Many organizations struggle with ineffective and/or inefficient access control, but these problems and their consequences often remain invisible to security decision-makers. Prior research has focused on improving the policy-authoring part of authorization and does not consider the full range of underlying problems, and their impact on organizations. We present a study of 118 individuals' experiences of authorization measures in a multi-national company, and their self-reported subsequent behavior. Building on recent research that applies economic models to show the impact of lack of usability, we analyze the interrelations of authorization issues with individuals' behaviors and organizational goals. Our results indicate that authorization problems significantly reduce the productivity and effective security of organizations. We analyzed the authorization problems of different stakeholders, and found they are mostly caused by the procedures for policy changes (e.g. long change lead-times) and the decision-making (e.g. inexperienced decision makers); the consequence is the circumvention of access control (e.g. by sharing passwords). As one research contribution, we develop a holistic model of authorization problems. More practically, we recommend to provide guidance for non-compliance, such as password-sharing, and to establish light-weight procedures for policy changes with adequate degrees of centralization and formalization, and support for decision-making.

This paper explores the historical role of geography in the Sino-Burmese relationship in the context of the Cold War, both before and after the Chinese-American détente and rapprochement in the 1970s. It describes Burma's fear and distrust of China throughout the Cold War, during which it maintained a policy of neutrality and non-alignment. Burma's geographic location, sandwiched between its giant neighbours India and China, led it to adopt a realist paradigm and pursue an independent foreign policy. Charac-terizing China's threat to Burmese national security as "grave" during its period of revolutionary export, the article notes that Burma was cowed into deference and that it deliberately avoided antagonizing China. It also looks at the history of China's attempts to break out of U.S. encirclement after the Korean War and its successful establishment of Burma as an important buffer state. After the U.S.-China rapprochement in 1972, however, Bur-ma's geographical significance for Beijing declined. In this context, Burma's closed-door policy of isolation further lessened its strategic importance for China. Since 1988, however, Burma's strategic importance to China has been on the rise once again, as it plays a greater role as China's land bridge to the Indian Ocean and in its energy security and expansion of trade and exports.

In diesem Beitrag werden exemplarisch Fragen aufgeworfen zu einem in der sozialpolitischen Diskussion relativ wenig beachteten Themenfeld, nämlich sozialpolitisch relevanten Faktoren für die Situation im Alter vor allem in dünn besiedelten und strukturschwachen ländlichen Regionen. Der Blick wird dabei insbesondere auf soziale Sicherung im Krankheits- und Pflegefall gerichtet. Zunächst wird als Analyserahmen ein weitgespannter Ressourcenansatz skizziert, der - über das hier erörterte Thema hinaus - Ansatzpunkte für eine disziplinenübergreifende Erörterung von Lebensbedingungen im Alter liefern kann. Sodann wird auf einige spezifisch die ländlichen Räume betreffende sozialpolitische Rahmenbedingungen hingewiesen, zu denen nicht nur typisch sozialpolitische Politikfelder gehören, sondern beispielsweise auch Regional-, Verkehrs- und vor allem Agrarpolitik. Anschließend werden einige allgemeine Fragen der Ausrichtung von Sozialpolitik aufgeworfen, und zwar im Hinblick auf die konzeptionelle Ausrichtung von Kranken- und Pflegeversicherung und mögliche Entwicklungstendenzen für die Einkommenslage in der Altersphase. ; This paper deals with questions referring to a topic that gets relatively small attention in discussions on social security, namely factors relevant for the living conditions in old age especially in thinly populated and structurally weak rural regions. In particular, social security in the case of illness and need of care is discussed. First, as an analytical frame, a broad concept of ressources is outlined, which may give starting-points for an interdisciplinary discussion of living conditions in old age. Thereafter, some sociopolitical conditions referring specifically to rural regions are mentioned, which not only include aspects usually labelled as social policy, but e.g. also regional, traffic and agricultural policy. In the following, some general questions of social policy are raised with regard to the conceptions of health and long-term care insurance and some possible developments for the income in oldage.

This book examines the challenges and impacts of poor diets and nutrition from current food systems and the potential contribution of biodiversity and ecosystem services in addressing these problems. There is a strong need for a multi-level, cross-sectoral approach that connects food biodiversity conservation and sustainable use to address critical problems in our current food systems, including malnutrition. Building on research from the Biodiversity for Food and Nutrition Project (BFN), which aims to better link biodiversity, diets and nutrition, the book presents a multi-country, cross-sectoral analysis of initiatives that have promoted local food biodiversity in four countries: Brazil, Kenya, Turkey and Sri Lanka. This book offers a comprehensive summary of the BFN Project results in each of the four countries along with lessons learned and how this work could be upscaled or applied in other regions. It argues that the strategic promotion and use of food biodiversity is critical in uniting attempts to address conservation, nutrition and livelihood concerns. The book is structured around chapters and case studies encompassing the BFN Project with specific experiences related by partners who played key roles in the work being done in each country. By offering a comparative view capable of furthering dialogue between the respective countries, it is also meant to connect the individual cases for a greater than the sum of its parts effect. This means consideration of how localized activities can be adapted to more countries and regions. Therefore, the book addresses global issues with a foot planted firmly in the grounded case study locations. This book will be of great interest to policymakers, practitioners and NGOs working on food and nutrition, as well as students and scholars of agriculture, food systems and sustainable development.
