Multilaterale internationale Abkommen haben in den letzten Jahrzehnten stark zugenommen. Doch wie genau laufen Verhandlungsprozesse zu solchen Konventionen ab? Was sind entscheidende Erfolgsfaktoren? The International Wheat Council held its twenty-ninth session in London, April 5–12, 1960, under the chairmanship of Sir Edwin McCarthy (Australia), for the purpose of reviewing the world wheat situation in accordance with Article 21 of the 1959 International Wheat Agreement. Representatives of 30 countries or territories attended the meeting, along with observers from the UN, the UN Food and Agriculture Organization, and the European Economic Community. According to the press, the results of the first annual review of the world wheat situation, published on May 25, 1960, confirmed that the national wheat policies of the majority of exporting and importing countries were in open conflict with international realities, inasmuch as the world wheat market had been overshadowed for the past five years by burdensome surpluses and, despite government-assisted programs which had raised the volume of world wheat and flour exports to over 30 million metric tons a season, there was no prospect that the imbalance between supplies and demand would disappear during the next five years.

The 113th session of the International Labor Organization Governing Body convened in Brussels on November 13, 1950. The agenda of the meeting included the following items for consideration by the Governing Body: 1) action to be taken on resolutions adopted by the International Labor Conference at its 33d session; 2) record of the conference on Rhine boatmen (July 1950); 3) arrangements for the fifth ILO regional conference of American states; 4) arrangements for the regional conference for the near and middle east; 5) first report of the Committee on the Working of the Governing Body and its Committees; 6) methods of associating all members of the organization more closely with the work of the Governing Body; 7) reports of the Finance Committee, the Allocations Committee, the Staff Questions Committee and the manpower committees; 8) reports of the Committee on Industrial Committees, the Technical Assistance Committee and International Organizations Committee; 9) composition of committees; and 10) report of the Director-General (Morse).

International Telegraph and Telephone Conference: The International Telegraph and Telephone Conference was held in Paris from May 23 to August 4, 1949 to amend the regulations drawn up at Cairo in 1938. In addition the conference considered questions referred to it by the International Telegraph Consultative Committee. Attention was concentrated on two items: unification of categories of telegrams; and tariff principles. The number of categories of telegrams was reduced from five to three, and all member countries were granted freedom to fix their own terminal and transit rates, as the conference abolished the Cairo regulation which had imposed restrictive rates for countries in the European system in their relations with countries in the extra-European system. The conference devised rules and a method of calculating rentals applicable to the joint use of circuits operated by start-stop apparatus in the European civil aviation system. The telephone regulations devised applied only to countries within the European system, whereas the telegraphy regulations were applicable throughout the world.
While resistance to international courts is not new, what is new, or at least newly conceptualized, is the politics of backlash against these institutions. Saving the International Justice Regime: Beyond Backlash against International Courts is at the forefront of this new conceptualization of backlash politics. It brings together theories, concepts and methods from the fields of international law, international relations, human rights and political science and case studies from around the globe to pose - and answer - three questions related to backlash against international courts: What is backlash and what forms does it take? Why do states and elites engage in backlash against international human rights and criminal courts? What can stakeholders and supporters of international justice do to meet these contemporary challenges?

To what extent does the Erie doctrine apply in an international context? In his article When Erie Goes International, Professor Childress argues that a federal court choosing between state law and the law of a foreign nation should often (or perhaps always) ignore Klaxon Co. v. Stentor Electric Manufacturing Co. and use federal choice of law rules rather than the rules of the state where the federal court is located. In this Essay, I have three points to make in response. The first is that Childress's article, even if successful, leaves the bulk of the Erie doctrine unchanged in an international context. His arguments are directed solely to Klaxon and choice of law. The second point is that most of his arguments fail to give us a reason to question Klaxon's applicability in an international context. The only argument that has any success is based on the idea that the choice between state and foreign law implicates federal interests in foreign relations. The third point is that even this argument has only very limited success. Federal interests in foreign relations will rarely override Klaxon's command.

In preparation for the 34th session of the International Labor Conference, the International Labor Organization published recently four reports covering the following topics: 1) industrial relations, 2) equal remuneration for men and women workers for work of equal value, 3) minimum wage fixing machinery in agriculture, and 4) objectives and minimum standards of social security. The reports on the first three topics contained summaries of the proceedings of the 33rd General Conference relevant to them, while the report on the fourth subject envisaged adoption of a new general convention on social security.

The International Sugar Agreement of 1937 established the International Sugar Council to deal with problems concerning sugar surpluses and sugar distribution. The agreement, entered into for a period of four years by the twenty-two principal sugar importing and exporting states, was renewed by protocols in 1942, 1944, and 1945. According to the last two protocols, the original agreement was to be revised "as soon as the time appears opportune" and although a proposal for redrafting the agreement was made in January, 1946, no action had been taken on the matter by April, 1947.
