"This updated and revised second edition examines the conceptualisation and evolution of peace in International Relations (IR) theory. The book examines the concept of peace and its usage in the main theoretical debates in IR, including realism, liberalism, constructivism, critical theory and post-structuralism, as well as in the more direct debates on peace and conflict studies. It explores themes relating to culture, development, agency and structure, not just in terms of representations of international relations, and of peace, but in terms of the discipline of IR itself. The work also specifically explores the recent mantras associated with liberal and neoliberal versions of peace, which appear to have become foundational for much of the mainstream literature in IR and for doctrines for peace and development in the policy world. Analysing war has often led to the dominance -- and mitigation -- of violence as a basic assumption in, and response to, the problems of international relations. This study aims to redress this negative balance by arguing that IR offers a rich basis for the study of peace, which has advanced significantly over the last century or so. It also proposes innovative theoretical dimensions of the study of peace in IR, with new chapters discussing post-colonial and digital developments in the discipline. Fifteenth SessionThe fifteenth session of the International Wheat Council met in London from June 16 to 21, 1954, and discussed the current wheat situation and its effects on the operation of the International Wheat Agreement. Prior to the opening of the session, press reports had indicated that the importing countries would raise the problem of recent price reductions by some major exporters and that the exporters would raise the problem of the declining purchases under the agreement. On the operation of the agreement in the current world wheat situation, the Council stated that the lower volume of international transactions during the 1953–1954 crop year reflected the general reduction in demand resulting from higher production in importing countries and reduction of reserve stocks in importing countries. Since prices within and outside the agreement had moved within the range of the agreed maximum ($2.05) and minimum ($1.55) prices, neither exporting nor importing countries had been obliged to transact business within the agreement. The Council recognized that, where substantial supplies of wheat were available for export in excess of current demand, the possibility persisted that the conditions of international trade in wheat could deteriorate to an extent that would have serious implications for international trade in general and the economies of wheat exporting and importing countries in particular, unless an orderly adjustment to more normal levels of supply and demand could be assured and maintained. The Council unanimously agreed that the cooperation of all wheat importing and exporting countries was essential to prevent such a situation from developing and that the International Wheat Agreement was the instrument for such international cooperation.

Auf dem sechsten Kongreß der Kommunistischen Internationale in Moskau (1928) wurde von den Delegierten das Programm der Kommunistischen Internationale angenommen, an dem sechs Jahre lang gearbeitet wurde. In dem Artikel werden die Etappen und Probleme bei der Ausarbeitung des Programms untersucht, wobei die vielfältigen theoretischen, politischen, strategischen und taktischen Fragen der Programmdiskussion aufgezeigt werden. Eine genaue Analyse des Programms macht nach Ansicht der Autorin deutlich, daß der Marxismus-Leninismus sich durchgesetzt hat und der "Bolschewisierungsprozeß" entscheidend vorangekommen war. (WJ)
