its modification. Although designed as an appraisal of the effectiveness of Section 102 as a legislative mechanism for the achievement of a particular Congressional policy, Dr. Hall's study can be of real value to the practicing lawyer as well.

Translator's introduction: To understand the significance of this paper, the American reader should recall that, as Talcott Parsons says, German "idealistic empiricism" led to a repudiation of analytical social and economic theory "in favor of the concrete uniqueness and individuality of all things human." The "general analytical level of scientific comprehension [was] a priori excluded" from the field of human action. Understanding of things human "in terms of the concrete individuality of the specific historical case became the goal." Professor Arthur Spiethoff, once a student, later an assistant, of Gustav von Schmoller, and a friend of Edwin F. Gay while the latter studied in Berlin, moved away from that point of view. He recognized analytical theory as a legitimate subject and thereby deviated from what can be considered the typical nineteenth-century German attitude.

Mortimer J. Adler's much quoted address in which he castigated American professors has been Widely misunderstood. When he declared that their errors were more dangerous than the threat from Hitler, he did not intend to discount them. On the contrary, he was paying a most impressive compliment to the importance and effect of their writings and other activities. Adler is professor of the philosophy of law in the University of Chicago, and his yardstick must be applied to himself. It would be inappropriate to pass over his How to Think About War and Peace in silence or to regard it as an unimportant and uninfluential work. This new book, praised as a product of hard thinking, will be read only by few, even though it will be bought by many in response to the intense propaganda of the publisher.

"PROFESSIONAL journals and general periodicals in August, September and October evidenced unusual interest in the decision of the Federal Court in the Southern District of New York in the action brought against the Associated Press by the Department of Justice for alleged violation of the Sherman and Clayton Acts. Policies and organization of the federal information and propaganda agencies commanded attention also, although the spate of articles in this area diminished following the Congressional appropriations hearings in the spring and early summer. A glance through the citations in this bibliography will reveal the preoccupation of newspapers and periodicals over news print shortages. Professional journals called attention to the further invasion of the retail advertising field by radio. The editor of this bibliography is now aided in its compilation by Professor Floyd K. From one of the outstanding theorists in the field of economics to-day, Professor Pigou himself, we have the statement that, if economics is to be more than "merely an amusing toy", it must be "realistic", in the sense that its "interest is concentrated upon the world known in experience", and "fruit-bearing", in the sense that its ultimate objective is to contribute to the attainment of "practical results in social improvement". Few will disagree with a general statement of this sort; yet none of us can fail to be conscious of the difficulties involved in maintaining a really close and useful relationship between our theoretical analyses and the most urgent practical problems of the economic world around us. It is with these difficulties and with the effect upon them of recent theoretical developments that this paper is primarily concerned.

An address given at the University of Arizona Commencement on June 3, 1908, by Professor Howard Judson Hall, AM, of Leland Stanford Junior University.
