AbstractThis article argues that the COVID‐19 pandemic has incited the collision of norms in sectoral European Union (EU) governance and provided an open juncture for the European Commission to engage in norm reconfiguration. Herewith, the paper expands the conceptual scope of EU‐related norm research, which by focussing on the diffusion of norms within and beyond the EU has largely omitted dynamic perspectives on norms so far. We combine International Relations norm research with EU governance literature to scrutinise the normative underpinnings of the immediate crisis response within Commission sectoral strategies and working programs. Empirically, the paper focuses on the higher education and transport sectors, which have been particularly impacted by the COVID‐19 crisis and targeted by the EU crisis response. The interpretative‐qualitative analysis uncovers COVID‐19‐related collisions within the ideational constellation of EU governance and shows that the European Commission has engaged in different reconfiguration practices, potentially altering the norm constellation in the investigated sectoral governance areas.

Employing systematic document analysis and other methods, this article analyses a long-standing and still relevant issue related to the interpretation and application of the law regulating relationships in the field of European Union criminal justice within the framework of the national criminal proceedings that are taking place in EU member states. The article places special emphasis on the explanation and application of the principle of mutual recognition within the framework of one of the newest instruments of international cooperation in the European Union criminal proceedings meant to prevent conflicts of exercise of jurisdiction and to solve issues arising between two or more member states. The analysis of conflicts of exercise of jurisdiction provided in this paper is not limited to a mere explanation of the concept as such, but includes an essential analysis of other related issues, such as the principle of mutual recognition, its influence on the recognition of criminal proceedings as parallel proceedings, and including other aspects related to the matching of the form of national criminal proceedings with the criminal proceedings taking place in another member state. Finally, significant attention is given to one of the objectives in terms of prevention and solution of conflicts of exercise of jurisdiction, namely, the ne bis in idem principle and its application in case of parallel criminal proceedings taking place in two or more member states. One of the key conclusions offered here is that in order to eliminate conflicts of exercise of jurisdiction, positive law in the process of conflicts of jurisdiction must become an effective measure in criminal justice; however, only on the condition that at least a minimum likelihood in the form of criminal proceedings adopted by different EU members states is ensured as a precondition necessary to enable a smooth application of the principle of mutual recognition.

The European Union (EU) and A SEAN have over the years come to appreciate each other as important and reliable partners sharing the same basic outlook on global politics and economics. Gradually a mechanism for consultation has been built up and it seems to work well despite some problems. Nevertheless it is puzzling why the relationship has not moved from a consultative one to a more substantive one. One reason may be that trade and investment flow smoothly without a formalized framework. This is, however, not a convincing reason. It is more likely that the EU and ASEAN have never really fully understood each other, what their respective objectives are and how they work. In 2006 the EU finally opened the door to negotiations for a free trade agreement with ASEAN, something, which had been on the ASEAN wish list for a number for years. Hopefully this will pave the way for a relationship not only rich in declarations and good intentions, but also of substantial character. Adapted from the source document.

The subject of research in this paper is plural societies, the mechanisms of their political-system formation and functioning - concretely comparative research of plurality and consociational organization of the European Union and Bosnia and Herzegovina. The historical heritage of religious, national and ideological conflicts are the building blocks of the plural societies of the European Union and Bosnia and Herzegovina. In addition to the pronounced cultural-political plurality, the joint political-value point and basis of comparison between the European Union and Bosnia and Herzegovina is consociational democracy. The comparative analysis of plural societies and consociational democracy in the European Union and Bosnia and Herzegovina and the conclusions drawn in the paper contribute to the overall knowledge about plural societies and consociational democracy.

At present, both in Romania and in Europe, tourism has the tendency to become one of the biggest industries, with great possibilities of development in the future. This is possible due to the implication of European Union, who has been supporting us not only in the process of economic development, but also in the process of tourism development. This work intends to review what we call tourist phenomenon and the measures applied by the European Union in the development of Romanian tourism.
